Description (EN):

SMARTRIVER, involving 6 river basins affected by climate change (Misa, Glafkos and Charadros, Neretva, Drava, Vjosa, Bosna), is based on three high territorial challenges: - Increasing the climate adaptation capacity of river communities. - Creating a smarter model of governance, by enhancing PPs’ capabilities to transnationally tackle climate-change in river basins. - Promoting active participation of local communities in planning risk reduction strategies. Indeed, SMARTRIVER aims at mainstreaming risk reduction policies on river basins of Adriatic-Ionian areas, improving the adaptation capabilities of PPs, stakeholders and relevant actors, providing a common framework to face with environmental, economic and social vulnerability to climate change. The project, based on a participative approach carried on through the Local LABs and the transnational Adriatic Ionian SMARTRIVER network, run 30 months and promotes the development of 6 Flooding Risk Reduction Plans (FRRP) within the River Contracts’ common framework, setting up shared methodologies, structured knowledge exchange and capacity building actions, promoting a transnational model of governance to reduce climate change impact in the Adriatic-Ionian Macro-region. Tailored Pilot actions based on flooding risk assessment are carried on in order to taste the effectiveness of FRRP. Furthermore, a SMARTRIVER DGT Platform is set up in order to support future synergies and exchange among PPs and relevant stakeholders, providing them with an interactive tool able to horizontally and vertically link river communities at Adriatic-Ionian level. Join interventions will be promoted through the drafting of an Adriatic Ionian Common Strategy for Resilience: the document proposes the adoption of a territorial-coherent approach to tackle flooding risks and climate change impacts, increasing the resilience capacity of the whole territories involved.

Expected Outputs (EN):

The overall expected result of the project is the development of a community based governance approach to increase adaptive capacity of river communities, tested through the implementation of n. 6 Flooding Risk Reduction Plans (FRRPs) within the River Contracts framework. The project work plan implementation is based on the achievement of the following results: - An increasing of the common understanding on flooding risk reduction and adaptation through the direct involvement of at least 120 stakeholders among PPs and relevant actors during the whole project lifecycle; - An enhancement of PPs and stakeholders competencies, thanks to a range of structured knowledge exchange and capacity building actions, overcoming the gaps of multidisciplinary skills needed to plan flooding risk reduction policies. - An increasing on transnational cooperation, thanks to the participative approach characterizing the whole project work plan, carried on through the establishment of the Adriatic Ionian SMARTRIVER network and the drafting of the Adriatic Ionian Strategy for resilience and risk reduction. - A potential reduction of 10% - 15% of the damages and losses suffered by population of SMARTRIVER river basins through the development of n. 6 Flooding Risk Reduction Plans within the framework of River Contracts application. - An increased availability and exchange of information, including physical observed data, at Adriatic-Ionian level through the setting up of the DGT Platform for risk reduction. - An increased allocation of financial resources to deliver join intervention and tailored pilot actions based on flooding risk assessment and alert systems. - An improved exchange of information on adaptation topics among authorities, technicians and civil society thanks to a shared communication strategy tailored on identified target groups.
