The project aims to ensure that urban space becomes efficient and attractive to local community and visitors. During the project municipal actors will receive theoretical trainings about planning of urban space, revitalisation of deprived areas and development of tourism. Through involvement of local communities and professionals in the workshops and trainings, the know-how, which will be brought to the project by external experts, will be passed on to local professionals and ideas of project participants will be presented to local municipalities to be included in their spatial planning documentation, ensuring a long-term impact of project activities. Methodological Handbook for planners and development concepts for defined areas will be elaborated. Two pilot revitalization projects will be implemented (32689 m2 in Rēzekne and 1,09 ha in Pskov) to make urban green space efficient and attractive to visitors.

Projekta mērķis ir pilsētas degradēto teritorija efektīva un racionāla izmantošana un pārveidošana par pievilcīgām teritorijām. Projekta realizācijas laikā pašvaldības speciālisti apgūs teorētiskās zināšanas par pilsētvides plānošanu, degradēto teritoriju revitalizēšanu un tūrisma attīstīšanu. Tiks piesaistīti ārējie eksperti, kas piedalīsies semināros un meistarklasēs, informēs sabiedrību par pilsētas zaļo teritoriju teritoriju efektīvu izmantošanu. Projekta dalībnieku idejas tiks prezentētas vietējām pašvaldībai, lai tiktu iekļautas teitorijas plānošanas dokumentos, nodrošinot to pielietojumu ilgtermiņā. Meistarklašu laikā gūtās atziņas tiks apkopotas Rokasgrāmatā stratēģisko dokumentu plānošanas speciālistiem. Projekta ietvaros tiks revitalizētas divas degradētās teritorijas (32689 m2 Rēzeknē un 1,09 ha Pleskavā), padarot tās par racionāli izmantojamām un pievilcīgām teritorijām gan pilsētas iedzīvotājiem, gan viesiem.

Целью проекта является эффективное и рациональное использование депрессивных городских территорий и преобразование их в привлекательные городские пространства, как для местных жителей, так и для туристов города. В ходе реализации проекта представители муниципальной власти получат теоретические навыки о планировании городского пространства, оживлении депрессивных территорий и развитии туризма. Внешние эксперты поделятся теоретическими навыками с местным сообществом для эффективного использования зеленых городских территорий. Идеи представителей местных сообществ будут закреплены в документе пространственного развития, который будет обеспечивать устойчивость после реализации проекта на долгосрочный период. По итогам проведенных мастер-классов будут разработаны Методические рекомендации для специалистов по планированию и разработке стратегических документов в целях развития депрессивных территорий. В рамках проекта будет проведена ревитализация двух пилотных территорий (32689 m2 в Резекне и 1,09 га в Пскове) для рационального использования и создания привлекательного городского пространства для туристов и жителей города.

Expected Results (EN):

It is expected that the number of cross-border visitors in the ambient reflection park (the revitalized urban area in Northern district park of Rēzekne) and in the urban greenintarium (the revitalized urban area in Pskov) will increase at least by 15% by year 2023. Increasing from 35247 in 2014 in Rēzekne to 40 545 in 2023 & 298500 in 2014 in Pskov to 343275 in 2023.

Expected Outputs (EN):

The results to be achieved through implementation of two urban nature areas revitalization projects is an increase in the number of cross-border tourist flow. Therefore, revitalization of two urban nature areas (32689 m2 in Rēzekne and 1.09 ha in Pskov) is the output of this activity. The statistics of the number of cross-border visitors will add to the existing number of visitors.
