Projektets målsättning är att nyttja europeiska topexperter samt samarbete mellan Finlands, Sveriges och Norges NSPA-områden för att: - Analysera behovet och genomförbarheten av ett strukturerat samarbete mellan NSPA-områdena, för att öka investeringskapaciteten för regionens SMF; - Ge en rekommendation för hur stommen av ett sådant stödsystem kunde se ut. - Ge en konkret färdplan för upprättandet av ett sådant stödsystem, givet att det ses genomförbart. - Säkerställa trovärdiga resurser för engagerad dialog med de relevanta institutionerna för att upprätta stödsystemet (inkl. regionala intressenter, nationella finansiärer, finansiella institutioner, Europeiska Investeringsbanken (EIB), Europeiska kommissionen och nationella ministerier) Ett mer strukturerat investeringssamarbete kan se ut på många olika sätt beroende på marknadsbehoven eller problemen det försöker lösa. Dessa behov och efterfrågan på ett nytt eller mer strukturerat stödsystem NSPA- regionerna emellan bör undersökas mer noggrannt. Resultaten kommer att utgöra grunden till upprättandet av ett nytt eller förbättrat investeringsstöd. Det kan sträcka sig från att inkludera sammankopplad expertis till ett gemensamt gränsöverskridande finansieringsstruktur. I det här läget kallar vi denna gränsöverskridande finansierings-/stödstruktur Arctic Investment Platform.

Description (EN):

The aim of the project is to use top European experts as well as cooperation between the NSPA areas of Finland, Sweden and Norway to: — Analyse the need and feasibility of structured cooperation between NSPAs, in order to increase the investment capacity of the region’s SMEs; — Give a recommendation as to what the frame of such a support scheme could look like. — Provide a concrete roadmap for the establishment of such a support scheme, given that it is seen feasible. — Ensure credible resources for engaged dialogue with the relevant institutions to establish the support system (including regional stakeholders, national financiers, financial institutions, the European Investment Bank (EIB), the European Commission and national ministries) A more structured investment cooperation can look in many different ways depending on the market needs or problems it seeks to address. These needs and demand for a new or more structured NSPA support scheme between regions should be examined more carefully. The results will form the basis for the creation of new or improved investment aid. It can range from including interconnected expertise to a common cross-border financing structure. At this point, we call this cross-border financing/support structure the Arctic Investment Platform.

Achievements (SV):

Mål: Projektets huvudmål var att analysera efterfrågan och genomförbarheten av ett strukturerat finansieringssamarbete mellan NSPA-regionerna, föreslå en ram för ett sådant stödsystem, tillhandahålla en konkret färdplan för upprättandet av ett sådant stödsystem och säkerställa trovärdiga resurser att föra en dialog med de institutioner som är relevanta för upprättandet av ett sådant system. Resultat: Projektet följde upp de deltagande regionernas upplevda utmaningar inom SMF-finansiering samt rekommendationer från Europeiska kommissionen och OECD att arbeta närmare varandra inom detta område. Förstudien var mycket nödvändig för att upptäcka om och hur regionerna kunde utveckla de regionala utmaningarna till gemensamma tvärregionala europeiska möjligheter. Samarbetet fortsätter mellan minst nio regioner i Finland, Sverige och Norge in i genomförandefasen och förbereder lanseringen av Arctic Investment Platform 2022. Mervärdet av det gränsöverskridande samarbetet har varit flerdimensionellt. Johannes Lith säger ”först och främst har samarbetet gjort det möjligt för alla att lära av varandra nya sätt att utveckla sina egna regioner. Även i koronatiderna och bristen på fysiska möten har vi kunnat komma överens om punkter som kan göra oss starkare tillsammans ”. Achievements (EN):

Objective: The main objective of the project was to analyse the demand and feasibility of structured financing cooperation between the NSPA regions, propose a framework for such a support scheme, provide a concrete roadmap for the establishment of such a support scheme and ensure credible resources to engage in a dialogue with the institutions relevant to the establishment of such a system. Results: The project followed up on the perceived challenges of the participating regions in SME funding, as well as recommendations from the European Commission and the OECD to work more closely in this area. The feasibility study was essential to discover if and how regions could develop regional challenges into common cross-regional European opportunities. The cooperation continues between at least nine regions in Finland, Sweden and Norway into the implementation phase and is preparing for the launch of the Arctic Investment Platform in 2022. The added value of cross-border cooperation has been multidimensional. Johannes Lith says, “first and foremost, cooperation has enabled everyone to learn from each other new ways of developing their own regions. Even in the coronaries and lack of physical encounters, we have been able to agree on points that can make us stronger together”.
