Description (EN): Project SHELTER originates from the problem represented by the abandonment and degradation of historic rural buildings in the Italian-Austrian cross-border area. A significant issue, that has such consequences as the increase of hydro-geological risk and the decrease of biodiversity, the loss of productive land and of a rich cultural heritage. To confront this problem, the project aims at joining the conservation of buildings with the development of the mountain landscape, recovering exemplary cases of abandoned heritage to insert in the existing network of hiking and cycling routes, combining it with local association and production activities. SHELTER will start from the knowledge base offered by past European projects for the sustainable recovery of historical rural heritage. Experimenting this know-how, infrastructure works will be implemented for the recovery of buildings and paths to support a new use of heritage and to sustain local development, accompanied by participation workshops with the population. In this way a catalogue of building solutions and a set of indicators will be defined, which will be disseminated between administrations and enterprises through meetings with sector and trade associations. In short, the project will develop tools and test new functionalities for the recovery historic rural buildings and their landscape, supporting their conservation and sustainable use in the current context.
Read more Description (IT): Il progetto SHELTER nasce dalle problematiche poste dall’abbandono e dal degrado degli edifici rurali storici nell’area trans-frontaliera italoaustriaca. Una questione significativa che ha conseguenze quali l’aumento del rischio idro-geologico e la diminuzione della biodiversità, la perdita di suolo produttivo e di un ricco patrimonio storico-culturale. Per contrastare queste criticità, il progetto mira a unire la conservazione degli edifici con lo sviluppo del paesaggio montano, recuperando casi esemplari di patrimonio in abbandono e inserendoli nella rete dei percorsi escursionistici e ciclo-turistici esistenti, coniugandoli alle attività associative e produttive locali. SHELTER partirà dalla base conoscitiva offerta dai progetti europei passati per il recupero sostenibile del patrimonio storico. Sperimentando questo know-how verranno realizzati interventi di recupero di edifici e percorsi per avviare nuove funzionalità del patrimonio e supportare lo sviluppo locale, accompagnati da incontri di partecipazione con gli abitanti. In questo modo verranno definiti un repertorio costruttivo e un set d’indicatori per il patrimonio trans-frontaliero, che saranno diffusi fra le amministrazioni e le imprese tramite degli incontri con le associazioni di settore. In sintesi, il progetto elaborerà strumenti e sperimenterà lo sviluppo di nuove funzionalità per gli edifici rurali storici e il loro paesaggio, che ne sostenga la conservazione e l’utilizzo durevole nel contesto attuale.
Read more Description (DE): Das Projekt SHELTER befasst sich mit den Problemen, die sich aus der Aufgabe und dem damit einhergehenden Verfall historischer ländlicher Gebäude im italienisch-österreichischen Grenzgebiet ergeben. Der zum Teil großflächige Leerstand und der damit verbundene Wegfall der traditionellen Bewirtschaftung hat ernsthafte Konsequenzen für die Kulturlandschaft. SHELTER betrachtet die Erhaltung des gebauten Erbes als integralen Bestandteil der Entwicklung der Berglandschaft: Es werden Konzepte zur nachhaltigen Nutzung und Sanierung leerstehender historischer Beispielgebäude entwickelt. Dabei kann auf Ergebnisse früherer EU-Forschungsprojekte sowie einen breiten Erfahrungsschatz im Netzwerk der Projektpartner und assoziierter Partner zurückgegriffen werden. SHELTER wird neue Nutzungskonzepte für den historischen Baubestand aufzeigen, die die lokale Entwicklung unterstützen und sich in bestehende Vereins- und Produktionsaktivitäten einfügen. Zudem werden die Gebäude als kulturelle Landmarken in das Netz bereits vorhandener Wander- und Radwege eingebunden. SHELTER bezieht dabei die Anwohner durch einen partizipativen Mitwirkungsprozess aktiv mit ein. Auf diese Weise wird grenzübergreifend ein Sanierungsleitfaden mit technischen Lösungen und eine Reihe von Indikatoren für die Erhaltung des kulturellen Erbes definiert. Die Ergebnisse werden im Rahmen von Workshops an die kommunalen Behörden und lokalen Unternehmen weitergegeben.

- Existing potentialities: Re-use of historical rural buildings by including them in the network of activities to visit the territory (cross-border tourist routes, etc.) and local associations (school education, etc.), developing a new economic and environmental sustainability for these buildings, at the same time redeveloping the cultural landscape linked to them.- Objectives: Identification and testing of methods and tools for the recovery of historic rural buildings according to criteria of high sustainability environmental (energy and ecological) and respect for the architectural heritage; awareness and involvement of the inhabitants through techniques Participatory in the identification of new functionalities for buildings and territory; elaboration of constructive repertoires and evaluation criteria for the recovery in the Italian-Austrian rural areas.

