Basert på de gode resultatene fra VälTel ønsker en del av partnerne nå å videreføre dette samarbeidet i VälTel 2.0. Prosjektet har tre fokusområder: 1. Projektet ska bidra till att utveckla digital mognad inom verksamheterna. 2. Skapa en tydlig process för hur gå från innovation till implementering i verksamheterna på ett strukturerat och likvärdigt sätt i regionen. 3. Etablere en testarena for forskning, utvikling og innovasjon i samarbeid med helsenæringen på begge sider av grensen.

Based on the good results from VälTel, part of the partners now wants to continue this cooperation in VälTel 2.0. The project has three focus areas: 1. The project will contribute to the development of digital mognad in the field of works. 2. Created a clear process before hur go from innovation to implementation in the collaborations of one structured and likvärdigt sätt in the region. 3. Establish a test arena for research, development and innovation in collaboration with the health industry on both sides of the border.

Achievements (EN):

The project Vältel 2.0 has been carried out in the period 1.January 2020 until 30.September 2022. The project is based on the results of the Interreg project Vältel – Mixed Zone for Wellfaretechnology TestLabs, which pointed out that there were still important areas of development such as Digital maturity, digital transformation, digital platform and further development of the innovative process. The aim of the Vältel 2.0 project has been to increase the rate of innovation in public sector with a view to streamlining work processes, equal access to health and welfare services and increased patient safety. In order to succeed in this, the focus has been placed on building expertise in digital maturity and change management, developing and adopting standardized innovation processes as well as establishing test arenas in collaboration with the healthcare industry across national borders and administrative levels to contribute to efficient and predictable development. In addition, arrangements will be made to give the actors within the business world access to a larger market. The project has focused on digital maturity at the individual level and to measure it, it was chosen to develop a separate questionnaire in collaboration with MIUN and NTNU. The hypothesis is that the individual employee's maturity reflects how the organization works in this area. In addition to the fact that the sum of the individual employee's maturity makes up the total for the organization. The various organizations had already implemented several competence measures in this area, but very different focuses had been planned. By carrying out measurement in all participating organizations, one wanted to say something about differences and the reason for it. As a process tool, it was chosen to focus on “Veikart for tjenesteinnovasjon” (Roadmap for service innovation), which has been developed by KS in Norway. This process tool has been implemented in several of the Norwegian municipalities within the project and it was considered a strength if participating organizations in the project could gather around the same process tool. For Norway, it is also in accordance with the Directorate of Health's objectives. On the Swedish side, a corresponding integrated process tool is available at national level. The project managed to bring together several organizations in a joint effort to look at the conditions for taking the Roadmap for service innovation to Sweden, a task the nordic Wellfare Center had already begun. One of the most important results of Vältel 2.0 is that such work has been initiated in collaboration with, among others, RICE, SKR, E-Hälsomyndigheten, Socialstyrelsen, Södra Lapland and Region Östergötland. The project has been carried out during the pandemic period. This has forced the project participants to collaborate digitally. This has both strengthened the project, but also presented challenges. The project has also coincided with the development and introduction of the Health Platform in Central Norway as well as the introduction of a new operating system in Östersund municipality. It has been necessary to take this into account and has had consequences for participation from actors and operations in possible test and development work within the frame for VälTel 2.0 and a reason for the fact that some of the project goals could not be implemented. The experience from the project is that the different organizations have contributed with different experiences and expertise. The biggest effect from the project has been to strengthen relations through the exchange of information between the actors. This forms the basis for further strengthened cooperation after the project is completed.
