Description (EN): The specific objective of the project is: Increased skills and capacities to utilise and market cultural and historical destinations as tourist attractions.

Achievements (EN):

The original work plan could not be implemented fully under period of 2020-2022 due to the Covid-19 pandemic restrictions and because of Russian attack to Ukraine in February 2022. The Russian war in Ukraine caused EU to suspend all cooperation with the Russian partners starting 11th March 2022. This also led to a lead partner change. Naturpolis Ltd. started as project's new lead partner in mid-2022 and project was prolonged until 31st December 2023. Simultaneously all project activities were revised to target only the Finnish side covering regions of Kuhmo, Suomussalmi, Kuusamo and Taivalkoski municipalities. Despite these major changes to the original work plan the Finnish partners evaluated that the new project plan implementation was successful. For example, the project contains now more military history routes (13) in Finland than the original work plan suggested. Project was able to collect and utilize approx. 30 war-time stories (some of them never before told publicly) covering wide rande of topics of the war-time era 1939-1945 in Finland. Project also created so far the most comprehensive data map on military history sites in the region of Kainuu and Koillismaa (Finland). More than 100 sites are now to be found on the 'Years of danger' map which is presented on the project website (Finnish, English, German). The information of the sites also includes exact addresses and driving instructions plus other relevant information to the travelers such as nearby hotels, restaurants, bike rentals, airports, other places worth-seeing etc. Project organized very popular 'military history nights' events in the region plus one week special wartime literatory theme week in cooperation with Taivalkoski library. Questionnaires made afterwards on the these events proved that they were a success (scale 4 to 10, as 10 being the best, the average was 8,7). The project work was introduced to local guides, veterans and regional development committees or tourism promotion board. Project created 13 new military history routes for the travelers of which 3 were cycling routes. Several infoboards were also renovated or constructed and local & regional media was informed on these events/actions and about the project website. The project contributed the general audience, companies and other stakeholders in the region (Finland) of importance of war-time history heritage and its potential to further increase both number of tourists and volume of tourist spending. It created a solid base for companies to build upon their military history heritage themed products (e.g. theme routes to utilize for planning military history tours) or develop special services (e.g. military history guides). Further, the project created cooperation model for the partners/stakeholders to continue common work and marketing even after the project period. The project steering committee decided to transfer the control/maintenance of the project website after 31.12.2023 to municipality of Suomussalmi (one of the project's partners) to guarantee project results being available to the general audience (locals, travelers etc), companies and other relevant stakeholders in the future. An annual gathering is called on behalf of the municipality of Suomussalmi to further dicuss the webpage development.

Expected Results (EN):

Expected results are: -Increased image of the area as an interesting culture tourism destination and in this way also increase cross-border tourist flows from both sides and also from other countries. This will promote to increase of the income of enterprises creating new working places for local population, the growth of tax revenues, and as a result of the general welfare of the region, sustainable development of it. - The competence of specialists working at local level in cultural and historical organizations as well as in tourist companies is enhanced - Strengthening of cooperation between Russian and Finnish tourist and cultural stakeholders: the circular route can be marketed together as a whole, not just separate destinations in each country. - Increased knowledge of historical destinations for tourism stakeholders, increased knowledge of marketing for cultural stakeholders - Historical knowledge gathered and more easily accessible and useable - Integration of descriptions of different historical sites in the route documentation and especially digitalizised marketing materials: stories of “an ordinary man” are found and integrated to the official history of the destinations in a modern way, which makes the area and the new touristic route more interesting to the tourists. - Formed database of the new touristic route - "Ordinary Man in a Great War", including digitalized information that can be used in multiple ways and mobile services. - Reconstruction of historical-cultural monument (at the place “Kis-Kis” in Kalevala region), which is of a great importance for both countries. - Development of museums’ exhibitions “Ordinary Man in a Great War” – in Kalevala and Voknavolok, Republic of Karelia. - Students from the educational institutions from both sides have learned more about Finnish-Russian history.

Expected Outputs (EN):

The main outputs of the project, that will give input to reaching the specific objective: WP1 (Knowledge gathering, producing and disseminating) - Developed networks between Russian and Finnish local authorities, research and cultural institutions and tourist companies. - Improved supply and findability of wartime historical information and "ordinary man's stories" for cultural and tourism stakeholders and municipalities to use. - Knowledge about cultural historical heritage and wartime destinations is significantly improved among different stakeholders. WP2 Improving productization of cultural historical destinations and their marketing: - The new touristic route “Ordinary Man in a Great War” is created and promoted. The main content of this route is to show the daily life of ordinary soldiers and the ordinary people during World War II on both sides of the border. The information boards are provided on the both sides of the border as with a special stress on digital information, mobile services and the new ways of distributing the information to get the attention of modern international tourists. - Creation of new cultural and touristic products and services, new effective marketing techniques for the touristic route and it´s destinations used by tourism companies. - Increase of tourist flows on new tourist facilities and quality services in the Republic of Karelia and the regions of Oulu and Kainuu. WP3 Infrastructure improvement - The destinations along the touristic route are enhanced to meet the quality expectations of tourists: - reconstruction of the line “Kis-Kis” (Kalevala region) is made and all the necessary information support for the renewed memorial of the war is provided, the new touristic destination is promoted. Restoration of car parking area, which is provided with information boards, tables and toilets. - the new museum exhibition is created in Moberg’s house ("Kalevalatalo") in Kalevala, Republic of Karelia. - the historical exhibition in the Cultural house in Voknavolok village (Kostamuksha urban district) is developed. - Checks and measures related to the safety of tourist routes are carried out and the necessary training is organized.
