Description (EN): The project will execute the repair works on the most worn-out sectors and its furnishing with safety elements on the car road “Kola –Verhnetulomskiy – BCP Lotta” to provide smooth mutually beneficial crossing of the border Russia-EU.

Achievements (EN):

The road “Kola - Verkhnetulomsky – BCP Lotta” connects the territories of neighboring countries, this is the shortest distance from the Russian port city of Murmansk to the north of Finland (Inari municipality). The state of the road prior to the implementation of project did not guarantee the safety of the movement of passengers and goods using this route, and, accordingly, limited the rights of citizens to free movement. As a result of project implementation, the road was brought to standards - worn-out sections of the road were repaired, the entire road was equipped with barrier fences, the laboratory was equipped with an asphalt concrete analyzer, which makes it possible to compose asphalt recipes taking into account Arctic conditions, 41 people improved their knowledge. Comparison of the results of public opinion polls among private, public sectors and population of the Murmansk region, carried out before the start of the project (August 2015, 98% of respondents say that the construction of the above-mentioned road is absolutely necessary) and after main project works were implemented (September 2021) showed that 96% of the respondents are satisfied with the quality of the repair and road marking of the road “Kola - Verkhnetulomsky – BCP Lotta”.

Delivered Outputs (EN):

1. The road is furnished with safety elements – safety fence was replaced along the repaired road (16,9 km (16991 running meters) of safety fence) We have changed safety fence along all road which is 16991 running meters. 2. Repair works on most worn out sections of the road "LOTTA" were made. The length of reconditioned parts of the road is 230 km. This is the full length of the route Murmansk-Kola-BCP Lotta. The reconditioning was held on the most worn out sections which are situated on different parts of this road (which means that parts of the road where reconditioning was help are not situated in a row but in different sections of this road). But as a result the road was repaired, so we consider the road to be totally reconditioned as a result of this project. There is no double counting. 3. Competence building events were conducted on both sides of the border in the field of road construction, quality control, using modern technologies and materials to repair road cover, safety elements and road-traffic safety, sharing international road expertise in Arctic conditions: 41 specialists of the Murmansk region participated in training sessions and received certificates.
