At this stage, there is no common evaluation toolkit for the standardised performance assessment of cross-border crisis management measures between different authorities (e.g. administrative districts, cantons) and operational organisations (e.g. fire brigade, police, technical aid agency, civil protection) in the Alpine Rhine-Bodensee-Hochrhein region. Based on existing experience of the project practice partners in cross-border crisis management, the overall objective of the project is therefore to improve cooperation between different authorities and operational organisations by developing a common evaluation toolkit for uniform performance evaluation with different practical partners as well as by carrying out initial tests to verify suitability for practice. In particular, the specific framework conditions of the programme region will be taken into account. Therefore, relevant findings and information (procedure, communication, responsibilities, etc.) from conducted studies, in particular the IBK study, as well as existing evaluations of past exercises and assignments are collected in a structured manner and based on the development of the toolkit. In addition, the tools to be developed together with the partners are tested and further developed as part of various exercises for its practical suitability. In addition to intensifying the already existing dialogue on cross-border crisis management, the joint development of the project and the close coordination with the project partners and the subsequent application of the project results in a sustainable, standardised evaluation toolbox that is in place beyond the project, so that a direct benefit for crisis management across the region is to be expected.

Zum gegenwärtigen Zeitpunkt ist ein gemeinsames Evaluationsinstrumentarium zur standardisierten Leistungsbewertung grenzübergreifender Maßnahmen zur Krisenbewältigung zwischen verschiedenen Behörden (z.B. Regierungsbezirke, Kantone) und Einsatzorganisationen (z.B. Feuerwehr, Polizei, Technisches Hilfswerk, Zivilschutz) in der Alpenrhein-Bodensee-Hochrhein-Region nicht vorhanden. Basierend auf vorhandenen Vorerfahrungen der Projektpraxispartner in der grenzübergreifenden Krisenbewältigung, liegt die übergeordnete Zielsetzung des Projekts deshalb darin, die Kooperation zwischen verschiedenen Behörden und Einsatzorganisationen zu verbessern, indem mit unterschiedlichen Praxispartnern ein gemeinsames Evaluationsinstrumentarium zur einheitlichen Leistungsbewertung entwickelt wird sowie erste Tests zur Überprüfung der Praxistauglichkeit durchgeführt werden. Dabei werden insbesondere die spezifischen Rahmenbedingungen der Programmregion berücksichtigt. Daher werden im Vorfeld relevante Erkenntnisse und Informationen (Ablauf, Kommunikation, Verantwortlichkeiten etc.) aus durchgeführten Studien, insbesondere der IBK-Studie, sowie bestehenden Auswertungen vergangener Übungen und Einsätze strukturiert erhoben und der Entwicklung des Instrumentariums zugrunde gelegt. Das gemeinsam mit den Partnern zu entwickelnde Instrumentarium wird darüber hinaus im Rahmen verschiedener Übungen auf seine Praxistauglichkeit getestet und weiterentwickelt. Durch die gemeinsame Entwicklung im Projekt und die damit einhergehende enge Abstimmung mit den Projektpraxispartnern sowie der anschließenden Anwendung in der Praxis entsteht – neben einer Intensivierung des ohnehin bereits bestehenden Dialogs zur grenzübergreifenden Krisenbewältigung – ein nachhaltiges, über das Projekt hinaus bestehendes, standardisiertes Evaluationsinstrumentarium, wodurch ein unmittelbarer Nutzen für die Krisenbewältigung in der gesamten Region zu erwarten ist.

Achievements (EN):

The aim of the project was to intensify cooperation between various authorities and operational organisations in the Alpine Rhine-Bodensee-Hochrhein region. Together with various practice partners, a tool for the standardised installation, implementation and follow-up of cross-border crisis management exercises was developed and tested. At the beginning of the project, a systematic literature research of scientific publications laid the theoretical basis for the project. This basic work was then supplemented by a document analysis. For this purpose, the practical partners of the project region provided their documentation and written reports on past cross-border exercises to the research partners consisting of the Zurich University of Applied Sciences (ZHAW) and the University of the Bundeswehr Munich (UniBw M). On the basis of the analysis of these reports, it was possible to obtain essential insights regarding possible cross-border training facilities and fields, as well as the status quo of the evaluation practice. In addition, 15 structured expert interviews were conducted to collect experience and assessments from different perspectives. From this, concrete evaluation objects and criteria for the development of the evaluation tools could be derived. In two workshops in Zurich/Winterthur and in Munich, the findings gained in this way were discussed and further developed within the framework of the project partners. The conceptually developed evaluation tool was piloted in the further course of the project. As part of this activity, it was necessary to practically test the developed evaluation tool and to check for weaknesses. This test was carried out in the context of several exercises in which the project partners could participate as observers. These included the staff frame exercise Konstanz-Kreuzlingen (21.05.22), the Ölwehrübung See (11.06.22), a staff working day Kreuzlingen-Konstanz (11.06.22) and the “TEMPESTAS” exercise of the Kreuzlingen and Constance leadership rods (17.09.22). In addition, the concept of the evaluation toolkit was introduced to and discussed with a scientific audience during the Disaster Research Days 2021. The instrument was also used at the meeting of the Marine Oil Defence Bases (AfU, kant. Oil brigade base maritime police) presented on 9.11.22. At a closing event in Bregenz, the final crisis management toolbox was made available to all stakeholders and handed over to regional councillor Martina Rüscher (22.11.22). Finally, the UniBw M held a presentation on the instruments at the 16th Conference of Rescue Services in Herisau on 18.01.23.

Das Projekt verbessert die Zusammenarbeit im Programmgebiet, insbesondere zwischen Einsatzorganisationen und Behörden bei der grenzüberschreitenden Krisenbewältigung. Das Projekt an sich stellt bereits eine Kooperation dar, da hier Partner sowohl aus Wissenschaft als auch aus Einsatzorganisationen und Behörden involviert sind. Gleichermaßen nehmen Einsatzorganisationen das Projekt zum Anlass, die Zusammenarbeit zu intensivieren und planen gemeinsame, grenzübergreifende Übungen. Zusätzlich werden weitere relevante Akteure (siehe Anlage) beteiligt, indem ihr Erfahrungsschatz und ihre Ansprüche an ein Evaluationsinstrumentarium mit skalierbarem Charakter einbezogen wird. Die Kooperationen bestehen über den gesamten Projektverlauf. Infolgedessen sind in Bezug auf die Wirkungsmessung bereits mit dem ersten Bewilligungszeitraum eine Intensivierung des Informations- und Erfahrungsaustausches sowie eine effektive und effiziente Abstimmung und Koordination der Projektbeteiligten zu erwarten.
