On both sides of the Franco-Belgian border, a lack of knowledge has been observed regarding intellectual disability and the resulting exclusion. To remedy this, PSICOCAP - in conjunction with the GEDIDOT project (Interreg V FWV) - aims to collect cross-border figures on the key factors, resources and methods of dealing with this type of disability. Particular emphasis is placed on certain population groups: young people, women, the elderly, and people living in rural areas. All this information will be mapped to better identify the needs not covered. It will be analysed during cross-border seminars with between 20 and 30 participants in a facility for people with intellectual disabilities. As a way of sharing knowledge and practices in this field, PSICOCAP will also offer training courses and a cross-border summer school for care and support professionals. A tool will also be designed to train staff likely to directly or indirectly meet people suffering from intellectual disabilities (sales staff, social workers, postal workers, etc.). The project's ambition is to create a new way of looking at disability, especially intellectual disability, and to guarantee these people autonomy, respect and the most appropriate care possible.

De part et d’autre de la frontière franco-belge, un déficit de connaissance sur le handicap psychique et l’exclusion qui en découle, a été noté. Afin d’y pallier, PSICOCAP – en lien avec le projet GEDIDOT (Interreg V FWV) – vise à collecter des données chiffrées transfrontalières sur les déterminants, les ressources et les modalités de prise en charge de ce type de handicap. L’accent est particulièrement mis sur certains groupes de population : les jeunes, les femmes, les personnes vieillissantes, et les ruraux. Toutes ces informations seront cartographiées, pour mieux identifier les besoins non couverts. Elles feront l'objet d'une analyse lors de séminaires transfrontaliers regroupant entre 20 et 30 participants, dans une structure accueillant des personnes handicapées psychiques. Afin de partager les connaissances et les pratiques dans ce domaine, PSICOCAP proposera également des formations et une université d’été transfrontalière, à destination des professionnels du soin et de l'accompagnement. Un outil sera conçu pour former, aussi, le personnel susceptible de rencontrer directement ou indirectement des personnes souffrantes de handicap psychique (personnel de vente, travailleurs sociaux, postiers,...). L'ambition du projet est donc de créer un nouveau regard sur le handicap, notamment psychique, et de garantir à ce public, l’autonomie, le respect et la prise en charge la plus adaptée possible.

Aan beide zijden van de Frans-Belgische grens wordt een gebrek aan kennis over geestelijke handicaps en de daaruit voortvloeiende uitsluiting vastgesteld. Om dit te verhelpen wil PSICOCAP – in samenwerking met het project GEDIDOT (Interreg V FWV) – grensoverschrijdende cijfers verzamelen over de determinanten, middelen en methoden om dit soort handicaps te begeleiden. Daarbij wordt bijzondere aandacht besteed aan bepaalde bevolkingsgroepen: jongeren, vrouwen, ouderen en plattelandsbewoners. Al deze informatie zal in kaart worden gebracht, om beter te kunnen vaststellen welke behoeften niet worden gedekt. De informatie zal worden geanalyseerd tijdens grensoverschrijdende seminars met 20 tot 30 deelnemers, die zullen plaatsvinden in een structuur die geestelijk gehandicapten ontvangt. Om de kennis en praktijken op dit gebied te delen zal PSICOCAP ook opleidingen en een grensoverschrijdende zomeruniversiteit voor zorg- en begeleidingsprofessionals aanbieden. Er zal ook een instrument worden ontwikkeld voor de opleiding van personeel dat direct of indirect met mensen met een geestelijke handicap in contact komt (verkooppersoneel, maatschappelijk werkers, postbeambten, enz.). Het project wil dus een nieuwe manier van kijken naar – in het bijzonder geestelijke – handicaps creëren en dit publiek zoveel mogelijk autonomie, respect en de best aangepaste begeleiding garanderen.

Expected Results (EN): As a first step, we estimate that 300 people having a disability or mental handicap will benefit from this project in terms of accessibility to care and services. Add to these people, their relatives (300) and the professionals working in this field across the territory (150).

Dans un premier temps, on estime que 300 personnes souffrant de handicap ou de handicap psychique pourront tirer un bénéfice de ce projet en matière d'accessibilité aux soins et services. A ces personnes s'ajoutent leurs proches (300) et les professionnels oeuvrant dans le domaine sur le territoire (150).

Expected Results (NL):

In eerste stap wordt geschat dat 300 mensen met een handicap of geestelijke handicap van dit project zullen profiteren wat betreft de toegankelijkheid van de zorg en de diensten. Naast deze mensen zullen ook nog eens hun familieleden (300) en de professionals in het gebied die op dit terrein werkzaam zijn (150) van het project profiteren.

Expected Outputs (EN):

A watchdog of data and practices in the field of disability and mental handicap. A system for analysing good practices (6 focus groups). A summer university for mental health and disability (150 people for 3 days). Cross-border training for all professionals who are dealing with the mentally handicapped (6 training sessions).
