Description (EN): Buildings are an integral and elementary part of Europe energy system and will play a pivotal role in the transition to a smart decarbonized economy. However, the European building stock is currently far from being smart-ready. In particular, South European countries and the Balkans are included in the slow-starters in terms of smart readiness and must take major steps in order to effectively facilitate this transformation. Due to similar climatic conditions and the need for close cooperation to achieve a significant reduction in the energy footprint of the public buildings, this project is to strengthen the targets set for energy efficiency in both countries through strong cross-border cooperation and joint well-prepared interventions towards reducing the energy consumption of public buildings. The primary aim is to exploit the potential for energy savings and energy efficiency improvements in the building sector. In this sense, the project will showcase a novel approach of an advanced BMS for energy saving as well as interaction with the smart grid in three (3) public buildings. Furthermore, a number of energy efficiency improvements inside and outside the buildings will be applied according to recent prefeasibility studies. A secondary objective is to stimulate cross-border knowledge exchange and awareness regarding energy efficiency in public buildings. For this reason the partnership will jointly create a web or cloud-based tool in order to describe savings in energyconsumption for buildings of all sizes, demonstrate interaction with the smart grid, etc. Last, but not least, the partnership will seek to promote the joint involvement of various stakeholders in the sustainable energy planning and implementation towards a smart decarbonized building stock. This will be accomplished with the establishment of a joint initiative. Initially, the partners will identify the size of the key interventions they have to make in the pilot public buildings selected to demonstrate the cutting-edge BMS, to adapt appropriately for their connection to the smart grid and to attain their energy retrofit. Then, the shared know-how and experience will be accumulated by creating a neoteric educational tool aimed at making it familiar to the general public, and especially researchers and professionals in the field, the functionality and efficiency of smart energy management to reduce energy consumption in a public building. This tool, as well as other parallel dissemination actions of the project partners, will facilitate the transfer and implementation of the project results in the two regions to the key beneficiaries (target groups). In conclusion, the project partners are strongly convinced that its results will be successful and will greatly help turn public buildings into smart ones, reducing their energy consumption, increasing the comfort of their occupants and making more effective their necessary interaction with the smart grid.

Expected Results (EN): The consortium will consider a remarkable achievement: Establishment of the first GR-AL Smart Energy Transition Initiative (GR-AL SETI). From the beginning of the project a group of field experts, active stakeholders, consortium members, etc. from both sides will form a pool aimed at awareness raising in energy saving and energy efficiency improvements. GR-AL SETI will make extensive efforts through a series of well-planned actions (e.g., web forums, social media campaigns, e-learning educational tool for smart buildings, workshops, etc.) in order to accelerate the transition with supportive legislation, embed the principles needed to deliver the benefits of smart buildings to GR-AL citizens and overcome barriers to enabling smart buildings. In this perspective, this initiative will have a direct positive effect in the result indicator of the Programme β€Energy Efficiency Awareness Barometerβ€. Besides, in topic-specific level the know-how will be further advanced to: #use of cutting-edge energy management platforms supporting wide networking capabilities, easy routines and various operating environments, #use of tools and optimization of AI techniques, implementation of ambient intelligence technological modules, and application of empirical inference rules, and #use of advanced techniques for aggregating the energy loads of the building into high consumption categories. Finally, the modern BMS will allow for future external demand-response signals using with a transparent way the flexibilities of the building demand, simply by changing in real time the setting up points of energy-consuming appliances and adjusting the local energy production capacity of the buildings. In this direction, the consortium will make the most of any information or design during project implementation by national electrical utilities for the interconnection of such systems in the grid, thus offering a fully secure electricity exchange node capable of islets mode operation.

Particularly: (1) Small scale investments in energy efficiency and use of RES in public buildings According to prefeasibility studies of both areas for the selected buildings, a number of energy efficiency improvements will be carried out, such as refurbishment of the outside walls and roof with external thermal insulation, smart monitoring equipment, solar water heating system as RES, etc. (2) An advanced IoT-enabled and Smart Grid-ready BMS This system will be carefully selected among mainstream solutions. Besides, the partnership will deploy a number of advanced ambient and empirical intelligence modules that will be incorporated in this system, such as: -#a local environmental adaptation module, which will take advantage of the change in observed physical magnitudes over time, # a user activity recognition module to allow energy consumption to be adjusted to the building based on current needs, #an energy consumption profile module to create reliable energy consumption profiles for users over long periods of time, #a communication module to interact with country-specific smart grid, and #an innovative control module of empirical intelligence capable of defining the energy savings scenarios in the day-to-day operation of the buildings. Furthermore, it will be equipped with a data analytics tool and integrated into an energy management platform. (3) β€Virtual Smart Building of the Futureβ€ A web or cloud-based innovative educational tool will be devised in order to describe savings in energy consumption for buildings of all sizes, demonstrate interaction with the smart grid as well as stimulate cross-border knowledge exchange and awareness regarding energy efficiency in public buildings even after the end of the project.
