The common challenge in the program region between Austria and The Czech republic: - Capacity bottleneck in the corridor - Consideration primarily of freight transport The overall project goal and the change we want to achieve with the project: - Contribution to the improvement of the Baltic-Adriatic TEN corridor (alternative route) - Contribution to regional development (location factor for regions) - Remove mental barriers between regions The core outputs of the project and who benefits from them: Basis for decisions on infrastructure financing and implementation (framework plan decision) for national decision-making bodies Our approach and the need for a cross-border approach: Different decision-making bodies in the countries concerned - application of proven academic cooperation between the University of Applied Sciences TU Brno and the St. Pölten University of Applied Sciences + adequately composed bilateral advisory board by decision-makers (ministries of transport, EIUs, regions of the two countries) -> scientifically sound, implementation-relevant results What is new / innovative about our project: Developing new knowledge across borders, which also involves young people (students from both countries) New perspectives through bilateral analysis and processing.

Společný problém programového území, který svým projektem přeshraničně zpracujeme: - kapacitně přetížená místa koridorových tratí - přednostní posouzení nákladní dopravy Přednostní cíl projektu a změna, kterou chceme svým projektem dosáhnout: - příspěvek ke zlepšení Balticko-adriatického TEN-T koridoru (objízdná trať) - příspěvek k regionálnímu rozvoji (lokální faktor pro regiony) - odstranění psychických bariér mezi regiony Hlavní výstupy projektu a kdo z nich profituje: Podklad pro rozhodování o financování a změně infrastruktury (rozhodování v rámcovém plánu) pro národní rozhodovací grémia Náš postup řešení a nutnost přeshraničního nasazení: Rozdílně složená rozhodovací grémia v dotčených uživatelských zemích prokazují akademickou spolupráci mezi VUT v Brně a FH Sankt Pölten a adekvátně složený bilaterální odborný sbor zajišťuje prostřednictvím rozhodovacích orgánů (ministerstva dopravy, regiony obou zemí) vědecky fundované přenosné, relevantní výsledky. Co je na projektu nového/inovativního: Rozvíjet přeshraničně nové poznání se zapojením mladých lidí (studenti obou zemí). Nové oboustranné úhly pohledu, nikoliv ze současného národního přístupu, ale od počátku na základě bilaterární analýzy a bilaterárního přístupu.

Das gemeinsame Problem in der Programmregion, das wir mit unserem Projekt grenzüberschreitend bearbeiten: - Kapazitätsengpass im Korridor - Betrachtung vorrangig Güterverkehr Das übergeordnete Projektziel und die Veränderung, die wir mit unserem Projekt erreichen wollen: - Beitrag zur Verbesserung Baltisch-Adriatischer TEN-Korridor (Ausweichstrecke) - Beitrag zur Regionalentwicklung (Standortfaktor für Regionen) - Beseitigung von mentalen Barrieren zwischen den Regionen Die Kernoutputs des Projekts und wer davon profitiert: Grundlage für Entscheidungen zur Infrastrukturfinanzierung und- umsetzung (Rahmenplanentscheidung) - für nationale Entscheidungsgremien Unsere geplante Herangehensweise und Notwendigkeit des grenzüberschreitenden Ansatzes: Unterschiedlich zusammengesetzte Entscheidungsgremien in den betroffenen Ländern - Anwendung bewährte akademische Zusammenarbeit der Hochschule TU Brno und FH St. Pölten + adäquat zusammengesetzter bilateraler Fachbeirat durch Entscheidungsträger (Verkehrsministerien, EIUs, Regionen der beiden Länder) --> wissenschaftlich fundierte, umsetzungsrelevante Ergebnisse Was an unserem Projekt neu / innovativ ist: Neues Wissen grenzüberschreitend entwickeln, bei dem auch junge Menschen (Studierende beider Länder) involviert sind Neue Sichtweisen durch nicht beidseitig jeweils nationale Herangehensweise, sondern mit von vornherein bilateraler Analyse und Bearbeitung

