The debate on the implications of technological transformation is just beginning and the potential impacts in the long-term cannot yet be fully known. However, it is clear that regions and cities throughout the EU currently demonstrate differing capacities, socioeconomic profiles, levels of knowledge, attitudes and readiness to cope with transformative technological change, placing major importance on regional policies in the coming years.There is a growing recognition that one-size-fits-all policies cannot address effectively the differential challenges faced in different geographies. This is reflected in the White Paper and the Seventh Cohesion Report which calls for more targeted support in places which are being left behind. Similarly, the recently published ‘Renewed EU Industrial Policy Strategy’ highlights the need to provide “tailor-made and joined-up support to address the specific challenges of regions going through an acute crisis or falling into decline”.The objective of this research is to provide a pan-European investigation of the territorial dimensions of current technological transformations and the transitioning of regional economies in Europe. The research should develop an understanding about what the technological transformation means from a territorial perspective and examine how emerging technologies are actively (re)shaping regional economies in different geographical contexts and the territorial and structural changes they are bringing (and likely to bring) about, focusing, in particular, on the transport, manufacturing and energy sectors, where the territorial impacts are likely to be strongest and most pervasive.

Achievements (EN):

How is 4.0 digital transformation affects labour markets? According to the ESPON T4 project, the impact is present and complex. First, in manufacturing-related transformations, displacement of jobs is a strong trend, affecting both low- and high-skill jobs. Job displacement takes place regardless of the skill level but with different intensity across regions. High displacement of both manual and cognitive (routine and non-routine) jobs (i.e. low and high-skill jobs) characterises primarily Eastern countries, Greece, Portugal, and some spare regions in France and Scandinavian countries. Moderate displacement is, instead, primarily concentrated in France, Germany, central Italy, central Spain and Scandinavian countries. Displacement of primarily low-skill, manual routine jobs is primarily concentrated in Northern Italy and some spare regions in France, Portugal and Sweden. On the other hand, displacement of cognitive non-routine jobs (deskilling) is primarily concentrated in France, Germany, Denmark and Sweden. Second, in service-related transformations, new jobs are created; the increase of the number of jobs concerns especially low-skill and high-skill jobs, i.e. gig jobs and élite jobs while it erodes the share of middle-skill jobs, leading to polarisation in the job market. Moreover, élite jobs’ creation takes place in a much more limited number of cases with respect to the gig jobs phenomenon. Therefore, in service-based transformation patterns, the prevailing outcome is of either deskilling (because of a high creation of gig jobs) or polarisation. Deskilling through gig jobs creation primarily takes place in UK, the Netherlands, Belgium and the Scandinavian capital regions. In these regions, the creation of a gig economy is clearly at place, and can lead to a generalised impoverishment of skills of the labour force and to deskilling. Upskilling through élite-jobs’ creation, exists only in two regions in Southern Italy. High polarization is relatively diffused and primarily concentrated in Germany, Southern Italy and some spare regions in France, coastal and Northern Spain, UK, Belgium. Moderate polarization characterises some spare regions in France, Greece, and some capital regions in Eastern countries (Bulgaria, Romania, Poland and Latvia). To address these challenges actions related to education and training policies are necessary. The priority should be to speed on digital skills for both young people and adults by updating the Digital Education Action Plan, as suggested by the political guidelines for the European Commission 2019-2024 (Von der Leyen, 2019).

Expected Results (EN):

The objective of this research is to provide a pan-European investigation of the territorial dimensions of current technological transformations and the transitioning of regional economies in Europe. The research should develop an understanding about what the technological transformation means from a territorial perspective and examine how emerging technologies are actively (re)shaping regional economies in different geographical contexts and the territorial and structural changes they are bringing (and likely to bring) about, focusing, in particular, on the transport, manufacturing and energy sectors, where the territorial impacts are likely to be strongest and most pervasive. Furthermore, through case-study analyses, the research shall investigate territorial strategies and policy measures (e.g. such as Smart Specialisation Strategies16 or other integrated approaches), that are being put in place to manage technological transformation. This analysis should examine the readiness and the mindsets of governments and businesses to prepare for and adapt to the emerging economic realities of technological transformation and foster economic development opportunities. The main outcome should be knowledge about the territorial implications of technological transformation and recommendations for European, national, regional and local policy makers to prepare and adapt to new socio-economic realities, the impacts it may bring in wider socio-economic and territorial contexts; and the implications for regional development and Cohesion Policy. Specifically, the research shall address the following key policy questions: - Which regions of Europe are primed to take advantage of technological change and which regions are likely to lag behind? Terms of Reference – ‘Technological Transformation & Transitioning of Regional Economies’. What preconditions are necessary for the emergence of these new technological ecosystems? What are the likely territorial impacts of emerging technological transformations, particularly in respect of transport, manufacturing and energy, and the likely impact for EU economic, social and territorial cohesion? What are the opportunities for regions, particularly lagging regions, to foster development through emerging technologies industries? How can regional economies integrate these new paradigms? What strategies and policy measures are currently in place to support emerging industries and technologies? How are government and business leaders tackling the industrial transformation? Which type of strategic thinking and policy measures are needed (e.g. investments, legislation, collaboration and knowledge transfer)? What are best-practices? Which policy measures are counterproductive? How should future Cohesion Policy post-2020 be tailored to respond the territorial challenges of emerging technological transformations? The geographical coverage of the study should encompass all the countries participating in the ESPON 2020 Cooperation Programme. Furthermore, the service provider should assess the data situation for the EU Candidate Countries (i.e. The former Yugoslav Republic of Macedonia, Turkey, Montenegro) and/or the other countries of the Western Balkans (i.e. Bosnia and Herzegovina, Serbia, Albania, Kosovo under UN Security Council Resolution 1244), and report their findings in the inception delivery. Depending on the respective data situation these countries should then be included in the analysis, preferably at regional level.
