Description (EN):

The project is intended to be a response to the most pressing problems that can only be resolved through cooperation at the cross-border level. Increase in cross-border crime is deemed to be one of the most pressing problems encountered at the Lithuanian-Polish border area. Following the abolition of border control at internal borders pursuant to European Union legislation and due to their extremely favorable geographic locations, Lithuania and Poland has become a transit region for further movement of crime into Europe. By joining forces of the Lithuanian and Polish police stations for the common goal: to prevent cross-border crime, including organized crime and smuggling, several solutions regarding the enhancement of cooperation between police stations shall be implemented. The said solutions are as follows: organization of joint trainings and seminars for police officers, during which the said officers shall acquire theoretical and practical knowledge and insight into criminal intelligence and analytical investigation of criminal activities. Additionally, a surveillance network of video surveillance cameras capable of recognizing the vehicle registration number plates, body type and color, an information platform for cooperation in analytical investigation of criminal activities and headquarters for strategic management shall be created as well. These solutions shall enhance the cooperation between the police stations of the two states put a stop to cross-border crime

Projekt jest odpowiedzią na istotne problemy, które rozwiązane być mogą jedynie na poziomie współpracy transgranicznej. Zniesienie kontroli granicznych na wewnętrznych granicach Unii Europejskiej, jak również korzystna lokalizacja geograficzna okazały się być okolicznościami sprzyjającym do stworzenia obszaru sprzyjającego transferowi przestępczości w głąb Europy. W związku z tym Litewska i Polska Policja postanowiły połączyć siły dla realizacji wspólnego celu, jakim jest zapobieganie przestępczości transgranicznej, w tym zorganizowanej przestępczości i przemytu, i zaproponowały do wdrożenia szereg rozwiązań mających na celu zwiększenie efektywności współpracy obu stron. Te rozwiązania to: organizacja cyklu wspólnych treningów i szkoleń dla funkcjonariuszy Policji, które zapewnią rozszerzenie wiedzy teoretycznej i praktycznej oraz lepsze rozumienie techniki działań wykrywczych w przedmiocie przestępstw. Ponadto zostaną stworzone: sieć monitoringowa z systemem kamer (identyfikujących pojazd na podstawie: numeru rejestracyjnego, bryły i koloru pojazdu), platforma do wymiany danych w ramach wspólnych działań wykrywczych oraz centra zarządzania strategicznego. Powyższe rozwiązania wpłyną na zacieśnienie współpracy Policji po obu stronach granicy i poprawią skuteczność w walce z przestępczością transgraniczną.

Projektas skirtas reaguoti į aktualiausias problemas, kurias spręsti įmanoma tik bendradarbiaujant abipus sieną lygiu. Tarpvalstybinio nusikalstamumo padidėjimas laikomas vienu iš aktualiausių problemų, su kuria susiduriama Lietuvos ir Lenkijos pasienio ruože. Europos sąjungos teisės aktais panaikinus vidaus sienų kontrolę, Lietuva ir Lenkija dėl itin palankaus geografinio išsidėstymo tapo tranzito regionu tolimesniam nusikalstamumoi judėjimui tolyn į Europą. Suvienijus bendras Lietuvos ir Lenkijos policijos komisariatų pajėgas bendram tikslui - užkirsti tarpvalstybiniam nusikalstamumui, įskaitant organziuotą nusikalstamumą, kontrobandą, bus įgyvendinta keletas sprendimų, susijusių su Lietuvos ir Lenkijos policijos komisariatų bendradarbiavimo didinimu: bendrų policijos pareigūnų pratybų ir seminių organizavimas, kurių metu policijos pareigūnai įgys teorinių ir prakinių žinių kriminalės žvalgybos ir nusikalstamų veikų analitinės tiriamosios veiklos srityse. Taip pat bus sukurta nusikalstamų veikų analitinės tiriamosios veiklos bendradarbiavimo informacinė platforma bei strateginio valdymo štabai bei bus sumontuotas vaizdo stebėjimo kamerų tinklas, turintis transporto priemonių valstybinių numerių bei kėbulo ir spalos atpažinomo sistemas. Tokiais sprendimais bus iš esmės pagerintas abiejų valstybių policijos komisariatų bendradarbiavimas užkardant tarpvalstybinį nusikalstamumą.

Achievements (EN):

During the project, partners purchased equipment which shall be used during exercises, fight against cross-border crime and to increase public security - 66 sets of video surveillance cameras and computer equipment sets designed for use with the video surveillance cameras and software. As well, data repositories, image enhancement, video monitoring and analysis software sets were purchased. Some joint trainings and seminars were organised.
