Description (EN):

Common challenge: A common challenge in the cross-border area is the lack of progress in the field of Energy Efficiency (EE) focusing on transforming public buildings into nearly zero energy buildings (nZEBs) with the help of RES. The transformation of public buildings into "nZEBs" and the establishment and operation of local energy communities should effectively familiarize the citizens of this area with the advantages of EE (e.g. economic and environmental benefits, thermal comfort). Objective: The "GOAL" of the project is the implementation of small-scale nZEB investments and the development of a joint approach towards public nZEBs through smart initiatives and the establishment and operation of energy communities in the eligible area. Outputs: (a) Detailed application studies for nZEBs with EE applications and cost-optimal measures for upgrading demonstrative public facilities to nZEB buildings in 3 regions of the cross-border area (Arta, Gjirokastra, Western Macedonia). (b) Implementation of the aforementioned small-scale investments. (c) Establishment of a joint approach that will facilitate dialogue, derive common initiatives, develop a common procedure and facilitate the energy communities operation and implementation of nZEB investments in the cross-border area. (d) Dissemination actions for supporting the penetration of nZEBs in the area through: (i) a website, social media and an on-line platform, (ii) communication / dissemination materials, (iii) local thematic workshops in the 3 regions, (iv) media press conference. Beneficiaries: (a) Municipalities, regions and all possible members of "energy communities"

Expected Results (EN):

The GOAL is to emphasize on using the existing knowledge and to avoid unnecessary repetitions and make the most of existing knowledge. The direct expected results will include: 1. The creation of new jobs for the setup of the common analysis, designing and modelling of the renovated pilot buildings and for the construction of the pilot projects. 2. Developing methodologies, analyses and individual tools of the web platform that are open and accessible to every public sector body and by extension to every citizen of the crossborder area and aim to enhance the know-how of the whole cross-border area on nZEBs issues and on the establishment and operation of energy communities. 3. Strengthening the collaboration between Greece and Albania through joint knowledge transfer, activities, analysis and meetings. Apart from these, the proposed project will contribute to: 1. Strengthening the local economy by introducing new commercial and construction activities. 2. The improvement of the urban environment through energy communities that will result in further reducing pollutant emissions. 3. Reshaping the sustainable energy environment, policy changing, establishment of joint approach and hence, strengthening the transferability of the project outcomes.

Expected Outputs (EN):

The expected outputs of the project are: (a) Detailed application studies for nZEBs with RES and EE applications and cost-optimal measures for upgrading demonstrative public facilities to nZEB buildings inside the cross-border area. (b) Implementation of the aforementioned investments in 3 regions of the eligible area – Arta, Gjirokastra, Western Macedonia. (c) Communication plan, information plan for the Greek and the Albanian eligible area, dissemination actions for supporting the development and increase of nZEBs in the area through: (i) a website that will include the results from project outputs, social media and an on-line platform, (ii) communication / dissemination materials, (iii) 5 thematic workshops in 3 regions of the eligible area that will be related to nZEBs, (iv) 1 Media Press Conference for the presentation of the results of the activities to the public. (d) Establishment of energy communities in the 3 regions. (e) Assessment of the pilot operation of the energy communities. (f) A common Greek-Albanian approach for nZEBs in the public sector, visualized through a standard online platform based on data collection and stakeholder dialogue (in Arta, Gjirokastra and Western Macedonia), implemented by supporting project participants in the operation of the communities with the main objective of nZEBs, that supports the decisions of each public body concerned to implement the nZEB policies and the establishment of energy communities and aims at cross-border cooperation and the reduction of the energy poverty effects.
