Description (EN):

As Lithuania and Poland became part of the Schengen area, the abolition of controls at internal borders was completed and the threat of trans-national crime increased. Project is implemented by Podlaski Border Guard Regional Unit (LB) and Border Guard Service under the Ministry of the Interior of Republic of Lithuania (B2). Border Guard Services the (hereinafter Service) must change the activity nature, cooperate, apply the same practice of tactical actions to ensure general safety. The project is oriented to enhance institutional capacities of partners and effectiveness of implementation of trans-national LT and PL agreements in the areas of illegal migration, illegal transportation of goods and persons as well as ensurance of safety. The aim is to strengthen the institutional abilities and cooperation of LT and PL Services in order to decrease trans-national crime rate in LT and PL border regions. The objectives are: to increase the institutional abilities of LT and PL Service in order to implement joint activities; to strengthen the cooperation of LT and PL Service in order to ensure the safety of border regions. Project target group includes the specialists of LT and PL Service. Main results are: the development of 1 training program, training regarding the improvement of tactical abilities (184 participants); the purchase of specialized equipment; the preparation of 1Guidelines for the implementation of joint activities; the organization of 1 international conference.

Ponieważ Litwa i Polska stały się częścią strefy Schengen, zniesiono kontrole na granicach wewnętrznych, spowodowało to wzrost zagrożenia przestępczością międzynarodową. Projekt realizowany jest przez Podlaski Oddział Straży Granicznej Straży (LB) i Służbę Granicznej w ramach Ministerstwa Spraw Wewnętrznych Republiki Litewskiej (B2). Obie Służby Straży Granicznej muszą zmienić charakter działania, stosować tę samą praktykę działań taktycznych, aby zapewnić ogólne bezpieczeństwo. Projekt ma na celu zwiększenie zdolności instytucjonalnych partnerów oraz realizację międzynarodowych porozumień LT i PL w zakresie nielegalnej migracji, nielegalnego przewozu towarów i osób oraz zapewnienia bezpieczeństwa. Celem jest także wzmocnienie instytucjonalnych zdolności i współpracy służb LT i PL w celu zmniejszenia transgranicznej przestępczości w regionach przygranicznych LT i PL. Cele są następujące: - zwiększenie instytucjonalnych możliwości służb LT i PL w celu realizacji wspólnych działań; - wzmocnienie współpracy służb LT i PL w celu zapewnienia bezpieczeństwa regionów przygranicznych. Grupa docelowa projektu obejmuje specjalistów ze służb Straży Granicznej LT i PL.Rezultaty to: opracowanie 1 programu szkoleniowego, szkolenie w zakresie doskonalenia umiejętności taktycznych (184 uczestników); zakup specjalistycznego sprzętu; przygotowanie 1 Wytycznych do realizacji wspólnych działań; organizacja 1 konferencji międzynarodowej.

Description (LT):

Lietuvai ir Lenkijai tapus Šengeno erdvės narėmis buvo panaikinta vidinių sienų kontrolė, išaugo tarpvalstybinio nusikalstamumo grėsmė. Projektą įgyvendina Palenkės pasienio rinktinė (pareiškėjas) ir Valstybės sienos apsaugos tarnyba prie LR vidaus reikalų ministerijos (Partneris). Sienų apsaugos tarnybos (toliau - Tarnybos) privalo keisti veiklos pobūdį, dirbti kartu, taikyti vienodą taktinių veiksmų praktiką bendram saugumo užtikrinimo tikslui pasiekti. Projektas skirtas padidinti Tarnybų institucinius gebėjimus ir padidinti tarpvalstybinių Lietuvos ir Lenkijos susitarimų vykdymo efektyvumą nelegalios migracijos, neteisėto daiktų ir asmenų gabenimo, saugumo užtikrinimo srityse. Projekto tikslas - stiprinanti Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų institucinius gebėjimus ir bendradarbiavimą, siekiant sumažinti tarpvalstybinį nusikalstamumą Lietuvos ir Lenkijos pasienio regionuose. Uždaviniai (1) Padidinti Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų institucinius gebėjimus bendrų veiklų vykdymui. (2) Sustiprinti Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų bendradarbiavimą, skirtą užtikrinti pasienio regionų saugumą. Projekto tikslinė grupė - Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų specialistai. Pagrindiniai rezultatai: parengta 1mokymo programa, įvykdyti taktinių gebėjimų tobulinimo mokymai (viso 184 dalyviai); įsigyta specializuota technika; parengtos 1 Gairės bendrų veiksmų vykdymui; suorganizuota 1 tarptautinė konferencija.

Achievements (EN):

As a result of the project, guidelines for collaboration aiming to increase long term cooperation of LB and B2 were developed. Joint training program for improvement of specialized competencies of joint actions in the border region was developed together by LB and B 2. Specialized equipment units for enhancing institutional capacities and joint actions performance were purchased.
