Regions with specific territorial features have received increasing attention in recent years, most notably in article 174 of the Treaty on the Functioning of the European Union (TFEU). Key policy documents identify the specific types of territories in two ways: as having particular challenges, and as having particular assets, many of benefit to Europe as a whole. Addressing the opportunities and challenges of specific types of territories implies that these territories need to be considered in context rather than ‘singled out’.In general, territorial cooperation seems to be a natural component of policies targeting geographically specific areas, in view of ensuring a sustainable development based on regional comparative advantages. The European level has an obvious role to play in promoting territorial cooperation beyond national borders.Gaining a better understanding of the territories with geographic specificities and their relevant challenges and opportunities is therefore crucial for the European policy dialogue and debate for developing Cohesion Policy post-2020 and a renewed Territorial Agenda for Europe which is due to be adopted by 2021. The following types of territories constitute the main focus for this project: sparsely populated regions; mountain regions; Islands, including island-states and coastal areas.

Expected Results (EN):

The main outcome of the service should be: harmonised datasets for each category of geographic specificity used as building blocks to measure insurality, pheripheraliy, remoteness, accessibility, vulnerability, attractiveness and competitiveness. (Innovative) ways of measuring insularity, peripherality, remoteness, accessibility, vulnerability, attractiveness and their relationships with the competitiveness and sustainable growth of specific types of territories (based on qualitative and quantitative evidence). Knowledge about the key challenges and opportunities that can effectively support territories with geographic specificities in making full use of their development potential. Case studies on different territories that provide a more detailed insight into best practices to overcome peripherality, remoteness, vulnerability and the difficulties of positioning these types of territories in relation to more densely populated and dynamic neighbouring regions, including an analysis on governance aspects. A balanced geographical coverage of the ESPON space should be taken into consideration. Recommendations on how to integrate the territorial specificities as part of place-based and integrated approaches in policies at different geographical levels. Recommendations for European and national policy makers on how to integrate and consider functional aspects related to specific types of territories in sector policies and national framework plans. Guidance for regional and local policy makers with proposals for concrete steps on how to design strategies to promote the awareness of local assets in territories with geographic specificities. In particular addressing the following questions: how to better explore unique assets? How to reduce and overcome development challenges and capitalise on potentials? How to apply the concept of smart specialisation?
