DECIBEL si rivolge ai porti integrati nelle città insulare (Bastia, Ile-Rousse, Olbia, Portoferraio e Giglio) per lo scopo di : Proporre un modello di riduzione dell’inquinamento sonore specifico ai porti urbani insulare che sono caratterizzati dall’angustia degli spazi disponibili impedendo di allontanaregli spazi di cicolazione e di lavoro dei porti dalle zone di abitazione, spesso distante di solo una decina di metri. Realizare un complesso di azioni piloti nello scopo di ridurre l’inquinamento sonore in coerenza con il modello concepito. Monitoraggio delle azioni piloti afinchè si possa determinare i più favorevoli permettando la creazione di un repertorio delle buone paratiche assicurando la durata e la trasferibilità dei risultati del progetto. Probabilmente uno studio sarà realizzato in ogni porto partner afinchè si possa concepire i punti comuni e specificità quanto riguarda l’inquinamento sonore ma anche un inventario delle soluzioni esistente ed efficaci di reduzione acoustica. La totalità di questi elementi permetterà la redazione di un documento congiunto integrando una strategia comuna ed anche un piano d’azioni transfrontaliero per la definizione di modelli di regolazione dei traffici terrestri che provengono delle attività popolari e urbani con obiettivo di ridurre le trasmissioni sonori. Il problema degli inquinamenti sonori provenendo delle navi accostate, sarà anche integrato. Concretamento ogni porto partner realizzerà un’azione pilota in coerenza con la strategia congiunta ed il piano d’azioni transfrontaliero determinati. Infine un minotoraggio di queste azioni sarà realizzato in quanto seguito dell’impatto sonore secondo dei critari fissati nel piano d’azione transfrontaliero. Quest’evaluazione sfocierà all’identificazione delle buone pratiche in funzione dei risultati ottenuti. Quelle-lÌ saranno repertoriate in un catalogo comuno per contribuire alla durevolezza e alla trasferabilità dei risultati del progetto.

Description (EN):

DECIBEL addresses the ports integrated in the insular cities of Bastia, Ile-Rousse, Olbia, Portoferraio and Giglio. It proposes a noise pollution reduction model specific to these insular urban ports too close to dwelling areas, often only ten meters away. It plans to come up with a set of pilot actions to apply said noise reduction model. It will monitor these actions to see which ones work better and determine good practices to ensure the durability and transferability of the results from the project. A study will probably be carried out in every partner port to come up with shared and specific noise pollution issues as well as an inventory of existing and effective noise reduction solutions. The totality of these elements will allow the drafting of a joint document integrating a common strategy and a cross-border action plan for the definition of land traffic regulation models for urban and people's activities to reduce sound transmissions. The plan will also address the problem of sound pollution coming from docking ships. Each partner port will carry out a pilot action consistent with the joint strategy and the cross-border action plan. Lastly, these actions will be monitored for their sound impact according to the cross-border action plan criteria. This evaluation will lead to the identification of good practices based on the results obtained. These will be listed in a common catalogue to contribute to the durability and transferability of the project results.

Le projet DECIBEL répond au défi de l'amélioration de l'environnement acoustique des espaces portuaires insulaires urbains (Bastia, Ile Rousse, Olbia, Portoferraio et Giglio), au travers : - d'un modèle de réduction de la pollution sonore spécifique aux ports urbains insulaires caractérisés par l'étroitesse des espaces disponibles empêchant d'éloigner les espaces de circulation et de travail des ports des zones d'habitation, parfois distantes de seulement quelques dizaines de mètres. - d'actions pilotes visant à la réduction des pollutions sonores en cohérence avec le modèle établi. - d'un monitorage des actions afin de déterminer les plus efficaces permettant la création d’un répertoire de bonnes pratiques poiur la durabilité et la transférabilité des résultats du projet. Préalablement, une étude sera réalisée dans chaque port partenaire afin d’établir les points communs et spécificités en matière de pollutions sonores mais également un état des lieux des solutions existantes et efficaces de réduction acoustique. L’ensemble de ces éléments permettra la rédaction d’un document conjoint intégrant une stratégie commune ainsi qu’un plan d’actions transfrontalier pour la définition de modèles de régulation des trafics terrestres provenant des activités portuaires et urbaines avec comme objectif de réduire les émissions sonores. La question des pollutions sonores provenant des navires à quai sera également intégrée. Chaque port partenaire réalisera une action pilote en cohérence avec le plan d’actions transfrontalier établi. Un monitorage de ces actions sera réalisé en termes de suivi de l’impact sonore selon des critères définis dans le plan d’action transfrontalier. Cette évaluation conduira à l’indentification des bonnes pratiques en fonction des résultats obtenus. Celles-ci seront répertoriées dans un catalogue commun afin de contribuer à la durabilité et à la transférabilité des résultats du projet.
