The project promotes the initiation and support of cooperation projects between universities, SMEs and start-ups. To this end, a programme will be developed that focuses on SMEs as the most critical resources and leads to and through the innovation process by identifying possible solutions based on relevant challenges, identifying the most promising solution and preparing for the implementation of the first innovation project. Based on the problems and needs of SMEs, suitable ideas, founders, existing start-ups and universities are identified and brought together with the SME during idea creation (analysis, orientation, inspiration), the idea filter (validation) or the setup (team infrastructure, team building, mentoring, handover). The SME programme is divided into three phases, which will ideally be completed by the SME: Idea-finding: Problem/potential fields are identified; an open innovation challenge, to which founders, startups and universities can apply, collects possible solutions. Result: The SME has a list of realistic solutions that can be followed up. Idea filter: Possible solutions are validated with the help of experts (founders, researchers, entrepreneurs, specialists, etc.) and the most promising solution approach is selected. Result: The SME has systematically focused and can now go into implementation on a solid basis. Setup: People and cooperation partners will be recruited for the project team, which then goes into the implementation of an innovation project. Result: There is a project team, which is technically and methodically optimally prepared to go into the implementation of the innovation project. The programme or phases shall follow a defined time and milestone plan which is identical for all SMEs participating in the programme and repeats itself at a fixed pace. This ensures that certain formats can be implemented simultaneously with all participating SMEs, which also encourages exchanges between SMEs and minimises administrative burdens. In addition, the uniform start date allows a much more targeted application of the program in the target groups. For phases 1 and 2, the duration of each quarter shall be one quarter; for phase 3, the duration of two quarters or half a year. Thus, the entire programme has a duration of one year. We estimate that with the resources available, 5-6 SMEs go through the programme each year and that the programme will generate a total of 20-30 points of contact up to cooperation projects between SMEs, founders/start-ups and universities. The second objective of the project is to establish cross-border institutional cooperation between the project partners themselves. The challenge lies in the coordination of all participating universities, incubators and initiatives; they can better fulfil their mission to promote start-up in the network, because they become capable of acting beyond their own programme area. The coordination of the project partners includes the exchange of experience, knowledge transfer and networking to create synergy effects. At the heart of this institutional cooperation is the networking of universities (research), start-up (specialists) and established economy (contractors/implementers) in order to improve the cross-border exchange of these three actors.

Das Projekt fördert die Anbahnung und Begleitung von Kooperationsprojekten zwischen Hochschulen, KMU und Startups. Hierzu wird ein Programm entwickelt, das die KMU als kritischste Ressourcen in den Mittelpunkt stellt und an den Innovationsprozess heran und hindurch führt, indem wir auf Basis relevanter Herausforderungen mögliche Lösungsansätze aufzeigen, den vielversprechendsten Lösungsansatz identifizieren und auf die Umsetzung des ersten Innovationsprojektes vorbereiten. Ausgehend von den Problemstellungen und Bedürfnissen der KMU werden passende Ideen, Gründer, bereits existierende Startups und Hochschulen identifiziert und während der Ideenfindung (Analyse, Orientierung, Inspiration), beim Ideenfilter (Validierung) oder beim Setup (Team-Infrastruktur, Team-Building, Mentoring, Handover) mit dem KMU zusammengebracht. Das KMU-Programm unterteilt sich in drei Phasen, die vom KMU idealerweise komplet durchlaufen werden: Ideenfindung: Problem-/Potentialfelder werden identifiziert; mittels einer Open Innovation Challenge, auf die sich Gründer, Startups und Hochschulen bewerben können, werden mögliche Lösungsansätze gesammelt. Ergebnis: Dem KMU liegt eine Liste mit realistischen Lösungsansätzen vor, die es weiterverfolgen kann. Ideenfilter: Mögliche Lösungsansätze werden mit Hilfe von Experten (Gründer, Forscher, Unternehmer, Fachspezialisten, etc.) validiert und der vielversprechendste Lösungsansatz ausgewählt. Ergebnis: Das KMU hat sich systematisch fokussiert und kann nun auf einer soliden Basis in die Umsetzung gehen. Setup: Es werden Personen und Kooperationspartner für das Projektteam rekrutiert, welches im Anschluss in die Umsetzung eines Innovationsvorhabens geht. Ergebnis: Es besteht ein Projektteam, welches fachlich und methodisch optimal darauf vorbereitet ist, in die Umsetzung des Innovationsvorhabens zu gehen. Das Programm bzw. die jeweiligen Phasen folgen einem festgelegten Zeit- und Meilensteinplan, der für alle an dem Programm teilnehmendem KMU identisch ist und sich in einem festen Rhythmus wiederholt. Dies gewährleistet, dass bestimmte Formate mit allen teilnehmenden KMU gleichzeitig durchgeführt werden können, was u.a. auch den Austausch zwischen KMU fördert und den administrativen Aufwand minimiert. Außerdem erlaubt der einheitliche Starttermin eine deutlich gezieltere Bewerbung des Programms in den Zielgruppen. Für die Phasen 1 und 2 ist jeweils die Dauer von einem Quartal vorgesehen; für Phase 3 die Dauer von zwei Quartalen bzw. einem halben Jahr. Somit hat das gesamte Programm eine Laufzeit von einem Jahr. Wir schätzen, dass mit den verfügbaren Ressourcen 5-6 KMU das Programm pro Jahr durchlaufen und dass das Programms insgesamt 20-30 Berührungspunkte bis hin zu Kooperationsprojekten zwischen KMU, Gründern/Startups und Hochschulen erzeugen wird. Das zweite Projektziel ist die Etablierung einer grenzüberschreitenden, institutionellen Zusammenarbeit zwischen den Projektpartnern selbst. Die Herausforderung liegt in der Abstimmung aller beteiligten Hochschulen, Gründerzentren und Initiativen; diese können ihren Auftrag zur Förderung von Gründertum im Verbund besser erfüllen, weil sie über ihr eigenes Programmgebiet hinaus handlungsfähig werden. Die Abstimmung der Projektpartner umfasst den Erfahrungsaustausch, den Wissenstransfer und die Netzwerkbildung zur Schaffung von Synergieeffekten. Im Zentrum dieser zu etablierenden institutionellen Zusammenarbeit steht die Vernetzung von Hochschulen (Forschung), Gründertum (Spezialisten) und etablierter Wirtschaft (Auftraggeber/ Implementierer), damit der grenzüberschreitende Austausch dieser drei Akteure verbessert wird.

