The objective is to dynamize the innovation and competitiveness of SMEs by measuring cross-border economic flows between the 3 territories involved, identifying SMEs, start-ups and technology centers with strong added value in the 4 converging areas of the RIS3: energy, mobility, agri-food and creative industries. It will also identify those economic activities not in the area in order to complete the cross-border value chains. 2 value chains (or cross-border poles) will be created, as well as 2 innovation platforms for collaborative work between driving companies and supplier companies that can improve these economic flows within the cross-border scope.

El objetivo es impulsar la competitividad empresarial e innovación de las Pymes midiendo los flujos económicos transfronterizos entre los 3 territorios implicados, identificando Pymes, starts-ups, centros tecnológicos con fuerte valor añadido en 4 áreas convergentes de las RIS3: energía, movilidad, agroalimentación y industrias creativas. También se identificará aquellas actividades económicas no presentes en este espacio transfronterizo para poder completar las cadenas de valor transfronterizas. Se crearán 2 cadenas de valor (o Polos transfronterizos) así como 2 plataformas de innovación para el trabajo colaborativo entre empresas tractoras y empresas proveedoras que puedan mejorar estos flujos económicos dentro del ámbito transfronterizo

L’objectif est d’impulser la compétitivité entrepreneuriale et l’innovation des PME en mesurant les flux économiques transfrontaliers entre les 3 territoires impliqués, en identifiant des PME de pointe, des start-ups , des centres technologiques à forte valeur ajoutée dans les domaines de l'énergie, la mobilité, l'agroalimentaire et les industries créatives. Seront identifiées les activités économiques non présentes sur l’espace transfrontalier afin de pouvoir compléter les chaînes de valeur transfrontalières. 2 chaînes de valeur (ou pôles transfrontaliers) seront créées ainsi que 2 plateformes d’innovation pour le travail collaboratif entre entreprises leaders et entreprises fournisseuses qui puissent améliorer ces flux économiques à l’intérieur de l’ espace transfrontalier.

Achievements (EN):

STARTING POINT: CONVERGENCES BETWEEN SMART SPECIALISATION STRATEGIES: As a starting point, an analysis of the convergences of the Smart Specialisation Strategies (RIS3) of the three territories was carried out to identify niches of opportunity, shared innovation challenges and common interests. This study by ORKESTRA has been compiled in a publication in Spanish, Basque, English and French. In addition, a study has been prepared that includes apprenticeships for entities that promote cross-border cooperation initiatives for innovation and which aims to serve as a reflection for the practice of promoting cross-border cooperation. CHOICE OF THE FOUR PRIORITY THEMATIC AREAS: The COMPET’plus strategic committee, representing the public decision-makers of the three territories, is a space for cross-border policy dialogue that is critical in reflecting on areas of interest and cooperation and in addressing possible joint actions. In its first strategic committee they were defined the four priority areas extracted from the analysis of the RIS3, in which to focus the efforts of the COMPET’plus project: • Electromobility, both in electric and hydrogen, • Hybridisation of energies, • Healthy eating, • ICC: virtual animation collaboration line for industrial applications. ANALYSIS OF CROSS-BORDER ECONOMIC FLOWS: An essential task to define the areas of common interest has been the analysis of cross-border economic flows (mainly, purchases and sales) in convergent RIS3 sectors for each of the territories. This evaluation has made it possible to analyse how the most intense flows behave in the areas and areas of interest and to show those economic flows that leave the cross-border area. KNOWLEDGE-SHARING SESSIONS: In parallel with the analyses and diagnoses carried out, 4 knowledge exchange sessions have been held to share theoretical and practical aspects of the project. ELECTROMOBILITY, IN BOTH ELECTRIC AND HYDROGEN: Creation of a cross-border Consortium in areas of mobility — TOPOS MUBIL and Naveac. ENERGY HYBRIDISATION: Platform for the design of a cross-border corridor of multi-energy stations A study has been prepared on the design of a cross-border corridor of multi-energy stations with the aim of ensuring the loading of vehicles with clean energy. HEALTHY EATING: Innovation platform for close supply and demand The participating companies have set out to work on an innovation platform that groups together the supply and demand around collective catering and that favors the supply of fresh, local, eco or quality brands. It is committed to continue working on the structuring of the sector.

PUNTO DE PARTIDA: CONVERGENCIAS ENTRE LAS ESTRATEGIAS DE ESPECIALIZACION INTELIGENTE: Como punto de partida, se realizó un ánalisis de las convergencias de las Estrategias de Especialización Inteligente (RIS3) de los tres territorios para identificar los nichos de oportunidad, los retos de innovación compartidos y los intereses comunes. Este estudio elaborado por ORKESTRA se ha recogido en una publicación en castellano, euskera, inglés y francés. Asimismo, se ha elaborado un estudio que incluye aprendizajes para las entidades que impulsan iniciativas de cooperación transfronteriza para la innovación y que prentende servir de reflexión para la práctica del fomento de cooperación transfronteriza. ELECCIÓN DE LAS CUATRO ÁREAS TEMÁTICAS PRIORITARIAS: El comité estratégico de COMPET’plus, que representa a los decisores públicos de los tres territorios, es un espacio de diálogo político a nivel transfronterizo que resulta crítico a la hora de reflexionar sobre los ámbitos de interés y de cooperación y de abordar posibles acciones conjuntas. En su primer comité estratégico se definieron las cuatro áreas prioritarias extraídas del ánalisis de las RIS3, en las que focalizar los esfuerzos del proyecto COMPET’plus: • Electromovilidad, tanto en eléctrico como hidrógeno, • Hibridación de energías, • Alimentación saludable, • ICC: línea de colaboración de animación virtual para aplicaciones industriales. ANÁLISIS DE LOS FLUJOS ECONÓMICOS TRANSFRONTERIZOS: Una labor fundamental para definir las áreas de interés común ha sido el análisis de los flujos económicos transfronterizos (principalmente, compras y ventas) en sectores convergentes RIS3 para cada uno de los territorios. Esta evaluación ha permitido analizar cómo se comportan los flujos de mayor intensidad en las zonas y ámbitos de interés y mostrar aquellos flujos económicos que salen del área transfronteriza. SESIONES DE INTERCAMBIO DE CONOCIMIENTOS: Paralelamente a los análisis y diagnósticos realizados, se han celebrado 4 sesiones de intercambio de conocimientos para poner en común aspectos teóricos y prácticos del proyecto. ELECTROMOVILIDAD, TANTO EN ELÉCTRICO COMO EN HIDRÓGENO: Creación de un Consorcio transfronterizo en áreas de movilidad - TOPOS MUBIL y NAVEAC. HIBRIDACIÓN ENERGÉTICA: Plataforma para el diseño de un corredor transfronterizo de estaciones multi-energía Se ha elaborado un estudio sobre el diseño de un corredor transfronterizo de estaciones multienergía con el objetivo de garantizar la carga de vehículos con energía limpia. ALIMENTACIÓN SALUDABLE: Plataforma de innovación de oferta y demanda de cercanía Las empresas participantes se han propuesto trabajar en una plataforma de innovación que agrupe la oferta y la demanda en torno a la restauración colectiva y que favorezca el aprovisionamiento de productos frescos, locales, eco y/o con marcas de calidad. Se apuesta por continuar trabajando en la estructuración del sector.
