Health behaviour is directly affected by a person’s attitudes, beliefs, values, awareness, skills and motivation. The main behavioural health factors are lack of physical exercise, unbalanced diet and risk behaviour, such as excessive consumption of alcohol, tobacco and illegal drugs, gambling, risky sexual behaviour and unsafe behaviour in traffic (speeding, failure to use seatbelts and reflectors etc.). Both in Estonia and Russia, the adults and youth are facing challenges in the health behaviour as the number of people who smoke, drink too much alcohol and are overweight is increasing. It is necessary to improve availability of healthy food and the opportunities that promote physical exercise, to reduce availability of and demand for substances that cause physical and mental addiction, and to promote safe behaviour in traffic, everyday life and leisure. Overall objective is to improve co-operation between local and regional authorities and their sub-units in order to promote healthy lifestyles among population in border areas of Estonia and Russia for local population and tourists. Specific objective is to widen availability of sporting and recreational opportunities and facilitate related people-to-people cooperation for local population and tourists in border areas of Estonia and Russia. Current Project intends to increase the level of physical activities and sporting among local population of target regions, by approaching with a new element – cross-border co-operation between Estonian and Russian local governments and their sub-units. It allows partners to put into practice a strong will to cooperate, and to involve populations in exchanges and interactions. Sport responds to people’s expectation to widen their knowledge about other countries, their social life and achievements. Sports cooperation is based first of all on working in networks between different partners situated on either side of the border. Most partners meet frequently in an informal context within cross-border working groups, or conduct frequent exchanges of information. In other words, sports cooperation is not yet a concern of dedicated cross-border structures or formal working groups within local authorities, but is principally founded on informal networks and can in certain cases be covered by conventions between several local authorities. The Project target group is the population in the participating areas, incl.: Värska Rural Municipality – 1 371 inhabitants, incl. 227 young people Räpina Rural Municipality – 4 698 inhabitants, incl. 730 young people Pskov City – 207 571 inhabitants, incl. 78023 young people The target group includes both women and men, adults and youth, socially excluded community groups - youth at risk for drug, alcohol and tobacco addiction, youth from marginalized or low income families, women at risk, people with special needs. The planned activities will be carried out by involving local municipalities, sports trainers, coaches, referees, sport organizers, social workers, schools, and local and regional NGOs dealing with support to disabled people women, children, youth in neighbouring communities. The following results will be achieved: Increase of regular contacts between Estonian and Russian youth in border regions through organised youth exchange visits, during which physical training and sport events are combined with language training and social networking activities Increase of participation of local people and visiting tourists (incl. across border) in local physical training events and sport competitions Availability of new cross-border opportunities for people interested in biking and walking Increase of motivation to take part in healthy lifestyle In order to achieve the results, the project includes a number of new solutions and studies that will be developed jointly by Project partners, incl. youth exchange visits (24 part.) between Estonia and Russia for joint physical training and sport events, incl. orienteering, athletics, adventure games, football, basketball, camps for physical and language training, study visit of various sport/recreation camps local physical training and sports events and services for local population and tourists in Värska (ca 300 persons), Räpina (ca 100 persons) and Pskov (ca 1050 part.), incl. basketball, football, orienteering, volleyball, triatlon competitions, bicycle races to which the participants from the other side of border are invited development of new routes-trails in cross-border approach between Estonia and Russia, incl. routes for biking from Pskov to Räpina and trails for walking from Pechory to Värska development of chip-based point collection system both in Estonia and Russia

Expected Results (EN): Accessibility of cross border social, health and sporting services, and vocational and language training

Expected Outputs (EN):

With regard to healthy lifestyle, it is necessary to improve the availability of healthy food and the opportunities that promote physical exercise, to reduce the availability of and demand for substances that cause physical and mental addiction, and to promote safe behaviour in traffic, everyday life and leisure. As contemporary surveys demonstrate (see http://www.euro.who.int/__data/assets/pdf_file/0020/101684/E90191.pdf, p 28), physical training and sport is an effective tool for this, as people who take an active part in sports are much more likely to meet the recommendations for physical activity related to health benefits than those who are not active. In order to increase in the share of the local population and visiting tourists that are involved in physical training activities and sports activities, it is necessary to widen existing and create new sporting and healthy lifestyle practice opportunities in co-operation between the Project partners. More specifically, the participating local governments and their sub-units intent to establish a sustainable cross-border model for sports and physical training events and activities. In the framework of Project, the following results will be achieved: • Increase of regular contacts between Estonian and Russian youth in cross-border regions of Estonia and Russia through organised youth exchange visits, during which physical training and sport events are combined with language training and social networking activities. • Increase of participation of local people and visiting tourists (incl. from across border from partner regions) in local physical training events and sport competitions. • Availability of new cross-border opportunities for people interested in biking and walking through offering new routs-trails and support tools (paper and electronic guides). • Increase of motivation to take part in healthy lifestyle as a result of use of chip-based point collection system.