Achievements (EN):

The aim of the project was to initiate and initiate cooperation projects between universities, SMEs and startups, which, on the one hand, should help start-ups in their further development towards market maturity and, on the other hand, provide SMEs with much-needed innovation impulses. In addition, cross-border cooperation between actors in this field should be promoted. At the beginning of the project, we focused on establishing an efficient project infrastructure. Since we had to carry out the project largely under pandemic conditions, the focus was on implementing digital cloud and communication tools to ensure the workability of the project team. In addition, a digital database infrastructure was set up, which later served as the basis for matching startups and SMEs. At the same time, an innovation programme for SMEs was further refined from an initial idea to a concrete offer, based on surveys of SME managing directors and their innovation needs. To communicate these offers, extensive marketing activities have been carried out, including a communication strategy, marketing materials and the activation of multipliers. The marketing strategy has been implemented through different channels. When it became clear that the very extensive innovation programme did not find the desired response in practice, we undertook an extensive evaluation of the concept so far. The result of the process was the development of a rather low-threshold innovation journey (‘start-up safari’). The very attractive program of the trip was very popular in the target group. However, when this innovation journey had to be cancelled due to a lack of sufficient participants, the consortium focused on the activities that worked and delivered results; the direct matching of startups, SMEs and universities. At the beginning and during the duration of the project, well over 150 participating start-ups, SMEs and universities were integrated into the aforementioned database infrastructure. The database infrastructure served as the basis for matching; various information from the participating companies and universities were maintained here, which helped to find suitable “couples”. In this way, the appropriate support offer could be identified very efficiently for the corresponding needs. In this way, a total of 45 ‘start-up SMEs and university-sME couples’ were successfully matched and corresponding cooperations initiated over the duration of the project. Especially in order to ensure the continuity of the project or its results to date, a publicly accessible online platform was established, which were based on the experience of the rather rudimentary and manually operated database infrastructure. The online platform allows an automated identification of suitable start-up SME pairs without the intervention of us as operators. Setting up the platform infrastructure, profiling and onboarding for over 80 startups, SMEs and universities were part of these activities. In order to further deepen the direct matching between startups, SMEs and universities, the development of a corresponding event format was initiated before the end of the project term. Efforts have been made to network with other projects and initiatives, in particular with the Research Group Entrepreneurship of the Vierländerregion Bodensee (formerly IBH) and the IHK initiative “Startup meets SMEs”. In addition, the relationship between the partners has deepened considerably over the project activities. This even led to an officially announced strategic cooperation between the starting field and the start network Thurgau.

Expected Outputs (DE):

1. Durch die institutionelle Bündelung der Kräfte werden grenzüberschreitende Hochschul-Startup-KMU-Kooperationen überhaupt erst möglich: keiner der beteiligten Projektpartner wäre imstande, die nötigen Netzwerk-Ressourcen für einen grenzüberschreitenden Austausch der Akteure allein aufzubringen. 2. KMU werden auf den Mehrwert einer Kooperation mit Startups sensibilisiert; Kooperationen kommen dadurch häufiger zustande. 3. Wichtige wissenschaftliche Errungenschaften von Universitäten und Hochschulen gehen nicht an überregionale und außereuropäische Innovatoren verloren, sondern werden in der eigenen Region in praktische Anwendungen und Geschäftsmodelle übersetzt. Mit einer Hochschul-Startup-KMU-Kooperation werden die klügsten Köpfe aus Theorie und Praxis schon in der Forschungsphase miteinander vernetzt, was vor allem KMU, Startups und nicht zuletzt der Region einen entscheidenden Wettbewerbsvorteil verschafft.
