In the zone of Navarre and the Atlantic Pyrenees the valorization of Construction and demolition wastes has become a strategic objective for both the Administration and the construction industry, due to its direct incidence in sostenible economy. The lack of raw material, the problems associated to the opening of new dumps, a strict normative regarding extracting industries and the strategic interest in the rehabilitation of buildings with the objective of adapting them to the requirements derived from the new social and energetic needs, have made the recuperation of Construction and demolition wastes to be seen as a solution to the problem of the raw materials for many actions, amongst them those linked to the recuperation of degraded spaces. The construction industry is the main consumer of materials, as well as the main waste producer (more than 90% are inert). This waste is clearly a priority due to their volume, economical aspect and reusable materials. It is necessary to establish a strategy directed to implant an efficient handling of the latter, in which the fundamentals of circular economy must be the key feature which contributes to their adaptation to climate change. This strategy will respond to every need linked to sustainability (economic, social and environmental) in a general way, and to the waste that may be produced by existing building. We propose to design a strategy taking into account this point and everything above, develop pilot trials which validate it and work towards the qualification and security of people.

En la zona de Navarra y Pirineos Atlánticos, la puesta en valor de los RCD se ha convertido en un objetivo estratégico de la Administración y de la industria de la construcción, debido a su incidencia directa en una economía sostenible. La falta de materias primas, los problemas para abrir nuevos vertederos, una normativa estricta para las explotaciones destinadas a la industria extractiva y una apuesta estratégica por la rehabilitación de edificios con el fin de adaptarlos a las exigencias derivadas de las nuevas necesidades sociales y energéticas, han hecho que la recuperación de los RCD se vislumbre como una solución al problema de la materia prima para muchas actuaciones, incluidas las que tienen como objeto la recuperación de espacios degradados. La industria de la construcción es el principal consumidor de materias y generación de residuos (más del 90% son inertes). Estos residuos, son claramente una prioridad por su relevancia en cuanto a volumen, a aspectos económicos, y a los materiales que se pueden reutilizar. Pero esta valorización de los RCD no se puede hacer de cualquier manera. Es necesario establecer una estrategia para implantar una gestión eficiente de los mismos, en la que los fundamentos de la economía circular tienen que constituirse como la piedra angular que contribuya de un modo efectivo a su adaptación al cambio climático. Esta estrategia dará respuesta a cada una de las necesidades vinculadas a la sostenibilidad (económicas, sociales y medioambientales) de un modo general, y a los residuos que se generen en los edificios existentes. Planteamos diseñar una estrategia teniendo en cuenta ese punto y todo lo expuesto, desarrollar experiencias piloto que la validen y trabajar la cualificación y la seguridad de las personas.

En Navarre et Pyrénées Atlantiques, la mise en valeur des Déchets Inertes est devenue un objectif stratégique de l’Administration et de l’industrie de la construction, en raison de son impact direct sur une économie durable. Le manque de matières premières, les problèmes d’ouverture de nouvelles décharges, une réglementation stricte des exploitations destinées à l’industrie extractive et un pari stratégique pour la réhabilitation des bâtiments afin de les adapter aux nouvelles exigences sociales et énergétiques, ont mis en avant la récupération des Déchets Inertes comme possible solution au problème de la matière première dans de nombreuses phases, y compris celles visant la récupération d'espaces dégradés. Le secteur de la construction est le principal consommateur de matériaux et de déchets (plus de 90% sont inertes). Ces déchets sont clairement une priorité en raison de leur pertinence en termes de volume, d’aspect économique et de matériaux pouvant être réutilisés. Mais il est nécessaire d'établir une stratégie pour mettre en œuvre une gestion efficace de ces systèmes, dans laquelle les fondements de l'économie circulaire constitueront la pierre angulaire, contribuant de manière efficace à l’adaptation au changement climatique. Cette stratégie répondra à chacun des besoins liés à la durabilité (économique, sociale et environnementale) de manière générale, aux déchets générés dans les bâtiments existants, en tenant compte de leur cycle de vie. Nous proposons d’analyser de concevoir une stratégie qui tienne compte de ce point et de tout ce qui vient d’être expliquer, de développer des expériences pilotes qui permettent la validation et de travailler sur la qualification et la sécurité des personnes.
