The high cost of in situ monitoring of land movements influences the management of the associate geological risks, which is often reactive: the action is only taken when the problem is evident. The objective of MOMPA is improving the risk management, contributing to evolve from a reactive approach to a proactive one. The innovation element of the project is the interferometric SAR (InSAR) technique, based on satellite images, for the improvement of geological risk management. This technique, which is sensitive to small terrain deformations, can be used for an early detection of movements. The main results will be: (i) terrain movement maps in an area that includes Alt Urgell, Cerdanya, Capcir, Conflent and Andorra; (ii) associated risk evaluations; (iii) action protocols to support Civil Protection. These will be permanent results, in line with the Europe 2020 strategy, which will be transferred to the Civil Protections (associated partners) and to other organizations, like the local and regional Public Authorities. Mechanisms to transfer the results to other regions and contexts will also be identified. Carrying out a cross-border project will allow us to add up the expertise of four partners, which are specialized in remote sensing and techniques of risk analysis and management.

Los elevados costes de la monitorización in situ de los movimientos del terreno condicionan a que la gestión de los riesgos geológicos asociados sea frecuentemente de tipo “reactivo”: se actúa solamente cuando el problema es evidente. El objetivo de MOMPA es mejorar la gestión del riesgo, contribuyendo a pasar de una aproximación “reactiva” a una “proactiva”. El elemento innovador del proyecto es la técnica de interferometría SAR (InSAR), basada en imágenes satelitales, para la mejora de la gestión de los riesgos geológicos. Está técnica, sensible a deformaciones muy pequeñas del terreno, permite una detección temprana de los movimientos. Los resultados principales serán: (i) mapas de seguimiento de los movimientos del terreno en una zona incluida en Alt Urgell, Cerdanya, Capcir, Conflent y Andorra; (ii) valoraciones de riesgo asociado; (iii) protocolos de actuación de soporte a la Protección Civil. Se trata de resultados permanentes, en línea con la estrategia Europa 2020, que serán transferidos a las Protecciones Civiles (socios asociados) y a otras organizaciones, como las Autoridades Públicas locales y regionales. Se identificarán también los mecanismos para transferir los resultados a otras regiones y contextos. Llevar a cabo el proyecto de manera transfronteriza permitirá sumar las competencias de los cuatro socios del proyecto, especializados en teledetección y en técnicas de análisis y gestión del riesgo.

Les coûts élevés du suivi in situ des mouvements de terrain font que la gestion des risques géologiques soit souvent de type « réactif » : on n’agit que quand le problème est évident. L’objectif de MOMPA est d’améliorer la gestion du risque, ce qui contribue à passer d’une approche « réactive » à une approche « proactive ». L’élément innovateur du projet est la technique d’interférométrie RSO (InSAR), basée sur des images satellitaires, pour l’amélioration de la gestion des risques géologiques. Cette technique, sensible à de très petites déformations du terrain, permet une détection précoce des mouvements. Les résultats principaux seront : (i) des cartes de suivi des mouvements de terrain dans une zone incluse dans Alt Urgell, Cerdanya, Capcir, Conflent et Andorre ; (ii) l'évaluation du risque associé ; (iii) des protocoles d'action et de support aux services de protection civile. Il s’agit de résultats permanents, alignés sur la stratégie Europe 2020, qui seront transférés aux services de protection civile (partenaires associés) et à d’autres organisations comme les autorités publiques locales et régionales. Nous identifierons également des mécanismes pour transférer les résultats à d’autres régions et contextes. La réalisation transfrontalière du projet permettra d’additionner les compétences des quatre partenaires du projet, spécialisés dans la télédétection et les techniques d’analyse et gestion du risque.
