The CROSSMOBY project addresses the challenge of improving capacity in sustainable mobility planning and providing cross-border public transport links based on a strong institutional cooperation approach to achieve concrete results for citizens in the Programme area, including in terms of reducing transport emissions. The main objective of the project is to set up new sustainable cross-border transport services and to improve mobility planning within the whole area. The expected substantial changes will take the form of testing new rail passenger services and a new approach to mobility planning, based on the existing PUMS methodology applied to a limited number of pilot projects. The main outputs of the project are the reactivation of cross-border rail passenger services and a cross-border strategic action plan on sustainable mobility, which contribute to making CROSSMOBY an original and new project, since there have never been previous projects in the Italy-Slovenia cooperation programmes that have led to similar results. In addition, in order to address the lack of sustainable mobility options and to improve accessibility across borders, cross-border cooperation proves to be necessary where the competent authorities and other organisations in Italy and Slovenia are able to develop services in a coordinated manner.

Il progetto CROSSMOBY affronta la sfida volta a migliorare le capacità in materia di pianificazione della mobilità sostenibile e a fornire collegamenti di trasporto pubblico transfrontalieri basati un forte approccio di cooperazione istituzionale, per conseguire risultati concreti per i cittadini dell’area del Programma, anche in termini di riduzione delle emissioni derivanti dal trasporto. Il principale obiettivo del progetto è la creazione di nuovi servizi di trasporto transfrontalieri e sostenibili ed il miglioramento della pianificazione della mobilità attuata all’interno dell’intera area. I cambiamenti sostanziali attesi si concretizzeranno attraverso la sperimentazione di nuovi servizi ferroviari per passeggeri ed in un nuovo approccio alla pianificazione della mobilità, basato sulla già esistente metodologia PUMS applicata ad un numero limitato di progetti pilota. Gli output principali di progetto riguardano la riattivazione di servizi ferroviari transfrontalieri per passeggeri e un piano d’azione strategico transfrontaliero sulla mobilità sostenibile, che contribuiscono a rendere CROSSMOBY un progetto originale e nuovo, dal momento che non ci sono mai stati progetti precedenti, nei programmi di cooperazione Italia-Slovenia, che abbiano portato a simili risultati. Inoltre, per affrontare la mancanza di opzioni di mobilità sostenibile e per migliorare l’accessibilità a livello transfrontaliero, la cooperazione transfrontaliera si rivela necessaria laddove le autorità responsabili e le altre organizzazioni dell’Italia e della Slovenia siano in grado di sviluppare servizi in modo coordinato.

CROSSMOBY se spopada z izzivom izboljšati zmogljivosti v okviru načrtovanja trajnostne mobilnosti in nuditi čezmejne povezave javnega prevoza z uporabo pristopa, ki temelji na močnem inštitucionalnem sodelovanju, da bi tako dosegli konkretne rezultate za državljane na območju Programa, tudi v smislu zmanjšanja emisij iz prometa. Glavni namen projekta je vzpostavitev novih čezmejnih in trajnostnih transportnih storitev in izboljšanje praks načrtovanja mobilnosti v celotni regiji. Pričakovane bistvene spremembe se bodo pokazale preko preizkušanja novih železniških potniških storitev in preko novega pristopa k načrtovanju mobilnosti, ki temelji na obstoječi metodologiji SUMP, na omejenem številu pilotov. Glavni projektni izložki so ponovna vzpostavitev čezmejnih železniških potniških storitev in čezmejni strateški akcijski načrt za trajnostno mobilnost. Ker do danes še ni bilo uspešnih italijansko-slovenskih projektov, ki bi dosegli takšne rezultate, je CROSSMOBY izviren in nov projekt. Da bi se poleg tega spopadli s pomanjkljivo mobilnostjo potnikov in bistveno izboljšali čezmejno dostopnost, je nujno čezmejno sodelovanje pri čemer odgovorne avtoritete in organizacije v Italiji in Sloveniji na usklajen način razvijejo storitve.

Achievements (EN):

The main results realized by the the CROSSMOBY project were the following: 1- the contribution to a higher quality, safer, more sustainable and less polluting cross-border mobility of people between Italy and Slovenia. This result was achieved by the increasement of supply of connections between the two countries, which was made possible by the new cross-border rail services planned along the Venice - Trieste - Ljubljana axis and other pilot actions for passengers; 2 - the developed cooperation between the most relevant actors of the two countries, at regional and local level, towards a cross-border planning of sustainable mobility, made possible by the innovative approach in the adoption, development and coordination of PUMS (Sustainable Urban Mobility Plans). Both results are in line with the expected results of the Programme for the specific objective 2.1, to promote on the one hand the use of rail as an alternative to road transport, which is predominant in the area, and at the same time provide for the implementation of a new cross-border strategy for the development of sustainable and, therefore, low-carbon mobility planning. These results contributed to provide a concrete contribution to the specific indicator for the Programme for the specific reference objective, since these results, both directly and indirectly, improved the level of capacity of the cities concerned by the pilot activities to reduce their energy consumption in relation to the transport sector. Moreover, the development of new cross-border rail services and the increased offer of options for intermodal mobility has had a positive impact on the entire Programme area, as well as opportunities for cooperation in the area a strengthened, thanks to the institutional willingness to give continuity to these rail services. The constant publicity of the pilot services for sustainable mobility of passengers contributed also to the visibility of the Interreg V-A Italy-Slovania cooperation programme.