Achievements (EN):

Within the framework of the TRANSREGIO project, a number of variants to improve the railway link between South Moravia and Lower Austria were examined in detail. As a result, it is clear that in order to increase capacity in freight transport, a sustainable improvement of railway infrastructure should be considered also on the basis of changes to existing lines. For this purpose, concrete technical solutions were examined and evaluated. The restoration of the after 2. The border section of Hevlín – Laa on the Thaya and selected modifications of the connecting lines in the Czech Republic and Austria were investigated, including other parallel planning. Against the background of the question of whether the formerly uniform route Vienna – Laa/Thaya – Brno can be merged into a single operational unit and whether it can be combined in a modernised form part of the functionality of the existing line Vienna – Brno (Nordbahn) can take over, the results developed were evaluated operationally and economically, while also taking into account the strengthening of regional relations. The result was preceded by a detailed inventory, a multi-criterial analysis of possible alternative route options, a transport model for passenger and freight transport and detailed on-site visits by members of the project team on the Střelice – Hrušovany nad Jevišovkou – Hevlín – Laa route on the Thaya – Vienna route. The aim was to ensure that the proposal for measures to improve route parameters, in particular capacity, is based on valid knowledge of the individual transport tasks and sections and that possible restrictions are taken into account. The review of the proposed Measures were taken on the basis of simulations of the expected future traffic volume in passenger and freight transport. A simultaneous analysis of the expected traffic volume on the main corridor of Vienna – Břeclav – Brno has shown that this route has reached its capacity limit and will remain so even after the implementation of the currently known expansion plans, if the shift scenarios laid down by the European Union are actually to be implemented by road – rail. In the foreseeable future, individual freight trains must therefore be redirected to an alternative (reinforcement) route during peak hours. This has been taken into account in the parameterisation of the alternative route and its expansion requirements have been designed in such a way that it can actually enable freight transport together with the expected passenger transport. The alternative route proposed in the outcome via Hevlín and Laa an der Thaya can therefore, under the identified conditions, absorb part of the projected freight growth and thus contribute to fulfilling the EU scenarios of the Green Deal for low-emission transport.

Expected Outputs (CS):

Výstupem budou posouzení a doporučení investičně provozního charakteru vzhledem k celkové sociálně ekonomické efektivitě, dopadům na životní prostředí, rizikům realizovatelnosti. Výsledkem budou zkoumání ve více alternativách, kde vedle nulové alternativy bude posouzeno i několik koncepčních variant. Bude použita metodika CBA (Cost-Benefit-Analysis), jež bude založena na přírůstkovém porovnání nulové alternativy s každou další navrženou projektovou variantou. Realizace projektu zasahuje do dvou regionů sousedících zemí. Proto je nutno zapojit dotčené orgány a instituce obou zemí. K tomu se nabízí využít tuto programovou výzvu, jež je v souladu se zájmy obou krajů, neboť zde bude zlepšena kvalita a přitažlivost zejména železniční dopravy.

Das Ergebnis werden Bewertungen und Empfehlungen investitionsorientierten Charakters in Bezug auf die sozioökonomische Effizienz, auf Umweltauswirkungen und Risiken in der Realisierbarkeit sein. Ein weiteres Ergebnis wird die Untersuchung mehrerer Varianten sein, indem neben der Null-Variante mehrere konzeptionelle Varianten berücksichtigt werden. Es wird die CBA (Cost-Benefit-Analysis) - Methodik, basierend auf einem Vergleich der Null-Variante mit jeder weiteren vorgeschlagenen Projektvariante angewendet. Da die Bearbeitung des Projekts auf zwei Regionen der Nachbarländer einwirkt, müssen die Behörden und Institutionen beider Länder beteiligt sein. Die Umsetzung im gegenständlichen Programmangebot steht im Einklang mit den Interessen beider Regionen, da hierbei Qualität und Attraktivität – besonders des Schienenverkehrs – verbessert werden sollen.
