Franco-Belgian cross-border cooperation in health has increased in recent years, notably through cooperation agreements and common health areas. The project sets out to develop the existing health zones and increase their visibility. An analysis of the seven existing organised zones of access to cross-border care (ZOAST) is first carried out in order to report on the flow of patients, the nature and the financial volume of the care requested in the border establishments. This is followed by a phase focusing on the development of new communication tools via interactive mapping, aimed at improving information for users/patients and the players involved in the agreements (health insurance, hospital institutions, etc.). In addition, InterESanT aims to boost cross-border medical cooperation in order to eliminate the "border effect" and facilitate administrative procedures for partners and patients. Exchanges between medical teams, the integration of new establishments, the harmonisation of tools, practices and procedures or the merger of two or more ZOASTs are thus envisaged. An opportunity study for the development of a joint health project on one or more French-Belgian cross-border pilot territories is taking a step in this direction.

La coopération transfrontalière franco-belge en santé s’est accentuée ces dernières années, notamment autour d’accords de coopération et d’espace de santé communs. L’objectif du projet est de faire évoluer les zones de santé déjà existantes et de renforcer leur visibilité. Premièrement, une analyse des 7 zones organisées d’accès aux soins transfrontaliers (ZOAST) existantes est faite pour rendre compte du flux de patients, de la nature et du volume financier des soins sollicités dans les établissements frontaliers. Une phase d’élaboration de nouveaux outils de communication visant à améliorer l’information des usagers/patients et des acteurs impliqués dans les accords (assurance maladie, institutions hospitalières...), est ensuite réalisée via une cartographie interactive. Par ailleurs, InterESanT vise à dynamiser la coopération médicale transfrontalière, afin d’effacer « l’effet frontière » et de faciliter les démarches administratives des partenaires et des patients. Les échanges entre équipes médicales, l’intégration de nouveaux établissements, l’harmonisant des outils, pratiques et procédures ou la fusion de deux à plusieurs ZOAST sont ainsi envisagés. Une étude d’opportunité pour le développement d’un projet commun de santé sur un ou plusieurs territoires pilotes transfrontaliers franco-belges, vont en ce sens.

De Frans-Belgische grensoverschrijdende samenwerking in de gezondheidszorg is de laatste jaren toegenomen, met name dankzij samenwerkingsovereenkomsten en gemeenschappelijke gezondheidsruimten. Het project heeft tot doel de bestaande gezondheidszones te ontwikkelen en hun zichtbaarheid te vergroten. Eerst wordt een analyse gemaakt van de 7 bestaande georganiseerde zones voor grensoverschrijdende toegang tot medische zorg (ZOAST), om inzicht te krijgen in de patiëntenstroom, de aard en de financiële omvang van de zorgvraag in de instellingen van het grensgebied. In een tweede fase worden aan de hand van een interactieve cartografie nieuwe communicatietools ontwikkeld voor een verbetering van de informatie van de gebruikers/patiënten en de bij de overeenkomsten betrokken actoren (zorgverzekeraars, ziekenhuisinstellingen, enz.). Daarnaast wil InterESanT de grensoverschrijdende medische samenwerking stimuleren om het 'grenseffect' uit te wissen en de administratieve procedures voor de partners en patiënten te vergemakkelijken. Naast uitwisselingen tussen medische teams worden ook de integratie van nieuwe instellingen, de harmonisatie van instrumenten, praktijken en procedures of de fusie van twee of meer ZOAST's overwogen. Een opportuniteitsstudie over de ontwikkeling van een gezamenlijk gezondheidsproject in een of meer Frans-Belgische grensoverschrijdende proefgebieden gaat in deze richting.

Expected Outputs (FR): 1 site internet, 1 cartographie interactive, 1 étude des flux de patients (suivie d'un rapport), 1 création d'un nouveau dispositif de ZOAST.

Expected Outputs (NL): 1 website, 1 interactieve kaart, 1 onderzoek op het gebied van patiëntenstromen (gevolgd door een rapport), opzetten van 1 nieuwe GTGZ.