Expected Results (EN):

CROSSMOBY's overall objective is to make mobility in the cross-border area more sustainable by investing in more environmentally friendly services and modes of transport and in new approaches to mobility planning, contributing to the objective of Axis 2 of the Programme both in terms of through the elaboration of an action plan for a sustainable mobility of the area, both by improving the capacity of regions and cities the adoption, development and coordination of PUMS (Urban Sustainable Mobility Plans).

L’obiettivo complessivo di CROSSMOBY è di rendere più sostenibile la mobilità nell’area transfrontaliera, investendo in servizi e in modalità di trasporto più rispettosi dell’ambiente e in nuovi approcci alla pianificazione della mobilità, contribuendo all’obiettivo dell’Asse 2 del Programma sia attraverso l’elaborazione di un action plan per una mobilità sostenibile dell’area, sia con il miglioramento della capacità di regioni e città nell’adozione, sviluppo e coordinamento di PUMS (Piani urbani di mobilità sostenibile).

Splošni cilj projekta CROSSMOBY je narediti mobilnost čezmejnega območja trajnejšo tako, da se vlaga v storitve in načine prevoza, ki so prijaznejši okolju in z novimi pristopi načrtovanja mobilnosti, s čimer se prispeva k cilju Osi 2 Programa, tako preko izdelave akcijskega načrta za trajnostno mobilnost območja, kot z izboljšanjem kapacitete dežel in mest pri sprejemanju, razvoju in koordinaciji SUMP-ov (trajnostnih urbanih mobilnostnih načrtov).

Expected Outputs (EN):

I principali risultati attesi di CROSSMOBY sono: 1- il contributo ad una mobilità transfrontaliera delle persone tra Italia e Slovenia di più elevata qualità, più sicura, più sostenibile e meno inquinante. Tale risultato sarà conseguito attraverso l’incremento dell’offerta di collegamenti tra i due paesi, reso possibile dai nuovi servizi ferroviari transfrontalieri previsti lungo l’asse Venezia – Trieste – Lubiana; 2 – la sviluppata cooperazione tra gli attori più rilevanti dei due paesi, a livello regionale e locale, in direzione di una pianificazione transfrontaliera della mobilità sostenibile, resa possibile dal previsto approccio innovativo nell’adozione, sviluppo e coordinamento dei PUMS (Piani Urbani di Mobilità Sostenibile). Entrambi i risultati sono in linea con i risultati attesi previsti dal Programma per l’obiettivo specifico 2.1, perché da un lato promuovano l'uso della ferrovia quale sistema di trasporto delle persone alternativo al trasporto su strada, che risulta predominante nell’area, e allo stesso tempo prevedono l’attuazione di una nuova strategia transfrontaliera per lo sviluppo di una pianificazione della mobilità sostenibile e, quindi, a basse emissioni di carbonio. Detti risultati sono destinati a fornire un contributo concreto all’indicatore specifico per il Programma per l’obiettivo specifico di riferimento, poiché grazie a detti risultati, sia direttamente che indirettamente, si prevede che migliorerà il livello della capacità delle città, interessate dalle attività pilota, di ridurre i propri consumi di energia in relazione al settore dei trasporti. Inoltre, dallo sviluppo dei nuovi servizi ferroviari transfrontalieri e dall’incrementata offerta di opzioni per una mobilità all’insegna dell’intermodalità, si prevedono ricadute positive su tutta l’area del Programma, così come le opportunità di cooperazione nell’area sono destinate a rafforzarsi grazie alla volontà istituzionale di dare continuità a tali servizi ferroviari, una volta completato il primo anno di sperimentazione (azione pilota) previsto dal progetto.

Glavni rezultati, ki se pričakujejo od CROSSMOBY so: 1- prispevek k čezmejni mobilnosti oseb med Italijo in Slovenijo, ki bo višje kakovosti, varnejša, trajnejša in manj onesnažujoča. Ta rezultat se bo dosegel s povečanjem ponudbe povezav med obema državama, ki jo bodo omogočile nove čezmejne železniške storitve, ki so predvidene vzdolž osi Benetke – Trst – Ljubljana. 2 – razvito sodelovanje med najpomembnejšimi akterji obeh dežel na deželni in lokalni ravni, v smeri čezmejnega načrtovanja trajnostne mobilnosti, ki jo omogoča predviden inovativni pristop k sprejetju, razvoju in koordinaciji SUMP-ov (trajnostnih urbanih mobilnostnih načrtov). Oba rezultata sta v skladu s pričakovanimi rezultati, ki jih določa Program za posebni cilj 2.1, ker se po eni strani spodbuja uporaba železnice kot sistema prevoza oseb, kot alternativa prevozu po cesti, ki prevladuje ne tem območju, in istočasno določa izvedbo nove čezmejne strategije za razvoj načrtovanja trajnostne mobilnosti in torej z nizkimi emisijami ogljika. Navedeni rezultati so namenjeni zagotavljanja konkretnega prispevka k posebnemu kazalniku za Program za posebni referenčni cilj, ker se po zaslugi navedenih rezultatov tako neposredno, kot posredno predvideva, da se bo izboljšala raven kapacitete mest, ki jih zadevajo pilotne dejavnosti, da se zmanjša njihova poraba energije v povezavi s področjem prevozov. Poleg tega se od razvoja novih čezmejnih železniških storitev in od povečanja ponudb opcij za mobilnost v znamenju intermodalnosti, predvideva pozitivne vplive na celotno območje Programa, saj se bodo okrepile priložnosti za sodelovanje na območju po zaslugi volje institucij, da se poskrbi za stalnost teh železniških storitev po izteku prvega poskusnega leta (pilotna dejavnost), ki ga predvideva projekt.
