Description (EN): Maritime accidents leave catastrophic effects on the environment and economy, most of all on tourism, so their prevention is crucial for countries in AI region. Each of the national maritime administrations in the region has the responsibility of surveilling the maritime transport on their own territory and watch over its safety. Thus, it is of utmost importance to coordinate maritime safety at the regional level. Even today, ADRIREP functions as a mandatory ship reporting system, but its procedures do not meet the current requirements and technical achievements. Maritime administrations mutually cooperate, but not in a sufficiently systematic and coordinated way. The overall objective of the project is to increase the level of maritime safety in AI region by introducing systematic cooperation and coordination of maritime administrations of all countries of the region. Specific objectives are to develop systematic coordination, harmonize the legal basis for cooperation, increase the level of data exchange, harmonize and standardize the VTS service, and develop a common education system for VTS operators. The project results include the establishment of the Maritime Safety Permanent Transnational Network that will continuously improve all the areas of regional maritime safety, coordination, and cooperation through the activity of its thematic working groups. The main contribution of the project is: (a) the modernization of ADRIREP, the system which will, through the proposal of new IMO Resolution, analyze different possibilities, develop new procedures, test and legally regulate, (b) harmonization and standardization of VTSs in AI region, (c) analysis, development and piloting of the harmonized training for VTS operators, including the standard of competences, and (d) introduction of the Sea Traffic Management Service system, which is innovative in AI region and which definitely contributes to the optimization of logistical processes in maritime transport and ports.

The EUREKA project is aimed at increasing the level of maritime safety in the Adriatic-Ionian (AI) region by introducing systematic cooperation and coordination of the Maritime Administrations of all the countries of the the region.
In order to contribute to reach this overall objective, all the project’s partners have worked together to define a common strategic document, as key element to set the priority of the cooperation and coordination activities to be implemented in the years to come.
In particular, all the partners have approved the Strategy and the related Action Plan for increasing the level of the Maritime Safety in the AI region, that represent two of the most relevant achievements of the EUREKA project in terms of continuity and sustainability of the project’s results.
The strategic documents are fully in line with the European legislation and international principles, measures and guidelines relevant to the AI basin. In particular, the whole strategy is coherent with the EUSAIR[2] strategy, whose general objective is to promote economic and social prosperity and growth in the region by improving its attractiveness, competitiveness and connectivity.
The Strategy and the Action Plan cover a period of 5 years (2023-2027) and identify 7 (seven) strategic priorities[3], which are broken down into 28 (twenty-eight) strategic objectives and 68 (sixty-eight) actions to be implemented.
In addition, the strategic documents represent the highest strategic work-plan for the Maritime Safety Permanent Transnational Network (MSPTN), established by the EUREKA project to “promote innovative and enhanced cooperation among the Signatories applicable in Adriatic-Ionian Region in line with European collaborative processes, building blocks and cross-sectorial cooperation initiatives at expert and technical level”.
In fact, the Strategy and the Action Plan constitute the basis for the further development of the cooperation between the relevant stakeholders in the AI region and identify the priorities on which the Network (MSPTN) will continue to work and steer the joint maritime safety improvement direction, beyond the EUREKA project.
The Strategy and the Action Plan for increasing the level of the Maritime Safety in the AI region are documents jointly produced by all the project’s partners and coordinated by the Italian Coast Guard.
ACTION PLAN FOR UPGRADING NATIONAL VTMIS:
One of the four EUREKA project main outputs was updating the national monitoring and information systems for shipping (Vessel Traffic Monitoring and Information System – VTMIS). New communication equipment, data exchange stations via VHF (English VHF Data Exchange System – VDES) were integrated, software modules and basic scenarios were developed and tested, which enable more extensive maritime traffic management services (English Sea Traffic Management – STM). The scenarios that STM enables are the exchange of data on the ship’s planned route, between ships and between the ship and the coast station, search and rescue planning, the transmission of navigation warnings, support for logistics operations in the port, and the integration of the exchanged data directly into the ships’ navigation equipment (English Electronic Chart Display and Information System – ECDIS).
There are no limits of what services can be provided within the STM environment, most processes relevant to the management of the sea traffic can be made more efficient/safer by digitalizing, standardizing and at least partially automating data sharing. As such the STM goes hand in hand with the IMO Strategy for the development and implementation of e-Navigation.
There are two ways of communication between the STM enabled entities. The communication can be either over internet or over the AIS (Automatic Identification System)/VDES (VHF Data Exchange System).
The wide options of use has lead to the Action plan, which aims to enable and introduce the STM (Sea Traffic Management) Service in the Adriatic – Ionian region. The upgrades and integration of the STM service in the national systems were also the subject of the EUREKA activities and have been delivered as an essential starting point for further work in the field.

Expected Results (EN): Level of capacity of organisations in the field of transport and mobility to transnationally plan and implement sustainable and multimodal transport and mobility solutions
Expected Outputs (EN): The project results include among others the establishment of the Maritime Safety Permanent Transnational Network that will continuously improve all the areas of regional maritime safety, the coordination, and cooperation through the activity of its thematic working groups. Furthermore, the legal regulation of regional cooperation will be harmonised. That will directly contribute to the realization of the programme output indicator OI_7c.1_1 – Number of supported transnational cooperation networks in the field of environmental-friendly and low carbon transport systems.
Moreover, the project will directly contribute to the realization of the second programme output indicator OI_7c.1_2 – Number of strategies and action plans developed in the field of environmental-friendly and low-carbon transport systems, by developing a Strategy and Action Plan (DT
2.1) for the period 2021-2027, as well as Action Plan for VTS operator training (DT3) and Action Plan for upgrading national VTMIS (DT
4.2).
