Description (EN):

The objective of the project is to increase logistics and trade options knowledge among manufacturing, whiolesale, export, and transport companies, as well as other stakeholders such as business intermediaries, as an effective way to facilitate and boost cross-border business cooperation between Oulu-Kainuu region and Karelia.

Achievements (EN):

LOGOKA -project was carried out between January 2020 and June 2022 by the University of Oulu, Oulu Business School with eight partners in Oulu region, Kainuu and Karelia. The main objective of the project was to increase cross-border economic interaction and trade according to Priority 1. The specific objectives were to increase logistics and trade options knowledge among manufacturing, wholesale, export, and logistics and facilitate and boost cross-border business cooperation between Oulu-Kainuu region and Karelia. Second the project aimed to increase small and medium-sized enterprises’ capacity to start cross-border economic cooperation. The implementation of the project was very challenging. First, the Covid regulations stopped the cross-border contacts and avoided all planned seminars, workshops, visits and field studies during the years 2020-2021. Second, the Russia’s invasion to Ukraine finished all trade and contacts and dramatically changed the existence of the project. The original project included three work packages aimed at 1) collected and disseminate knowledge about current transportation and potential cargo among companies.2) Find new options to cross-border package delivery 3) Disseminate knowledge of possibilities in cross-border logistics and its regulations. During the project period six webinars were organized reaching 200 participants. Two joint webinars were held to highlight the problems in cross-border business and increase co-operation. A round-table discussion on waterway transportation and a webinar about regulations for heavy good vehicles in Finland and EU was organized. In addition, two webinars concerning e-commerce and its logistics between Finland and Russia was held. Studies on e-commerce logistics and a parcel tracking experiment between Oulu and Petrozavodsk was done during the project including one master thesis called “cross-border e-commerce package deliveries between northern Finland and Russia” was completed within the project. The project provided statistical information about the cross-border trade and traffic between Finland and Russia until March 2022. Two summary reports were published. At the end of the project, a study was done concerning alternative driving forces for road transport in northern Finland. To summarise, the project was able to increase cooperation especially with the ports of Raahe and Oulu and Karelian companies and other stakeholders and in some extent to provide knowledge on both sides.

Expected Results (EN):

The project changes the current situation as follows: - Companies and other stakeholders are aware of the regulations and trade practices needed when transporting cargo between Karelia and Finland and further markets. - There is increased co-operation between the stakeholders: New business relations are established and knowledge about the transportation routes and possibilities are increased in regions. - New options for cross-border package deliveries are developed, In a long-run, the project will benefit also individuals who are ordering things through the internet by providing new options for package transportation.

Expected Outputs (EN):

The main outputs the project will produce are: 1. Collected and disseminated knowledge about current transportation and potential cargo among companies: 2. New options to cross-border package delivery. 3. Disseminated knowledge of possibilities in cross-border logistics and its regulations among manufacturing companies, wholesalers and logistics companies.
