Description (EN): The developement of the southern alpine area had a slow progress in the last years. Meanwhile the human potential is missing. There are two different factors, which are decisive when people choose their place to live: Hard facts and emotional incitements like family, friends, landscape and values lived in place. The project encompasses both, emotional incitements and hard facts. Content of the project is to bring the peripher areas of Carinthia, Tyrol and South Tirol, including the cities of Spittal, Hermagor, Lienz and Bruneck, together to a common platform/brand/presence. The project is the strategic and organisational startingpoint to enhance the status of the southern alpine area and to align it in a future oriented manner. The project traces the following strategic approaches:
- A clear positioning and communication of the area as a livable contrastpoint to the agglomerations of Bozen, Innsbruck and Klagenfurt.
- Development of at least 3 topics, which will be traced along the axis of Spittal/Hermagor – Lienz – Bruneck. The idea is to follow and present topics like higher education, mobility and value added chains.
- Work together on the topic of stay & come (keyword: human potential). The spatial focus will be set on the axis of Spittal/Hermagor – Lienz – Bruneck.
This is the axis with the strongest connections regarding traffic and several other functions.
Read more Description (IT): Nello spazio sud-alpino centrale si notava un ritardo nello sviluppo durante gli ultimi anni a causa della mancanza del potenziale umano. Fattori decisivi per la scelta dove si decide di trasferire la propria vita, sono oltre alle condizioni quadro base, le decisioni emotive come la famiglia, gli amici, la familiarità dei siti e i valori vissuti legati al posto. Il progetto riguarderà sia il livello economico e elemento motore ma anche quello dei fattori “soft”. Il progetto vuole unire le aree periferiche della Carinzia, del Tirolo, dell'Alto Adige e delle città di Spittal, Hermagor, Lienz e Brunico in una piattaforma/un marchio/una presenza comune. Il progetto è il punto di partenza organizzativo e strategico per riqualificare e sviluppare il territorio. Il progetto segue i seguenti approcci strategici: • Un chiaro posizionamento e comunicazione dello spazio come valido contrappunto ai centri urbani come Bolzano, Innsbruck o Klagenfurt. • Sviluppo di almeno 3 temi, che saranno perseguiti insieme lungo l'asse principale Spittal/Hermagor-Lienz-Brunico. In futuro argomenti come l'istruzione superiore, la mobilità o la catena di valore possono essere elaborati e presentati insieme. • Lavorazione collettiva del tema “entrare e restare” (parola chiave: potenziale umano). Dal punto di vista territoriale ci si concentrerà sull'asse Spittal/Hermagor - Lienz – Bruneck visto che si tratta dell’asse maggiormente frequentata dal trasporto e con delle intense interrelazioni.

Entscheidend für die Wahl des Lebensmittelpunktes sind neben den harten Standortfaktoren emotionale „Triebfedern“ wie Familie, Freunde landschaftliche Bezugspunkte und vor Ort gelebte Werte. Auf beiden Ebenen, den Triebfedern und den Standortfaktoren setzt das Projekt an. Inhalt des Projekts ist es, die aus der jeweiligen Landessicht peripheren Bereiche Kärntens, Tirols, Südtirols, mit den Städten Spittal, Hermagor, Lienz und Bruneck zu einer gemeinsamen Plattform/Marke/Präsenz zusammenzuführen. Das Projekt ist der organisatorische und strategische Startpunkt um den Südalpenraum aufzuwerten und zukunftsorientiert auszurichten. Das Projekt verfolgt folgende strategische Ansätze: • Eine klare Positionierung und Kommunikation des Raumes als lebenswerten Kontrapunkt zu den Ballungsräumen wie Bozen, Innsbruck oder Klagenfurt. • Entwicklung von mindestens 3 Themen, die künftig entlang der Hauptachse Spittal/Hermagor – Lienz – Bruneck gemeinsam verfolgt werden. So können zukünftig Themen wie höhere Bildung, Mobilität oder Wertschöpfungsnetzwerke gemeinsame bearbeitet bzw. dargestellt werden. • Gemeinsame Aufbereitung des Themas Bleiben & Kommen (Stichwort: Humanpotential). Der räumliche Fokus wird auf die Achse Spittal/Hermagor – Lienz – Bruneck gelegt. Dies ist die Achse mit den stärksten verkehrstechnischen und funktionalen Verflechtungen.

