We are living in the Data Economy (DE) era as the most valuable resource is not anymore Oil but Data as stated also by the EU Commissioner for digital economy: “the DE will unleash its full potential and double its value to 4 per cent of GDP in 2020”. The impact of DE application is relevant if we consider AS and its territorial challenges. With 80 million the AS has specific needs in providing valuable and on time quality service to the population (es. weather prevention, mobility, hydrogeological issues, etc). A contribute can come from Open Data/Linked Open Data (OD/LOD) exploitation: they are a “mine” of information available with the e-government policies and - if elaborated and packed – con become a source of value services for the public actors and the markets. Nowadays in AS exist several local initiatives using OD/LOD in different sectors. Nevertheless, no clear impact is registered and integrated and efficient solutions are missing. The effect of the DE on digital policy strategy at macro regional level is also still poor. Scope of DEAS is to improve the value of using OD/LOD for public service and business, raise competitiveness of the AS with their exploitation and improve AS Digital Agenda. DEAS will strengthen the single digital market focusing on strategic sectors for AS which can benefit from the use of LOD (such as climate protection, tourism, mobility). With DEAS the public & private sectors will boost the creation of new disruptive and customer-oriented services/products for all. Concrete outputs are the AS methodology on LOD, platform and the DEAS Strategy able to promote the availability of relevant OD/LOD and their exploitation. DEAS involves in co-creation processes all quadruple helix actors. The territorial, social and economic features of AS allow the creation of local pilot in combi with transnational ones able to stimulate cross-border and cross-sectorial innovation to raise competitiveness of AS economy.

Achievements (EN):

DEAS toolkit to support OD/LOD exploitation: The DEAS Toolkit can be seen as a collection of helpful guides and tools for adding value to Open Data based services. It breaks down this process in detail and shows which tools are used at which stage, which target groups are addressed in each case and which results are achieved accordingly. The final output is the business concept. In principle, in the case of the value creation of OD services, the public authorities are the driving and constantly involved stakeholder, who also plays a central role at the beginning as a data supplier. However, it is recommended that the public authorities are supported throughout the process by a business support or innovation intermediary who accompanies the process and provides appropriate support in the application of the toolkit. These stakeholders are therefore a crucial factor to enable the transferability of the toolkit in all regions of the Alpine Space and therefore also an essential target group for the trainings and workshops on the presentation and application of the toolkit. In order to enable and promote the sustainable use of the toolkit, the toolkit will be made available to these stakeholders via the DEAS platform, will be an essential part of the DEAS Strategy and will be made available to the DEAS federation as a tool. In order to ensure the best possible conditions for the sustainability of the use of the toolkit, it will be made available on the OD website of the lead partner Regione Veneto (https://dati.veneto.it/) and a sustainable use concept will be developed by the partners. Report on study visit on environment: To raise knowledge and ability to exploit OD/LOD by Alpine Space public and private actors the SFG and Business Upper Austria organized a joint study visit on environment. This joint approach of Styria and Upper Austria was published under the event title: DEAS OPEN DATA DAYS. The DEAS OPEN DATA DAYS took place from the 15th to the 16th of June 2021 and the Study Visit was carried out in the morning of the 15th of June 2021. The content of the Study Visit included three good practices, one from the open data Ecosystem, one from the service providers and finally OD/LOD business models. Additionally two best practice business models from Styria and Business Upper Austria were presented and the content reflected every area of the quadruple helix approach. The online study visit was carried out in German and translated into English to widen the target group of our OD/LOD event. Consequently, 69 interested Austrian SME and start-ups joint the DEAS OPEN DATA DAYS along with our DEAS partners, members of the local and transitional working group, as well as public participants. Report on study visit on mobility: The project partner City of Ljubljana (P11 City of Ljubljana) and the project partner Technology park Ljubljana Ltd (PP10 Technology park Ljubljana) organized together the study visit focusing on (public) providers of the mobility's services in Ljubljana, Slovenia. The study visit was organized on 9th June 2021 as 1-day online study visit on mobility in Ljubljana “Good practise using open data 7 linked open data”, Slovenia. Because of the COVID-19 pandemic reason, the study visit was carried out online. 35 participant attended the study visit and most of them were project partners. The main aim of the study visit was presenting good practise on mobility in Ljubljana, City of Rijeka and City of Constance and exchanging experiences among the project's partners. In the same time, the study tour was a great opportunity for discussion among the project's partners and gave base for the preparation action to transnational pilot on mobility.

Expected Outputs (EN):

DEAS ecosystem implements jointly disruptive products and digital services addressed to customers and citizens and contributes as follow: 1)Public administration will be supported in the implementation of their e-government strategies efficiently boosting new services/business which better match the needs of citizen, visitors (tourists) and entrepreneurs; 2)Intermediaries will better understand and exploit the opportunity of the DE, to stimulate private sectors in using LOD and to support them in a more profitable way fostering the competitiveness of the area and alpine companies; 3)160 SMEs & start-up will be assisted in better exploiting the available OD/LOD to develop new service/products, access new markets and meet customers' needs.
