Description (EN):

Due to the aging in society many EU countries have been facing the difficulty of taking care of elderly people (according to WHO, from 60 years old). Eurostat health care data supports the statement that elderly have usually poorer health than the general population. Specifying, suburb areas of LT-PL cross boarder are characterized by conditionally small number of inhabitants, as well, high migration rates and poor socio-economic conditions. The ratio between elderly people and other age groups is very distorted, which means lower accessibility and quality of the public services provided to the elderly group in the region. One of the ways to tackle the problem is an ability to ensure infrastructure capacities of health care institutions of Punskas, Seinai, Pagegiai and Birstonas. Main mentioned areas’ problem is that despite the fact that the first-level health care institutions are able to provide quality diagnostic services it is of urgent need to receive high quality treatment to the elderly people afterwards, which is weak due to the lack of infrastructural constrains and working staff. The overall objective of the project is to strengthen institutional capacities of LB, B2, B3, B4 municipalities to ensure an ability to provide quality elderly health care services for the region stating a good example to other suburb cities of LT-PL. Results will be reach by providing project activities and ensuring sustainable results after the project implementation.

Problem starzenia powoduje, że państwa członkowskie UE stają przed ogromnym problemem - opieką nad starzejącą się społecznością (według WHO, od 60 lat). Według Eurostatu ludzie w podeszłym wieku mają niższy status zdrowotny niż reszta społeczeństwa. Problem występuje zwłaszcza w regionach przygranicznych, w których żyje mniej ludzi, region oznacza się wysokim wskaźnikiem migracyjnym oraz biednym statutem społeczno-ekonomicznym i wiek starszych ludzi z resztą społeczeństwa jest nieproporcjonalnie wysoki. Jednym ze sposobów rozwiązania tego problemu przez władze publiczne jest zdolność utrzymania wysokiej jakości i przystępnych cenowo usług zdrowotnych w Puńsku, w Sejnach oraz w Birštonas i Pagėgiai. W tym celu głównym problemem nie jest ilość ośrodków zdrowia, brakuje miejsc do których można byłoby wysłać pacjentów do dalszego leczenia z powodu braku personelu i infrastruktury. Głównym celem projektu jest utrzymanie w Puńsku, Sejnach, Birštonas i Pagėgiai zdolności instytucjonalnych samorządów w celu wsparcia starzejącego się społeczeństwa i usług socjalnych procesu, ponadto dawanie dobrego przykładu innym przygranicznym miastom w Litwie i w Polsce. Cel projektu zostanie osiągnięty poprzez realizację działania projektu. Spójność projektu zostanie utrzymana realizując założenia projektu

Senėjimo problema sukelia sudėtingą padėtį ES valstybėms narėms rūpintis senyvo amžiaus žmonėmis (anot PSO, nuo 60 metų amžiaus). Eurostat duomenimis senyvo amžiaus žmonės yra linkę į sunkesnę sveikatos būklę lyginant su visuomene. Ypatingai tokia probkema yra matoma pasienio regionuose, kur teritorijos pasižymi mažu gyventoju skaičiumi, didele migracija, prasta socio-ekonomine padėtis ir senyvo amžiaus žmonių santykis su visuomene yra neproporcingai didelis. Vienas iš būdų spręsti šią problemą yra viešojo sektoriaus institucijų gebėjimas užtikrinti kokybiškas ir prieinamas sveikatos paslaugas Punske, Seinuose, Birštone ir Pagėgiuose. Siekiant tai įgyvendinti susiduriama su pagrindine problema - jog nepaisant pirminės sveikatos prižiūros centrų, nėra kur nusiųsti ligonius tolimesniam gydymui, dėl darbuotojų ir infrastruktūros trūkumo. Pagrindinis projekto tikslas užtikrinti Punsko, Birštono ir Pagėgių ir Seinų savivaldybių institucinius pajėgumus, siekiant užtikrinti kokybišką senėjimo procesą regione ir parodyti gerą pavyzdį kitiems periferiniams LT-PL miestams.Projekto rezultataibus pasiekti įgyvendinant numatytas projekto veiklas.Projekto darnumas bus užtikrintas siekiant išlaikyti projekto rezultatus.

Achievements (EN):

3 sets (67 items) of equipment for gynecology, optics and dentists cabinets (LB); 2 ambulances with necessary equipment (B2); 5 sets, including ambulance (298 units) of nursing equipment (B3); 10 sets of nursing equipment (B4) were purchased during the project. A common health promotion program for elderly people and the plan for further cooperation between the beneficiaries was developed. As well, 8 Joint trainings, 4 joint study visits; 4 joint workshops were organised.
