Description (EN):

Refugee crisis is one of the hottest topics on the EU agenda. The recent events related to the Syrian civil war, political turmoil in Libya and the subsequent influx of refugees towards Europe as well as perceptions caused by internal migration that led to ‘Brexit’ have had a polarsing effect on Europe. Therefore, territorial evidence on the flows of asylum seekers and refugees, their distribution between and within EU countries, regions and cities, impact on socio-economic development as well as information on crisis management and integration is in high demand. The ESPON applied research activity “Impacts of refugee flows to territorial development in Europe” addresses these issues and aims to provide relevant territorial evidence and policy recommendations.

Expected Results (EN):

The main outcome of the service should be: an overview of scientific and political debate on asylum seekers and refugees.Methodology for collecting or estimating data related to asylum seekers and refugees at regional and urban level, covering current crisis as well as previous large influxes in the recent decades.Evidence on refugee population in European regions and cities broken down as much as possible (country of origin, age, sex, education, skills) and how it has changed over time, covering current crisis as well as previous large influxes in the recent decades.Evidence on the impacts of the refugee influx to the local and regional labour markets. This outcome should investigate on the relations between education and skills of the asylum seekers and refugees and the regional and local labour market needs and demographic imbalances.Typologies related to the degree of refugee influx, socioeconomic development and integration policies at arrival, transit and destination regions and cites.Knowledge about the role of different European, national, regional and local institutions, policies, strategies, laws, civic societies, public-private partnerships on how they tackle the refugee crisis (humanitarian aid, asylum, relocation schemes, services, integration).Case studies on different types of European regions and cities with different socioeconomic profiles giving a detailed insight into the recent influx of asylum seekers and refugees as well as previous influxes in recent decades, humanitarian aid and service provision, integration policies and measures, but also on experiences and best practice examples in shifting towards more inclusive societies (policies, laws, public-private partnerships, civic societies etc).Impact assessment and what if scenarios based on European and national relocation policies and proposals for redistributing refugees within Europe and within countries.A better understanding of the considerations of host countries and communities.Policy recommendations for immediate crisis management and medium- and long term integration. Policy orientations in relation to the impact that irregular migration flows could have on the competitiveness of European regions and cities as well as on the economic, social and territorial cohesion in Europe.Guidance for regional and local policy makers, civic societies and NGOs, with proposals for concrete steps on how to manage the reception, humanitarian aid, service provision and integration.