Expected Results (EN): The territory of the south-alpine central area has developed with a delay in recent years. To be successful in the long term as an Alpine region, strong cooperation and common development goals are required. At the same time cities play a key role as a driving force for development across the region.
The operational objective of this project is to build a platform for cooperation and collaboration between development departments of cities and regional management and ensure the external representation of the territory as a space for life and economy.
In the medium term, the project will have agreed development objectives, coordinated higher education, intelligent mobility and exploitation of. The aim of the project is to raise the profile of the South-Alpine region as an attractive, liveable and economic region in Europe.

Oltre a ragioni del trasporto è anche un motivo la situazione periferica delle regioni Oberkärnten, Osttirol e della Val Pusteria sudtirolese. Lo stesso vale per le regioni partner di lingua italiana in Friuli e in Veneto.
Collegato alla situazione periferica è il fatto che i confini amministrativi sono spazialmente vicini. Questa circostanza porta i territori colpiti in ritardo di sviluppo in tutta l’Europa.
Molte persone hanno abbandonato il territorio dello spazio sud-alpino come parte della loro formazione o in cerca di lavoro. Questa migrazione vale anche per la Val Pusteria sudtirolese più sviluppata. Tali persone mancano sempre più come lavoratori, cittadini con idee e approcci nuovi e alla fine per uno sviluppo del territorio sostenibile.
Per rafforzare lo spazio sud-alpino a lungo termine, ogni regione è richiesta su piccola scala. Isolato e per se i regioni interalpini, come per esempio il Tirolo orientale con i suoi 50.000 abitanti, sono poco competitivi in comparazione con le zone centrali delle Alpi con un’economia forte. Per avere successo a lungo termine come regione interalpina sono necessari cooperazioni forti e obiettivi di sviluppo comuni. Allo stesso tempo le città svolgono un ruolo chiave come impulso per lo sviluppo in tutta la regione.
L'obiettivo operativo del presente progetto è quello di costruire una piattaforma di cooperazione e collaborazione tra i dipartimenti di sviluppo delle città e la gestione regionale e assicurare la rappresentanza esterna del territorio come spazio per la vita e l'economia.
A medio termine il progetto con obiettivi di sviluppo concordati, istruzione superiore coordinata, mobilità intelligente e sfruttamento delle opportunità di digitalizzazione vuole raggiungere una visibilità dello spazio sud-alpino come regione vivibile e economico attraente in Europa.

Neben verkehrsgeografischen Gründen ist ein Grund für die verlangsamte Entwicklung auch die aus der jeweiligen Landessicht periphere Lage der Regionen Oberkärnten, Osttirol und Südtiroler Pustertal.
Gleiches gilt für die italienisch sprechenden Partnerregionen in Friaul und im Veneto.
An die periphere Lage gekoppelt ist der Umstand, dass Verwaltungsgrenzen räumlich jeweils nahe sind. Dieser Umstand der jeweiligen Randlage führt überall in Europa zu Entwicklungsdefiziten bei den betroffenen Regionen.
Viele Menschen verließen den Südalpenraum im Zuge ihrer Ausbildung bzw. auf der Suche nach Arbeitsplätzen. Diese Wanderungsbewegung trifft auch auf das stärker entwickelte Südtiroler Pustertal zu. Diese Menschen fehlen dem Südalpenraum nun zusehends in seiner Entwicklung. Sei es als Arbeitskräfte oder als Bürger, die mit frischen Ideen das soziale Gewebe in den ländlichen Räumen erneuern.
Um den Südalpenraum langfristig zu stärken, ist im Kleinen jede Region für sich gefordert. Alleine kann eine inneralpine Region wie z.B. Osttirol mit seinen knapp 50.000 Einwohnern jedoch nicht mit den wirtschaftsstarken Zentralräumen der Alpen konkurrieren. Um als inneralpine Region langfristig Erfolg zu haben, bedarf es einer engen Kooperation bzw. gemeinsamen Entwicklungszielen der inneralpinen Regionen. Dabei kommt den Städten als Treiber der Entwicklung eine bedeutende Rolle zu.
Das operative Ziel des gegenständlichen Projekts besteht darin, eine Plattform der Zusammenarbeit zwischen den Entwicklungsabteilungen der Städte und den Regionsmanagements aufzubauen und den gemeinsamen funktionalen Raum nach außen als gemeinsamen Lebens- und Wirtschaftsraum darzustellen und mittelfristig ein attraktiver - im Konzert der europäischen Regionen wahrnehmbarer - Lebens- und Wirtschaftsraum zu werden.
