Description (EN): Because of the frequency of emergency events with cross-border impact caused by floods and forest fires, it has identified the need for better cooperation between the relevant authorities in Romania and Bulgaria, to setting-up a common mechanism and systems for better forecasting and managing natural and anthropic hazards and to endow the involved institution with performing, effective intervention tools, especially for forest fires.
The project overall objective is to increase the reactive and preventive capacity in case of forest fire or floods in the Giurgiu - Ruse cross - border cooperation area, as well as to improve the cooperation and communication between the governmental and non - governmental organizations in Romania and Bulgaria in the field of emergency situations.Specifically, there are currently forest fire intervention procedures at the ESI Giurgiu (Emergency Situation Inspectorate Giurgiu) level, but there is no inter-institutional and cross-border communication strategy for effectively coordinating this type of disaster, as there are no modern tools for appropriate intervention in such cases in endowing of ESI Giurgiu.
Thus, the project will develop a common mechanism for intervention in forest fires in the Giurgiu-Ruse cross-border region, targeting the specialized structures of the two countries, namely the Emergency Committees, that are leaded by representatives of the Giurgiu County Council and the Ruse Regional Administration. The integrated system that will be developed will allow better forecasting and management of natural and anthropic hazards and will be based on the specialized studies conducted by the University of Ruse. Public awareness in the field of disaster risk prevention in the two countries will be made through the intervention of the specialized structures of the Red Cross in Romania and Bulgaria, partners in the project.
The project will contribute to the following output indicators: Population benefiting from flood protection measures, Population benefiting from forest fire protection measures and through this project will be created 4 partnerships in the field of joint early warning and emergency response.
Forest fires are a potentially destructive risk phenomenon for RO and BG, as the dangers caused by them adversely affect the inhabitants of both parts of the Danube. Besides the possible victims, forest fires can cause forest fund destruction and can lead to the deterioration of the air quality and the intensification of the desertification process. Floods have always been a threat to the Giurgiu-Ruse cross-border region, both on the Danube and the internal communicating rivers. In order to prevent undesirable effects of these phenomena, it is necessary to have a common management and intervention strategy and a specialized technical endowment. It also requires a common intervention strategy and common plans. The POD project aims to come up with solutions for all these issues, which through their social impact come to support the entire population of Giurgiu county and Ruse district.
The novelty of the project is that it comes first with specific cross-border solutions for forest fire risk prevention and management and will develop a common strategy and joint intervention plans at the level of the Emergency Committees between the Ruse district and Giurgiu county. Also, for the first time, partnerships between governmental and non-governmental institutions will be created to improve the management of these types of disasters
The project indicative budget is 1.000.000 euro which is split between partners as follows:
Giurgiu County - 500.000 Euro
Red Cross Giurgiu Branch - 120.000 Euro
Bulgarian Red Cross - 100.000 Euro
University of Ruse “Angel Kancev” - 190.000 Euro
Busines and Innovation Cluster Ruse -inactive partner- 90.000 Euro
Through the proposed activities the project will contribute to the following programe indicators:

The following progress has been achieved during the project implementation period:
The conferences for launching the project were organized in 2020, online on the 28th of July by the LB and on the 30th of September 2020 by the B2- Bulgarian Red Cross.
LB – Giurgiu County Council received on 14.09.2022 two Water trucks (20 tons) with pump which will be used by ESI Giurgiu for interventions in case of floods or forest fires.
On 10.03.2023 took place the reception of the emergency intervention equipment (Respiratory protection devices, thermal imaging integrated in the mask).
A common strategy for intervention and preventive action against forest fires in the Giurgiu - Ruse area was developed.
A joint partnership was concluded on 06.12.2023 between Giurgiu County Council and Giurgiu County Prefect Institution, Ruse Regional Administration, Emergency Situation Inspectorate Giurgiu, Giurgiu Municipality, Comana Municipality, Singureni Municipality, Prundu Municipality, Izvoarele Municipality, Schitu Municipality, Gostinu Municipality and Dve Mogili Municipality.
B2 – Bulgarian Red Cross, participated at the trainings and Info Days organized by Beneficiary 3 – Red Cross Giurgiu Branch and also participated at the signing of collaboration protocols between B3 and institutions responsible for flooding and forest fire intervention in the Giurgiu-Ruse cross-border cooperation area.
During the period 28.02-01.03.2023, B2 organized an Info Day in Ruse which was attended by 58 people, 15 of them from Romania.
During the period 23-24.03.2023 a round table and conference were organized and were attended by 62 participants, 24 of them from Romania.
On 30.03.2023 took place the training of the population according to W.P. 4 - Flood preparedness of the population in the Ruse and Giurgiu area in the municipality of Slivo Pole - the village of Ryahovo and the town of Slivo Pole, as well as in a school in the town of Dve Mogili. Trained persons from the adult population - 49, of which three Romanian citizens, and from the students in high school course - 24 persons.
B3 – Red Cross Giurgiu Branch organized 7 training sessions in the field of flood protection measures. Also organized a round table and a conference (15-16.09.2022) and an event with the institutions responsible for the intervention in the event of floods and forest fires in the Giurgiu-Ruse cross-border cooperation area (29.09-02.10.2022).
During the period 27-28.04.2023 were organized the Info Days in Giurgiu.
The Partnership for training actions and volunteering in flood situations, was concluded on 03.04.2023 between Red Cross Giurgiu Branch and Bulgarian Red Cross, Sport Club of the Fire Safety and Civil Protection Department in Ruse and NGO Association Euroregion Danubius.