- Potenzialità esistenti: Riutilizzo degli edifici rurali storici inserendoli nella rete delle attività di visita al territorio (itinerari turistici transfrontalieri, ecc.) e delle associazioni locali (didattica scolastica, ecc.), sviluppando una nuova sostenibilità economica e ambientale per queste costruzioni, allo stesso tempo riqualificando il paesaggio culturale a essi legato.
- Obiettivi: Identificazione e sperimentazione di metodi e strumenti per il recupero degli edifici rurali storici secondo criteri di elevata sostenibilità ambientale (energetica e ecologica) e rispetto del patrimonio architettonico; sensibilizzazione e coinvolgimento degli abitanti attraverso tecniche partecipative nell’identificazione di nuove funzionalità per edifici e territorio; elaborazione di repertori costruttivi e criteri di valutazione per il recupero nelle aree rurali italo-austriache.
- Target: Azione rivolta a un bacino di utenti formato dalle amministrazioni pubbliche e dalle imprese dei settori turistico e edilizio, inclusi i tecnici progettisti. Read more Expected Results (DE): Probleme: Der Verlust historischer ländlicher Gebäude in den italienisch-österreichischen Grenzgebieten und die daraus folgenden negativen Auswirkungen auf die Kulturlandschaft: Verlust eines reichen kulturellen (Architektur) und natürlichen Erbes (Berglebensräume); wirtschaftliche Einbußen aufgrund verringerter Landnutzung und verringerter Beschäftigung; Zunahme der naturbedingten Risiken aufgrund des hydrogeologischen Risikos im Zusammenhang mit brachliegendem Land; Rückgang der biologischen Vielfalt durch das Verschwinden komplexer vielseitiger Landschaften.
- Chancen: Inwertsetzung historischer ländlicher Gebäude durch Einbindung in das Tourismusnetz (grenzüberschreitende touristische Routen etc.) und in das Netz örtlicher Verbände (Bildungswesen etc.), indem eine neue wirtschaftliche, ökologische und soziale Nachhaltigkeit für diese Gebäude entwickelt wird und indem die damit verbundene Kulturlandschaft aufgewertet wird.
- Ziele: Ausarbeitung und Zurverfügungstellung konkreter und erprobter Handlungsanleitungen und Instrumente: Sanierungsleitfaden mit technischen Lösungen und Bewertungskriterien für die Inwertsetzung historischer ländlicher Gebäude nach den Kriterien der ökologischen Nachhaltigkeit und der Denkmalpflege im ländlichen italienisch-österreichischem Grenzgebiet; Sensibilisierung und Beteiligung der Bewohner durch partizipative Mitwirkungsprozesse bei der Identifizierung neuer Nutzungsmöglichkeiten für die Gebäude und die Landschaft.
- Zielgruppe: Die Maßnahmen richten sich an alle Akteure der Wertschöpfungskette einer nachhaltigen Sanierung, vom Auftraggeber über die Planer bis zu den öffentlichen Entscheidungsträgern und Unternehmen des Tourismus- und Bausektors. Ausarbeitung und Erprobung nützlicher Instrumente für diesen Nutzerkreis, der sowohl direkt als Partner am Projekt beteiligt ist, als auch über die als assoziierte Partner im Projekt involvierten Verbände erreicht wird - wichtige Kanäle auch für die Verbreitung der Ergebnisse.

CO01 - Number of enterprises receiving support: 135.00. SHELTER increases the number of enterprises receiving support (CO01) through an integrated strategy to help enterprises in the construction and tourism sectors to rehabilitate and improve their competitiveness.
The project will include and support the valorisation of rural cultural heritage in mountain areas. This strategy includes the implementation of infrastructure measures and the transfer of specifically developed knowledge: It is estimated that 135 companies will receive support from the project through the project partners or the networks of associated partners.
CO04 - Number of enterprises receiving non-financial support: 120.00. The project increases the number of enterprises receiving non-financial support (CO04) through know-how developed and transferred for the rehabilitation and valorisation of the rural building stock. It is estimated that the rehabilitation guide and evaluation tool developed under the project can be transmitted to 120 companies through the networks of project partners and associated partners.
CO23 - Area of habitats supported for better conservation purposes: Hectares 4.00 The project will increase the area of habitats supported for better conservation purposes (CO23) through the rehabilitation, conservation and valorisation measures in the three partner municipalities and in the pilot municipality in South Tyrol. The area of the habitats favoured by the project can be estimated at 10 ha (100,000 square metres) - an estimate of the areas surrounding the rural buildings covered by the project where the new theme trails will be implemented.

Il progetto comprenderà e sosterrà la valorizzazione del patrimonio culturale rurale nelle zone di montagna. Questa strategia comprende l'attuazione di misure infrastrutturali e il trasferimento di conoscenze specifiche: Si stima che 135 aziende riceveranno sostegno dal progetto attraverso i partner del progetto o le reti di partner associati.
