Description (EN):

The free movement of workers is an essential freedom of the EU. The cross-border areas are very sensitive to this reality. Developing its capacity and potential for integration is a key factor in the strengthening of the single market. The European Trade Union Confederation, to which ESTOC partners belong, adopted the "Recommendation to the Governments of the Member States and to the EU regarding the removal of obstacles to the mobility of border workers in Europe". ESTOC proposes to apply such policies in the Occitan-Catalan space through a trade union contribution to transparency and reinforcement of the cross-border labour market. Challenge: Contribution to reduce obstacles to mobility typical of the border effect. Objective: Exploitation of the possibilities of the market; improvement of its transparency; favouring of labour mobility; increase of opportunities. Main results: Preparation a diagnosis of the labour market, formulation of proposals for action. Creation of a joint and permanent trade union network of experts in cross-border work. Added value: Intervention of the trade unions of both regions on the border effect and on its relationship with labour market and cross-border employment. New elements: For the first time, a project deals with the Occitan/Catalan labour market and its relationship with the employment of its inhabitants.

La libre circulación de trabajadores es una libertad esencial de la UE . Las zonas transfronterizas son muy sensibles a esta realidad. Desarrollar su capacidad y potencial de integración y consolidación en el mundo del trabajo es un factor clave del fortalecimiento del mercado único. La Confederación Europea de Sindicatos, a la cual pertenecen los socios de ESTOC, adoptó la “Recomendación a los gobiernos de los estados miembros y a la UE relativa a la supresión de los obstáculos a la movilidad de los trabajadores fronterizos en Europa”. ESTOC plantea aplicar tales políticas en el espacio occitano-catalán mediante la aportación sindical a la transparencia y reforzamiento del mercado transfronterizo. Reto: Contribuir a reducir los obstáculos a la movilidad laboral propios del efecto frontera. Objetivo general: Explotar las posibilidades del mercado, mejorar su transparencia, favorecer una mayor y mejor movilidad laboral, incrementar las oportunidades de empleo. Principales resultados: Elaborar un diagnóstico del mercado de trabajo, formular propuestas de acción. Crear una red sindical conjunta y permanente de expertos en trabajo transfronterizo. Beneficiarios: población activa del territorio. Valor añadido: Intervención de los sindicatos de ambas regiones sobre el efecto frontera, su relación con el mercado de trabajo y el empleo transfronterizo. Elementos nuevos: Por primera vez un proyecto aborda el mercado de trabajo occitano/catalán y su relación con el empleo de sus habitantes.

La libre circulation des travailleurs est une liberté essentielle de l’UE. Les zones transfrontalières sont très sensibles à cette réalité. Développer leur capacité, leur potentiel d’intégration et de consolidation dans le monde du travail est un facteur clé du renforcement du marché unique. La Confédération Européenne des Syndicats, à laquelle appartiennent les membres d’ESTOC, a adopté la “ recommandation aux gouvernements des états membres et à l’UE relative à la suppression des obstacles à la mobilité des travailleurs frontaliers en Europe”. ESTOC propose d’appliquer de telles politiques dans l’espace Occitano-Catalan par la contribution des syndicats à la transparence et au renforcement du marché du travail transfrontalier. Défi: réduire les obstacles à la mobilité caractéristiques de l'effet frontière. Objectif: Exploiter les possibilités de ce marché, améliorer sa transparence, favoriser et la mobilité de la main-d'œuvre, accroître les opportunités. Principaux résultats: élaborer un diagnostic du marché du travail, formuler des propositions d’action. Créer un réseau syndical conjoint et permanent d’experts du travail transfrontalier. Bénéficiaires: population active du territoire. Plus-value: Intervention des syndicats des 2 régions sur l’effet frontière, sa relation avec le marché du travail et l’emploi transfrontalier. Éléments Nouveaux: Pour la 1ère fois un projet concerne le marché du travail occitano-Catalan et ses relations avec l'emploi de ses habitants.
