Description (IT): Il Green Public Procurement (GPP) è un’attività fondamentale della PA, con un notevole impatto sull’economia locale. Il GPP consiste nella valutazione ambientale delle procedure di acquisto della PA, che ha il compito di dover scegliere "quei prodotti e servizi che hanno un minore, oppure un ridotto, effetto sull'ambiente rispetto ad altri prodotti e servizi utilizzati allo stesso scopo. L’attuazione delle direttive Europee in materia di GPP e la recente pubblicazione del framework in materia di economia circolare, stanno però limitando lo sviluppo di alcuni mercati di riferimento delle regioni Italia e Austria tra cui in particolare quello dell’edilizia. Il motivo principale è dovuto a diversi livelli di attuazione delle direttive nei due paesi ed alla difficoltà (tecnica ed economica) delle PMI ad accedere alle competenze necessarie per rispondere ai nuovi requisiti che ne conseguono. L’obiettivo principale del progetto è quello di progettare, sviluppare e attivare un network transfrontaliero di competenze e servizi (CAM GPP facilitator service) in materia di GPP nell’ambito dell’edilizia. Partendo da una piattaforma delle competenze (competence plattform) e due azioni pilota (competence bearer/center) sarà sviluppato un network dedicato alle PMI delle regioni dell’area di programma che fornirà supporto all’eco-design e alla certificazione ambientale di nuovi prodotti e progetti (edilizi) a ridotto impatto ambientale in conformità alle direttive Europee in materia di GPP.
Read more Description (DE): Das Green Public Procurement (GPP) ist eine der wichtigsten Aktivitäten der öffentlichen Verwaltung mit einer der größten Auswirkungen auf die lokale Wirtschaft. Durch die ökologische Bewertung der Einkaufsverfahren hat die öffentliche Verwaltung die Aufgabe, „jene Produkte und Dienstleistungen auszuwählen, die im Vergleich zu anderen Produkten und Dienstleistungen, die für den gleichen Zweck verwendet werden, einen geringen oder reduzierten Eintrag auf die Umwelt haben". Die Umsetzung der EU- Richtlinien in Bezug auf das GPP und die jüngsten Veröffentlichungen über die Kreislaufwirtschaft begrenzen jedoch die Entwicklung einiger Referenzmärkte in Italien und Österreich, insbesondere jene der Bauwirtschaft. Der Hauptgrund dafür sind die unterschiedlichen Stufen der Umsetzung der Richtlinien in den beiden Ländern und die (technischen und wirtschaftlichen) Schwierigkeiten der KMU auf das notwendige Wissen zuzugreifen, um auf die spezifischen Vorgaben zu reagieren. Hauptziel des Projekts ist daher die Konzeption, Entwicklung und Aktivierung eines transnationalen Netzwerkes von Kompetenzen und Dienstleistungen im Bereich GPP im Bausektor (CAM GPP facilitator service). Ausgehend von einer Kompetenzplattform (competence plattform) und zwei Pilotprojekten (Kompetenzträger/zentrum) wird ein neues Netzwerk für KMUs aufgebaut, um die Ökodesign und Umweltzertifizierung neuer Produkte und Projekte mit geringen Umweltauswirkungen gemäß den EU- Richtlinien über GPP zu unterstützen.
Read more Description (EN): Green Public Procurement is one of the most important public administration activities with one of the greatest impacts on the local economy. Through the ecological evaluation of purchasing procedures, the public administration has the task of selecting those products and services that have a low or reduced impact on the environment compared to other products and services used for the same purpose. The implementation of the European directives on Green Pubic Procurement (GPP) and the recent publication of the framework on circular economy, are limiting the development of some reference markets in the regions of Italy and Austria, including in particular the construction industry. The main reason is due to different levels of implementation of the directives in the two countries and the difficulty (technical and economic) of PMIs to access the Know How necessary to respond to the resulting requirements. The main objective of the project is therefore to design, develop and activate a network of competence and services in the field of GPP in public and private construction (CAM GPP facilitator service). Starting from a common competence platform and two pilots (competence bearer / - centre), a new network of competences and services dedicated to PMI in the program area will be set up to provide support for eco-design and environmental certification of new products and (building) projects with low environmental impact in compliance with European directives on GPP.

