Description (EN):

The service contract shall research the specific long-term development challenges facing metropolitan areas based on case studies of seven (7) stakeholder city regions due to the changing locational preferences of their manufacturing, industrial and employment bases, which has increasingly resulted in productive sectors relocating to peri-urban areas within wider urban hinterlands. The objective of the research is to analyse the impacts of these trends, particularly in the context of future-proofing cities for emerging 21st Century trends in industrial production processes and technologies. The main outcome should be to provide planning and development policy processes at a metropolitan scale with a better understanding of the dynamics, frameworks, methods, tools and instruments for the planning and implementation of industrial/manufacturing spatial strategies to facilitate the long-term sustainable development of productive sector uses within cities and their functional regions.

Expected Results (EN):

The seven stakeholder cities and their functional regions included as case studies for this Targeted Analysis Project are: Vienna, Berlin, Stuttgart, Riga, Turin ). The main outcome of the research : -Evidence on the spatial evolution of European cities and their functional regions in the last two decades (post-2000) in respect of their manufacturing/industrial bases as a result of key drivers of change (e.g. technology, policy changes etc) -Knowledge about the main economic, social and environmental challenges and risks for European cities arising from current spatial trends in manufacturing/industrial locational characteristics, particularly in the context of projected future technological changes in productive work. -An understanding of how the nature of productive work is likely to evolve in the time frame of strategic long-term planning (in the next 20 years and beyond). Knowledge on how city regions adapt to these new fields of activity to provide locational attributes for these uses to prosper and to enhance economic resilience in tandem with achieving wider goals on urban sustainability. -Case studies for the group of seven stakeholder cities and their functional regions included in this Targeted Analysis Project, resulting in a bespoke analysis of each stakeholder city region on key spatial trends and challenges for productive sector uses and future development opportunities in the context of anticipated industrial change and modernisation. -Recommendations for a framework of good practice for the planning and implementation of industrial spatial strategies at strategic metropolitan scale, addressing municipal capacities needed, possible funding models and governance arrangements, including involvement of civic society and public-private cooperation, reuse of built industrial heritage, mixed-use brownfield regeneration, temporary/frontier uses etc. - Recommendations for policy and funding support at regional, national, EU policy to support key findings of this research.
