Description (EN):

The main objective of the AVENIR project is to develop and test an open, global and inclusive approach between France and Spain aimed at improving access to employment for unaccompanied minors (UM) in the Pyrenees. . The POCTEFA area is characterized by the progressive aging of the population and a high rate of inactive people. There is therefore a need to welcome and keep young workers in this territory. In this area, there is at the same time an increase in the number of UM, in search of a better future. Motivated, responsible and committed, these young people represent a real opportunity for the development and revitalization of this territory. Supported by child welfare system, they can be offered short vocational training to quickly access employment. Once graduated and their administrative situation regularized, we observe that these young people are not attracted by the rural and mountainous territory but are recruited in the metropolis where they might have networks and more important opportunities. This situation is common to France and Spain in the area. There is therefore an obvious interest in jointly answering the question: how to create the conditions for a long-term installation project in the mountain for UMs? Training and vocational qualification are key elements for access to employment.

L'objectif principal du projet AVENIR est d'élaborer et d'expérimenter une démarche décloisonnée, globale et inclusive entre la France et l’Espagne visant à améliorer l’accès à l’emploi des mineurs non accompagnés (MNA) sur le territoire pyrénéen. L’espace POCTEFA se caractérise par le vieillissement progressif de la population et un taux élevé d'inactifs. Il y a donc nécessité d’accueillir et de garder des jeunes actifs sur ce territoire en déprise. Sur cet espace, on constate concomitamment une augmentation du nombre de MNA, en recherche d’un avenir meilleur. Motivés, responsables et engagés, ces jeunes représentent une réelle opportunité de développement et de revitalisation de ce territoire. Pris en charge par l’aide sociale à l’enfance, ils peuvent se voir proposer une formation professionnelle courte pour accéder rapidement à l’emploi. Toutefois, une fois diplômés et leur situation administrative régularisée, on observe que ces jeunes sont peu attirés par le territoire rural et montagnard mais sont recrutés dans les métropoles où ils peuvent disposer de réseau et d’opportunités plus importantes. Cette situation est commune à la France et à l’Espagne sur la zone. Il y donc un intérêt évident à répondre conjointement à la question : comment créer les conditions pour un projet d’installation pérenne des MNA en milieu montagnard ? La formation et la qualification professionnelle constituent des éléments déterminants pour l’accès à l’emploi.

El principal objetivo del proyecto AVENIR es elaborar y experimentar un enfoque abierto, global e inclusivo entre Francia y España destinado a mejorar el acceso al empleo de jóvenes menores no acompañados (MNA) en los Pirineos. El área de POCTEFA se caracteriza por el envejecimiento progresivo de la población y una alta tasa de personas inactivas. Por lo tanto, es necesario acoger y mantener a los trabajadores jóvenes en este territorio. En esta área, hay un aumento al mismo tiempo del número de MNA, en busca de un futuro mejor. Motivados, responsables y comprometidos, estos jóvenes representan una oportunidad real para el desarrollo y la revitalización de este territorio. Bajo la tutela del sistema de protección social a la infancia, se les puede ofrecer una breve formación profesional para acceder rápidamente al empleo. Una vez graduados y su situación administrativa regularizada, observamos que estos jóvenes no se sienten atraídos por el territorio rural y montañoso, sino que son reclutados en la metrópolis donde pueden tener redes y oportunidades más importantes. Esta situación es común a Francia y España en la zona. Por lo tanto, existe un interés evidente en responder de manera conjunta la pregunta: ¿cómo crear las condiciones para un proyecto de instalación a largo plazo para los MNA en el medio de montaña? La formación y la cualificación profesional son elementos clave para el acceso al empleo.
