Achievements (EN):

The plans for the new passenger terminal in the Kotkan Kantasatama harbour were finalized and officially approved by the users in May 2021, and the terminal building was completed in April 2022. The objective of the project was to develop transport infrastructure of the Port of HaminaKotka in the Kotkan Kantasatama harbour. Before the implementation of the project, there were no existing facilities for passenger traffic at the Port of HaminaKotka. In the project, capacity for regular year-round ferry traffic and services to cruise and ferry vessels and their passengers were built. The Port of HaminaKotka sustainably utilized the existing facilities as much as possible, and the new terminal was constructed within an old warehouse, the other parts of which will be utilized by the City of Kotka, XAMK, and different authorities. Regular passenger traffic requires facilities for the Customs and the Border Guard in the terminal for the mandatory controls and services. The investments implemented by the project ensure reliable and timely control and security of travelers and vehicles by introducing state-of-the-art control and monitoring technologies of Border Guard and Customs. In addition to the passenger terminal and its control facilities, the investments in the Kantasatama harbour included traffic arrangements both within and outside of the port area, as well as wastewater reception facilities for the vessels calling the harbour. The vessels can leave all of their wastewaters in the harbour, from where they will be directly led to the municipal sewage system and treatment facility via a new connecting pipeline. The capacity building component of the project aimed to provide the Finnish project partners the necessary technical, organizational, and managerial skills for efficient operations of the new facilities built within the project. The Passenger Port of St. Petersburg has an existing passenger terminal in the Programme area and therefore acted as a counterpart in the project. They provided training for the personnel of LP related to starting passenger traffic operations. The project partners shared knowledge and best practices of smooth border-crossing.

Delivered Outputs (EN):

Unlike planned until February 24th, 2022, no maritime traffic to Russia will be operated from the new passenger terminal in Kotkan Kantasatama harbour for any foreseeable future. The LP is currently exploring potential options to start maritime connections to other non-Schengen countries, such as UK, or to Estonia or other Schengen countries. In the summer of 2021, the Kantasatama harbour was successfully tested for domestic vessel traffic, with three calls by Viking Line. There are preliminary plans with the City of Kotka and Ida-Viru County to establish passenger and cargo traffic between Kotka and the ports of Kunda and Sillamäe, Estonia. The passenger terminal would suit this traffic very well. Feasibility studies about a vessel connection between Kotka and Estonia are being prepared
