Inland waterway transport still has unexploited capacities compared to other transport modes – in Europe and even more so in the Danube region – because of the existence of various challenges, such as navigational bottlenecks, a partly obsolete inland fleet and a shortage of qualified personnel. These challenges require mobilization of resources and close coordination of activities. This project is therefore aimed at establishing a stable and effective governance system for PA1a. This project will support the implementation of the EUSDR and will thereby enhance transnational institutional capacity of public authorities and stakeholders in the Danube region. The core activities of this project include: M1 - Management, publicity and communication: Efficient project management as well as high visibility of project outcomes via targeted dissemination activities. T1 - Policy development: Monitoring relevant policy initiatives as well as contributing to selected policy initiatives related to Danube navigation and waterway development. T2 - Cooperation and coordination: Involvement of targeted inland waterway stakeholders in the Danube regions as well as cross-thematic co-operations with other PAs and EU institutions. T3 - Strategic projects: Monitoring and supporting project initiatives, which are essential for realizing policies through operational implementation works.The project main result will be the PA1a’s improved effectiveness of coordination and strategy implementation in supporting the competitiveness of inland navigation on the Danube and its navigable tributaries through enhanced coordination between the PAs actors, the facilitation of project initiatives and through targeted support for policy development.

Expected Results (EN): The status of management capacities of Priority Area Coordinators (PAC) to effectively implement EUSDR goals, targets and key action (survey composite indicator)

Expected Outputs (EN):

The project main result will be PA1a’s improved effectiveness of coordination and strategy implementation in supporting the competitiveness of inland navigation on the Danube and its navigable tributaries through enhanced coordination between the PAs actors, the facilitation of project initiatives and through targeted support for policy development. The main change that the project is aiming for is the establishment of a stable and closely connected governance mechanism between all actors involved in the implementation of PA1a. The project main result will contribute to the Programme Result Indicator as follows: Output T1.1-1.5: Specific policy recommendations related to administrative barriers, fairway maintenance, port development, professional qualifications and fleet modernization are directly linked to existing European policy processes. Regarding the themes addressed, the Danube Region has specific issues which should be taken into account on the European level. Output T2.1: the PA1a coordination interactions produced within this project have the direct benefit of integrating and engaging all involved actors in the activities of PA1a. This not only ensures broad acceptance of the jointly developed outputs, but also forms the backbone of the PA1a coordination work. Output T3.1: The projects supported by PA1a form another backbone for PA1a development and strategy implementation. Without an active project pipeline, the PA1a governance system would gradually lose its relevance.