Expected Results (IT): PROBLEMATICHE: L’introduzione dei CAM in Italia e la certificazione ambientale in edilizia ha messo in luce forti carenze da parte delle PMI in materia di edilizia pubblica sostenibile; sono infatti richieste competenze tecnologicamente specifiche, difficilmente accessibili e troppo costose per le PMI. Inoltre esiste un diverso stato di attuazione ed obbligatorietà in Italia e Austria.
OPPORTUNITÀ: queste conoscenze sono però disponibili nell’ambito del mondo della ricerca che cercano l’applicazione concreta delle conoscenze. Se organizzate in una rete di competenza e rese accessibili attraverso una piattaforma dedicata , queste conoscenze potranno essere trasferite con efficacia e a basso costo alle PMI.
MINACCE: è evidente che se non verrà coperta questa mancanza di conoscenza il mercato delle PMI del settore e sarà colpito con impatti negativi in termini di occupazione e PIL. Il rischio, soprattutto in un settore molto frammentato come l’edilizia, è che le PMI del territorio non accedano alle gare pubbliche.
OBIETTIVI: risulta necessario di attivare una rete di competenza a cui possono accedere i fornitori di competenza ed i competence bearer/center (CC) e PMI sviluppato sulle reali esigenze delle PMI. Per CC si intende un singolo professionista od un’organizzazione qualificata per il rilascio dei servizi sviluppati dal progetto.
ATTIVITÀ: a partire da un’analisi dettagliata delle normative, delle procedure e dei mercati si procederà con la progettazione di dettaglio della piattaforma e di 2 CC. Seguiranno azioni per dimostrarne l’efficacia. Il modello che ne seguirà sarà valorizzato ed esportato per supportare la creazione di altri CC nell’area programma (almeno due entro la fine del progetto) così da creare un network di competenze e servizi.
RISULTATI ATTESI: 2 CC attivi; 2 filiere di PMI formate; costi ridotti per le PMI per accedere ai bandi GPP; scambio di conoscenze e competenze transfrontaliero delle esperienze, anche dopo la conclusione del progetto.
Read more Expected Results (DE): PROBLEMATIK: Die Einführung von CAM in Italien und die Umweltzertifizierung hat erhebliche Mängel seitens der KMU im Bereich der neuen nachhaltigen öffentlichen Gebäude aufgedeckt; in der Tat sind spezifische Fähigkeiten erforderlich, die schwer zugänglich und für KMU zu teuer sind. Darüber hinaus gibt es in Bezug auf die Umsetzung des GPP in Italien und Österreich einen unterschiedlichen Stand. CHANCEN: Dieses Wissen ist aus der Forschung verfügbar, die die konkrete Anwendung von Wissen suchen. In einem Kompetenznetzwerk organisiert, über eine zugängliche Plattform und mit gezielten Dienstleistungen gefördert, kann dieses Wissen effizient und kostengünstig an KMUs weitergegeben werden. GEFAHREN: Wenn dieser Wissensrückstand nicht nachgeholt wird, wird sich dies für die KMUs im Baugewerbe sich negativ auswirken und mit der Beschäftigungssituation und den lokalen Bruttosozialprodukte verbunden sein. Das Risiko besteht, dass der fragmentierte Bausektor (KMU) keinen direkten Zugang zu öffentlichen Ausschreibungen haben werden. ZIELE: Ziel ist es ein Kompetenznetz zu aktivieren, zu dem Kompetenzanbieter, Kompetenzträger /Kompetenzzentren (CC) und die KMUs Zugang haben, das auf die tatsächlichen Bedürfnisse der KMUs zugeschnitten ist. Als CC wird ein Experte oder qualifizierte Organisation, die die im Rahmen des Projekts entwickelten Dienstleistungen erbringen.
AKTIVITÄTEN: Ausgehend von der Analyse der Vorschriften und Märkten wird die Plattform entwickelt und zwei CC organisiert. Es folgen Aktionen, um die Wirksamkeit der Dienstleistungen zu demonstrieren. Das entwickelte Modell wird erweitert, um die Schaffung weiterer CC zu unterstützen (mindestens zwei bis zum Ende des Projekts), um somit ein Netzwerk von Fähigkeiten und Dienstleistungen zu schaffen. ERWARTETE ERGEBNISSE: 2 aktive CC ; 2 geschulte KMU-Ketten; geringere Kosten für KMU für den Zugang zu GPP-Ausschreibungen; grenzüberschreitender Austausch von Wissen und Erfahrungswerten auch nach Projektende.
Read more Expected Results (EN): PROBLEMATICS: The introduction of CAM in Italy and environmental certification have revealed significant shortcomings on the part of SMEs in the area of new sustainable public buildings; indeed, specific skills are required which are difficult to access and too expensive for SMEs. In addition, Italy and Austria have different levels of implementation of GPP. CHANCES: This knowledge is available from research seeking the concrete application of knowledge. Organised in a competence network, promoted via an accessible platform and with targeted services, this knowledge can be passed on to SMEs efficiently and cost-effectively. DANGERS: If this knowledge gap is not made up, this will have a negative impact on SMEs in the construction sector and be linked to the employment situation and local gross national products. There is a risk that the fragmented construction sector (SMEs) will not have direct access to public tenders. OBJECTIVES: The objective is to activate a competence network to which competence providers, competence bearers/competence centres (CCs) and SMEs have access, tailored to the real needs of SMEs. The CC is an expert or qualified organisation providing the services developed under the project.
ACTIVITIES: Based on the analysis of regulations and markets, the platform will be developed and two CCs will be organised. Actions will follow to demonstrate the effectiveness of the services. The developed model will be extended to support the creation of further CCs (at least two by the end of the project) to create a network of skills and services. EXPECTED RESULTS: 2 active CCs ; 2 trained SME chains; lower costs for SMEs for access to GPP calls for tender; cross-border exchange of knowledge and experience also after end of project.

CO41 - Numero di imprese che partecipano a progetti di ricerca transfrontalieri: 4.00. Nella fase pilota, vogliamo sostenere l'attuazione di uno o più progetti di ricerca transfrontalieri incentrati sui certificati CAM/GPP/ambientali con almeno 4 imprese.
OI3 - Numero di cluster, piattaforme e reti attivati: 2.00. Verrà sviluppata una piattaforma di competenza e sarà creata una rete di centri di competenza/supporti di competenza in materia di CAM e GPP per fornire servizi alle PMI del territorio.

CO41 - Zahl der Unternehmen, die an grenzübergreifenden Forschungsvorhaben teilnehmen: 4,00. In der Pilotphase wollen wir die Durchführung eines oder mehrerer grenzüberschreitender Forschungsprojekte mit dem Schwerpunkt CAM/GPP/Umweltzertifikate mit mindestens 4 Unternehmen unterstützen.
OI3 - Zahl der aktivierten Cluster, Plattformen und Netzwerke: 2,00. eine Kompetenzplattform wird entwickelt und ein Netzwerk von Kompetenzzentren / Carriers of Competence in CAM- und GPP-Themen wird eingerichtet, das Dienstleistungen für die KMU des Gebiets erbringt.