B4 – University of Ruse “Angel Kanchev” received the Geographic Information System (GIS) and integrated it into it’s technological environment. This GIS system will help establish a list of areas likely to be affected by forest fires.It was elaborated a bilingual inventory (in Romanian and Bulgarian languages) with areas which can be affected by forest fires in the Giurgiu-Ruse area. Also it was elaborated an assessment of the vulnerabilities and hazards that can be generated by the forest fires in the Giurgiu-Ruse area.
In the period 05-07.04.2023 in Veliko Tarnovo the event titled “Concluding collaboration protocols with the institutions that have attributions in the field of floods and forest fire intervention in the Giurgiu - Ruse cross border cooperation area” was held, organized by the team of the University of Ruse.
On 24th of November 2024 two joint cooperation protocols were concluded by University of Ruse “Angel Kanchev”, namely:
1. Partnership for the Danube river concluded between University of Ruse "Angel Kanchev" and Regional administration- Ruse district, Bulgarian Ports infrastructure Company - Ruse, branch Port-Ruse, Regional Historical Museum – Ruse, Giurgiu County Council, National Company Administration of Danube River Ports and County Museum „Teohari Antonescu". This partnership aims at establishing, under the conditions of the law, the general framework of cooperation between the Parties, directed to protection of Danube River and the Danube space from forest fires and floods in the Giurgiu - Ruse region as well as to preservation of the biodiversity, natural and cultural heritage.
2. Partnership agreement for the education of children and young people for sustainable management of forest fires and floods concluded between University of Ruse "Angel Kanchev" and Regional Management of Education – Ruse, Regional Directorate "Fire Safety and Protection of Population, Bulgarian Red Cross, Giurgiu County Council, School Inspectorate-Giurgiu, High School "Ion Maiorescu"-Giurgiu, High School "Nicolae Cartojan"-Giurgiu, Emergency Situation Inspectorate-Giurgiu and Red Cross Giurgiu Branch. This partnership aims at establishing, under the conditions of the law, the general framework of cooperation between the Parties, directed to education of children and young people for sustainable management of forest fires and floods in the Giurgiu - Ruse region.

Expected Results (EN): R3.1 - The quality of the joint risk management in the CBC area
Expected Outputs (EN): With a budget of almost 1.000.000 euro, this project aims to increase the reactive and preventive capacity in case of forest fire or floods in the Giurgiu - Ruse cross - border cooperation area, as well as to improve the cooperation and communication between the governmental and non - governmental organizations in Romania and Bulgaria.
The expected outputs are:
- Raising public awareness in the Giurgiu - Ruse cross border cooperation area of the risks of forest fires and floods through training and communication.
Through the activities described for this purpose (training, seminar, roundtables, infodays, flood preparedness, promotional materials, brochures) a significant number of people in Romania and Bulgaria (including students, Red Cross people, People from emergency situation institutions or ong-related institutions). Number of beneficiaries floods and forest fires measures: 10.000 people (5.000 from BG and 5.000 from RO)
- Developing the capacity to react in case of forest fires, intervention operative center by equipping them with modern intervention equipment;
By purchasing intervention equipment in forest fires and floods by GC for the beneficiary of ESI Giurgiu, which has the capacity to intervene at Giurgiu County level, the entire population of Giurgiu County will benefit. Number of beneficiaries of floods and forest fires measures: 275,000 people (population of Giurgiu county)
- Development of a common mechanism for forest fire interventions in the Giurgiu - Ruse cross border cooperation area improving joint risk management in the Giurgiu - Ruse cross border cooperation area
Following this activity, studies will be carried out and based on these studies, a common strategy for intervention and preventive action against forest fires in the Giurgiu - Ruse area will be developed. It will be available in the RO and BG language and will be available for the Emergency Committee in 2 countries and for all partners too. The aim of the strategy is to set up harmonized integrated tools for risk prevention. This strategy will benefit all inhabitants of Ruse district and Giurgiu County. Number of beneficiaries of measures for forest fires: 500,000 people (population of Giurgiu county and Ruse district)
So, at the end of the project we have proposed to achieve the following:
