The BLUEBIOMED strategic project promotes the transformation of Mediterranean blue bioeconomy field toward sustainable development goals through innovation. The project supports better governance of innovation policies bridging the transnational governance frameworks active in the Mediterranean area (i.e. UfM, UNEP-MAP, EUSAIR, WestMed, Bluemed Initiative, etc.) with the territorial - regional/national – policy making, assuming the Agenda 2030 Sustainable Development Goals (SDGs) as the common reference grid. R&I strategies for smart specialisation (RIS3) are the key entry point to understand and orient the innovation trends and priorities across MED regions and connect transnational cooperation with investments for growth and jobs of the Cohesion Policy.BLUEBIOMED will develop a governance model of innovation policies to tackle complex challenges and will test the innovative approach through policy experiments triggering the cooperation of the quadruple helix stakeholders for interregional innovation investments. The project will be an open platform for an inclusive co-design process with the wider innovation community promoting a bottom-up MED Innovation Alliance for blue bioeconomy to streamline multiple efforts and initiatives around the Mediterranean. BLUEBIOMED will support the start-up of the Alliance to boost the Mediterranean leadership in transformative innovation of the blue economy.

Le projet stratégique BLUEBIOMED pousse la transformation par l’innovation du domaine de la bioéconomie bleue Méditerranéen vers des objectifs de développement durable. Le projet soutient une meilleure gouvernance des politiques d'innovation reliant les cadres de gouvernance transnationaux de la Méditerranée (ex:UpM ,UNEP-MAP,EUSAIR,WestMed,Bluemed,etc) avec l'élaboration des politiques territoriales régionales/nationales, considérant l'Agenda 2030 des Objectifs de développement durable une grille de référence commune. Les stratégies R&D pour la spécialisation intelligente RIS3 sont le point d'entrée clé pour comprendre et diriger les tendances et priorités en matière d'innovation dans les régions MED, relier la coopération transnationale aux investissements pour la croissance et l'emploi de la politique de cohésion. BLUBIOMED développera un modèle de gouvernance des politiques d'innovation pour relever des défis complexes et testera l'approche innovante par des expériences déclenchant la coopération des acteurs de la quadruple hélix pour les investissements innovants interrégionaux. Le projet sera une plate-forme ouverte pour un processus de co-conception avec la communauté de l'innovation, promouvant une Alliance pour l’Innovation MED pour la bioéconomie bleue pour rationaliser les multiples efforts et initiatives dans la Méditerranée. BLUEBIOMED soutiendra le démarrage de l'Alliance pour dynamiser le leadership méditerranéen vers une innovation profonde de l'économie bleue

Achievements (EN):

In the third semester the project entered its maturity phase and all technical work packages have produced their deliverables. The studying activities, that were already in advanced stage of implementation during the previous semester, were finalized to complete two important deliverables: the RIS3 mapping report based on desk analysis and primary data collection with the attached country/region policy factsheets; the technology and market forecast report to highlight the most promising innovation areas linked to blue bioeconomy.The testing WP has been largely implemented during the period, with the organisation of the multi stakeholder workshops of the four policy experiments that ran in parallel under the coordination of CREDA, ART-ER, IFAPA and Demokritos. Hundreds of people from 94 organisations have been involved, overcoming the initial forecast in the AF.The capitalization activities to startup of the Mediterraean innovation alliance for sustainable blue bioeconomy (MedIA-sbb) progressed in parallel. The Call to action was approved in its definitive version and published, endorsed by the Regions of the CRPM Intermediterranean commission. A co-design process to develop and start-up the alliance was launched, in collaboration with B-BLUE and supported by the BG Community and PANORAAMEd. The first edition of the regional innovation forum, organized by ART-ER in Ferrara (18-19 November at Sealogy) has hosted also the first in person MedIA in person co-design workshop. The event registered a wide and qualified participation, including the speak of the representatives appointed in the Sounding Board who endorsed the launch of the Alliance. A MedIA scoping paper has been drafted and shared with potential members and progressively updated with the results of following contacts and co-design workshop. A second one was organized online in February and other will follow in the following period.Management and communication WPs progressed regularly. The partnership thoroughly assessed the state of advancement of activities and budget consumption. The project steering Group dediced to ask the extension of the duration until September 2022, without endorsing in a major budget revision.Communication accompanied the technical activities, produced ad-hoc materials (articles, news, press release, animated videos) about the Call to action, the policy experiment, the forum. Networking with other projects and stakeholders was finalized towards the MedIA.
