The project addresses the challenges of enhancing level of uniformity, homogeneity and similarity of existing CP Early Warning, efficiently integrating them to predict risks, present alert levels and improve exchange of information with EU CP Mechanism.This approach is built on 3 pillars:Participatory process with the establishment of a networking structure as stable cooperation relationship between project partners, civil protection organizations and main stakeholders with long term perspective.It relates to its activation to change from traditional "vulnerable element" to "active sensor" of emergencies to obtain their contribution to Civil Protection emergency activities. Innovative Transnational network relates to the development of an innovative Warning System, a web platform able to integrate heterogeneous data. Establishment of a strategy as an integrated framework defined by all partners and drafting of an Action Plan providing a common vision enhancing level of uniformity and similarity to make available to National/Regional Authorities a transnational uniform emergency basis.The overall objective is to increase cooperation level among National CP institutions in addressing natural and man-made risks right from the early warning stage and better ensuring EU CP Mechanism intervention. It pursues the above target through an innovative and holistic networking approach with a lever effect also after the end of the project activities supporting the whole system of Civil Protection; keep open a real-time update channel on risk occurrences by collecting and using information provided; implement a Raising Awareness intervention of emergencies. Expected change to the current situation is promotion of homogenization among early warning legislation and processes, reinforcement of coordination and cooperation of ADRION CP chains of command, and convergence of IPA CP operation to EU CP standards by transfer of experiences and lessons learnt.

Achievements (EN):

The TransCPEarlyWarning project has successfully released its final main outcome: the Strategic Outline and Action Plan. Taking into account the project multinational pilot testing, related capacity building action feedback collected, as well as overall feedback of Civil Protection stakeholders involved in the project throughout its duration, the project overall long term vision is “To reduce the heterogeneity/differences in the ADRION area by applying common standards and utilizing common tools to increase overall efficiency in civil protection.” Project Pilot Testing: The project consortium engaged into a multinational pilot testing of the TransCPEarlyWarning Civil Protection Early Warning System in 8 different sites of 7 partner countries. The pilot testing involved 5 usecases related to forest fires and 3 usecases related to floods, engaging Civil Protection stakeholders in Table Top exercises. Regional Conferences and Transfer Seminars Following the delivery of the project Strategic Outline and relevant Policy Recommendations, the project partnership engaged in the organization of transfer seminars targeting mainly policy makers in order to facilitate transfer of the project outcomes and overall project sustainability. nfodays targeting Civil Protection stakeholders and School Communities The project partnership engaged in wide dissemination activities targeting two main groups: Civil Protection stakeholders and School communities in order to increase overall awareness about the project and its outcomes. The infodays targeting CP stakeholders were organized along with the pilot testing in the different countries. Final International Conference in Tirana The TransCPEarlyWarning project Final International Conference was held on February 10, 2023 in Tirana, Albania. The event presented a good opportunity of transferring the main project outcome : the Civil Protection Early Warning platform providing a tool for management and monitoring Civil Protection processes and being pilot tested in a transnational pilot involving 8 sites in ADRION (Molise Region, Varazdin County, Split Dalmatia County, Neretva County, Durres, Rethymno, Ajdovščina, Cetinje).

Expected Results (EN): Level of capacity of the involved organisations to operate transnational, providing service and management regarding environmental vulnerability, fragmentation, and the safeguarding of ecosystems’ services

Expected Outputs (EN):

The project will increase the level of capacity of civil protection stakeholders in the ADRION area in managing and preventing natural and manmade hazards. This will be accomplished by reviewing and assessing the current status in the ADRION area with reference to different state of countries (old and new EU members, IPA countries with or without association with the EU mechanism) and then producing a Strategic plan for relevant regulatory frameworks harmonization and homogenization, and a civil protection early warning system for addressing early warning in a uniform way. Thus a transfer of best experiences from the older EU states to the rest of the area will be accomplished. The resulting transnational early warning system will enhance civil protection institutions and overall community readiness in facing natural and manmade risks in a timely and efficient manner, their promptness in delivering relief assistance across state borders and other artificial boundaries imposed by human conventions and treaties and better coordination with the EU CP Mechanism. The ensuing ADRION civil protection institution network will thus be equipped with a highly innovative transnational early warning platform, its functionalities and processes being utilized by the different civil protection Functional Centers and Operational rooms, and will be operating with a joint/common Early Warning System Regulatory Framework, which contains common procedures and rules of Early Warning management based on uniformity and similarity of existing legislation and operational rules. In this context, the project result contributes to the programme result indicator by increasing organizational level of capacity of civil protection organisms to transnationally operate in tackling natural and man-made disasters in a territory so politically fragmented as the Adriatic Ionian basin.
