Description (EN):

Provision of public services is a major challenge in NPA areas due to lack of critical mass and human resources in remote dispersed communities with low population densities and urgent need to address climate change. This project explores the practical application of Disruptive Technologies in public service provision. This includes use of Virtual Reality (VR), Internet of Things (IoT), Artificial Intelligence (AI) and Blockchain in health and social care, environmental management and training. Successful application can save costs, increase viability, improve use of scarce human resources, span distances and improve decision making. However, the small number and concentration of disruptive technology research and innovation centres, allied with low levels of awareness, present serious blocks to realising this improvement. The approach of DISTINCT is to work on a transnational axis, producing discrete outputs to overcome these blocks and challenges, i.e.: Use technology foresight techniques and structured engagement with public sector and research/innovation workers to estimate demand and identify applications, models and solutions; Deploy demonstrators and develop disruptive technology rollout roadmaps to build awareness, confidence and implementation knowledge in distinct public sector areas (environment, health/social care and training); Document existing disruptive technology centres of capacity and best practice options to improve innovation and diffusion. This will drive achievement of the project’s main result, i.e., “3 NPA regions with significantly enhanced capacity to deliver future-proof viable public services using disruptive technologies” and contribute to the NPA Programme result for Priority Axis 1- Innovation. The project brings together 3 main partners (university/public sector) from Finland, Ireland, Sweden with associate partners from Iceland and Canada.

Expected Results (EN): Awareness and attitudes among health professionals towards the use of eHealth technologies.

Expected Outputs (EN):

The main result of the DISTINCT project is “3 NPA regions with significantly enhanced capacity to deliver future-proof viable public services using disruptive technologies as a result of increased awareness, preparedness and innovation planning”. This will contribute positively to the programme result indicator for objective 1.2 of Axis 1, i.e., “increased awareness of the and openness to new approaches to providing and using public services that will meet future demands in remote and sparsely populated areas”. This positive contribution is achieved through the project’s outputs and is described below: - (OT 1.1) Foresight Analysis report will increase awareness among public authorities by discovering applications and estimating potential demand, of how particular disruptive technologies can be applied to particular public services in remote and sparsely populated areas - (OT 1.2) NPA Disruptive Technologies Capacity Evaluation report will reinforce this awareness and openness by quantifying and disseminating the research and innovation centres and resources available in the NPA that can assist public authorities to implement new approaches – using disruptive technologies – to public service provision. - (OT 2.1) Disruptive Technologies Demonstration Workshops and webinars will not only communicate the previous two outputs, i.e., Foresight Analysis (OT 1.1) and NPA Capacity Evaluation (OT 1.2), but by direct engagement with service practitioners and demonstration of practical application of disruptive technology, will further deepen awareness and openness among public service providers. - (OT 2.2) Recommendations will contain two practical outputs, Best Practice Recommendations (providing guidance on how available disruptive technology research and innovation capacity from across the NPA can be deployed at local, regional and transnational level) and Implementation Roadmaps (containing specific steps, services, timelines and stakeholders setting out how particular regions intend to implement disruptive technologies in their new service plans). By delivering two practical tools that can be used across the NPA area, the project can have a step-change impact by helping public authorities from awareness to implementation. The approach of the project’s Communication Plan (A.C.1) will be to target communication of the above outputs to public authorities and the research/innovation sector across the NPA area as they emerge over the project time-period. The project’s closing event, in particular, will provide a flagship NPA-level event that will target public authorities and disruptive technology providers and researchers across the area.
