Description (EN): Due to the complementary settlement structure, the Middle Ipoly / Ipeľ valley has an untapped potential of higher cross-border integration. While several urban functions and services of Balassagyarmat are more and more used by Slovakian population of the region and similar phenomena can be detected also around Šahy, the economic ties are still weak. Ipoly Unió / Ipeľská Únia established in 1993 has developed social, cultural relationships and took remarkably efforts in order to rebuild the infr astructural ties across the river. At the same time, there is a need to better exploit the complementary geographic system of urban functions in economy. The region itself suffers of depopulation and aging aggravated by relatively high (7-14%) unempl oyment rate. Still, the SMEs settled down in the region lack (skilled) labour force. Complementing those projects addressing the training needs of lower qualified workforce, the current project respond the challenges related to the cross-border mobil ity of more skilled labour force and the needs of stronger economic cohesion. On the one hand, in Balassagyarmat, three new buildings will be built (by renovating an old secondary school) for 97 workers. The buildings will contain 35 flats with a tot al surface of 1243 m2, including storing premises, courtyard, parking places, building technology and furniture. Workers coming from Slovakia will be preferred when selecting the new residents of the workers’ hostel (by municipality decree). On the o ther hand, Ipeľská Únia will extend its scope of activities targeting the reorganisation of the Middle Ipoly / Ipeľ valley area with activities boosting cross-border economic cooperation. Within the framework of the project, they will organise the fi rst Ipoly / Ipeľ EXPO in Tešmák, at the premises of the NGO. Some 100 entrepreneurs and representatives of local authorities and professional organisations are expected to attend the event creating a tradition.
Read more Description (HU): A Középső-Ipoly völgyének komplementer települési struktúrája a határon átnyúló erősebb integráció kihasználatlan potenciálját hordozza magában. Jóllehet Balassagyarmat bizonyos városi funkcióit és szolgáltatásait egyre inkább igénybe veszik a szlovákiai lakosok, és hasonló jelenségek Ipolyság körül is megfigyelhetőek, a gazdasági kapcsolatok még meglehetősen gyengék. Az 1993-ban alapított Ipoly Unió a társadalmi, kulturális kapcsolatokat fejlesztette, és figyelemre méltó erőfeszítéseket tett a folyón átívelő infrastruktúra újjáépítése érdekében is. Ugyanakkor szükség volna a városi funkciók komplementer földrajzi rendszerének a kiaknázására, gazdasági szempontból.
Maga a régió elnéptelenedéstől és elöregedéstől szenved, amit tovább súlyosbít a viszonylag magas (7-14%) munkanélküliség. Az itt letelepedett KKV-k mégis hiányolják a (képzett) munkaerőt. Az alacsonyabban kvalifikált munkaerő képzési igényeit célzó projekteket kiegészítve, a jelen projekt a képzettebb munkaerő határon átnyúló mobilitásának és az erősebb gazdasági kohéziónak a kihívásaira válaszol.
Egyrészt (egy régi középiskola felújításával) 3 új épület épül Balassagyarmaton, 97 munkás számára. Az épületek 35 lakást fognak tartalmazni, 1243 m2-en, valamint a tároló helyiségeket, udvart, parkolóhelyeket, az épületgépészetet és a bútorokat. A szlovák oldalról érkező munkavállalók előnyt fognak élvezni a beköltözők kiválasztásakor (önkormányzati rendelet szerint).
Másrészt az Ipoly Unió, ki fogja terjeszteni a Középső-Ipoly völgyének reorganizációját célzó tevékenységi körét a határon átnyúló gazdasági együttműködést erősítő tevékenységekkel. A projekt keretében megrendezik az első Ipoly / Ipeľ EXPO-t Tesmagon, a szervezet ingatlanján. Mintegy 100 vállalkozót, helyi önkormányzati szereplőt és szakmai szervezetet várnak a hagyományteremtő rendezvényre.
Read more Description (SK): Komplementárna štruktúra osídlenia údolia stredného Ipeľu má nevyužitý potenciál silnejšej cezhraničnej integrácie. Čoraz viac obyvateľov Slovenska využíva niektoré mestské funkcie a služby mesta Balassagyarmat, a podobné javy môžu byť pozorované aj v okolí mesta Šahy, ale ekonomické vzťahy sú stále pomerne slabé. Ipeľská Únia, ktorá bola založená v roku 1993, rozvinula spoločenské, kultúrne vzťahy a vynaložila podstatné úsilie aj na obnovu infraštruktúry cez rieku. Zároveň, bolo by potrebné využiť komplementárny geografický systém mestských funkcií z hospodárskeho hľadiska.
Samotný región trpí s problémami, ako strata populácie a starnutie, čo sa ďalej zhoršuje pomerne vysokou mierou nezamestnanosti (7 - 14%). Malé a stredné podniky, ktoré sídlia tu, však stále nemajú dostatočnú (kvalifikovanú) pracovnú silu. Tento projekt reaguje na výzvy cezhraničnej mobility kvalifikovanejšej pracovnej sily a silnejšej hospodárskej súdržnosti, ako doplnenie projektov na potreby odbornej prípravy nízko kvalifikovanej pracovnej sily
Na jednej strane (s rekonštrukciou starej strednej školy), 3 nové budovy sa postavia v meste Balassagyarmat, pre 97 pracovníkov. Budovy budú obsahovať 35 bytov, na 1243 m2, ako aj skladovacie priestory, dvor, parkovacie miesta, bytovú technológiu a nábytok. Zamestnanci, ktorí prichádzajú zo slovenskej strany, budú mať prednosť pri výbere ľudí do bytov (na základe rozhodnutia samosprávy).
Na druhej strane, Ipeľská Únia rozšíri rozsah činností zameraných na reorganizáciu údolia stredného Ipeľu prostredníctvom aktivít na posilnenie cezhraničnej hospodárskej spolupráce. V rámci projektu bude organizovaná prvý Ipoly / Ipeľ EXPO v Tešmák, na nehnuteľnosti organizácie. Očakávajú okolo 100 podnikateľov, aktérov miestnej samosprávy a profesionálnych organizácií na udalosť ktorá si založí tradíciu.
