The MED area will include Blue Energy (BE) in maritime planning and governance, thanks to BLUE DEAL project. Given the early stage of BE technologies, proper information to deliver consistent strategies, plans and regulations in the BE sector are still missing; this often compromises public-private initiatives for exploiting marine renewable energy and discourages investments.Scope of BLUE DEAL is to overcome current technical and administrative restrictions for BE deployment and define proper requirements and procedures to support decisions and guarantee compliance with regulatory, environmental and social constraints. Based on outputs from the Interreg MED MAESTRALE and PELAGOS projects, BLUE DEAL foresights a series of transnational Labs to involve multi-sectorial stakeholders, perform participative planning processes and establish public-private alliances through open innovation actions. Project partners will share their interdisciplinary expertise, develop demonstrations in target regions and release feasible visions of prosperous and sustainable coastal development.For mainstreaming and capitalisation, BLUE DEAL will determine a policy oriented Joint Plan for portability, addressed to decision makers to introduce BE in regional and national strategies, and a market oriented Transfer Protocol, addressed to SMEs and investors to support business and entrepreneurship. La zone MED intégrera l’Energie Bleue (EB) dans la gouvernance et la planification maritime grâce à BLUE DEAL.Compte tenu du stade précoce des technologies EB, on manque souvent des informations nécessaires pour mettre en œuvre stratégies, plans et règlements cohérents dans le secteur; cela entrave les initiatives publiques et privées et décourage les investissements.Objectif du projet est de surmonter les restrictions techniques et administratives au déploiement de l’EB et définir conditions requises et procédures appropriées pour appuyer les décisions, tout en prenant en compte les contraintes réglementaires, environnementales et sociales. S’appuyant sur les résultats des Interreg MED MAESTRALE et PELAGOS, BLUE DEAL prévoit une série de laboratoires transnationaux visés à impliquer les parties prenantes multisectoriels, réaliser des processus de planification participative et établir alliances public-privé par des actions d’innovation ouverte. Les partenaires partageront leur expertise interdisciplinaire, dérouleront actions de démonstration dans les régions cibles et produiront visions faisables pour un développement côtier durable.Pour intégrer et capitaliser les résultats, BLUE DEAL produira un Plan Conjoint pour la portabilité axé sur les politiques, adressé au décideurs politiques, pour intégrer l’EB dans les stratégies régionales/nationales, et un Protocole de Transfère orienté vers le marché, pour supporter les PME et les investisseurs. Achievements (EN):

In the 5th implementation period of the BLUE DEAL project, all the forecasted activities in the Application Form have been carried out. All the PPs have been engaged and actively contributed to project development and deliverables production. They were engaged in WPs through participation in the 5th and 6th project status meetings organized by the LP before the 2nd Business Forum and the Final Conference. These 2 meetings were implemented in person and let the partnership meet again in person after 2 years of web-based calls due to the COVID-19 outbreak. Timeline adaptations, budget reallocations under the 20% rule, and two AF modifications have been managed by LP during the SC meetings (4 in total).The cooperation of PPs allowed for the successful conclusion of the Open Innovation Activity and the School Contest. Under the coordination of CEEI, all PPs selected three finalists for each challenge and bring them to the 2nd Business forum (organized in Valencia on 23-25/03 by CEEI). UNISI coordinated the School Contest that ends during the Final Conference, involving around 1000 students across the Med Area. Under the coordination of INDACO2, 10 Open Days have been organized and implemented in 9 target Regions, involving 150 entities and more than 440 participants. Two issues of the Newsletter were issued and spread among all the stakeholders that expressed their willingness to receive the newsletters. PPs participated in 13 external events to disseminate the main outcomes of the BLUE DEAL project and cooperated with the Horizontal project in the Euro-Med Academy, participating in meetings and events. Some PPs edited the 2nd edition of the special Topic Frontiers in Energy Research presenting and disclosing to the scientific audience the main results of the project. Within the activities of WP2, the BLUE DEAL partnership organized the Final Conference in Ravenna, on the 18th of May within the context of the European Maritime Days 2022. The activity of Capitalization (WP5) has been implemented under the coordination of CRES and led to the organization of the Capitalization Lab (March 2022), the consolidation of the Regional Alliances, and the operationalization of the Transnational BLUE DEAL Alliance (O 5.1). O 5.1 represents the legacy of BLUE DEAL incorporating all the relevant deliverables, and learnings. The open platform was further implemented, and now it includes a dashboard to estimate one-dimensional and multidimensional statistical indicators.
