Based on a recent study published by EUSDR PA2 renewables will provide 50% of SEE power demand in 2030. With higher levels of utilization of RES energy storage is becoming the key in the next phase of the energy transition in all Danube countries. Even in the most advanced regions the introduction of innovative energy storage and sector coupling applications has just started to gain momentum. As these challenges particularly hit medium-sized and smaller cities, adequate City Storage and Sector Coupling (CSSC) solutions are needed to ensure efficient energy use and increased energy security. CSSC Lab will prepare the ground for accelerating the up-take of CSSC solutions by Danube region cities which is at very low level because of public authorities possess little knowledge and shy the risks of investment. To overcome this barrier, the CSSC Lab project will implement a capacity building programme for municipalities and demonstrate the viability of CSSC solutions for medium-sized and smaller cities in the Danube region. The CSSC Lab consortium consists of 17 PPs (AT, BG, CZ, DE, HR, SI, SK, RO + BiH, ME + MD) from energy agencies, expert organisations and pilot cities, with support from EUSDR as ASP and a large network of ASP cities. CSSC Lab will: 1) elaborate model solution+assessment toolkit for typical urban CSSC use cases, 2) develop/pilot a capacity building programme for municipalities with local trainings, webinars and city coaching sessions, 3) establish four CSSC demo-centers in different partner regions (HR, AT, SI, BG) to demonstrate the feasibility and performance of different CSSC solutions and 4) set up an online CSSC Lab learning platform for sustainable knowledge transfer. Overall, the CSSC Lab project aims at building up a pipeline of CSSC replication projects in target cities across the Danube region. Regional action plans ensure practice transfer at reg. level. Transnat. Policy Recommendations contribute to EUSDR PA2 and PA10 strategies.

DRIVING SUSTAINABLE CHANGE: JAN JAREŠ ON THE SUCCESS OF THE CSSC LAB PROJECT: The CSSC Lab project has been a remarkable example of international cooperation, fostering a culture of sustainability and encouraging the adoption of eco-friendly practices beyond the project's duration. As Jan Jareš, CSSC Lab project communication manager explains, unlike projects that solely produce theoretical outputs, the CSSC Lab project's pilot demonstration centres have continued to attract attention even after the project implementation ended. Municipalities, in particular, have shown great interest in visiting them to learn about sector coupling. HOW HAVE THE PROJECT RESULTS BEEN USED? The CSSC Lab project and especially its outputs are an excellent example of international cooperation with an emphasis on practical demonstration of concrete solutions. The CSSC Lab project addressed the low adoption of CSSC (city storage and sector coupling) solutions by cities in the Danube region. To overcome this, the CSSC Lab project implemented a capacity building programme for municipalities and demonstrates the feasibility and benefits of CSSC solutions in four pilot demonstration centres. Thanks to the investments in the 4 demonstration centres, maximum replicability has been achieved and, unlike projects that generate only theoretical outputs, we are still seeing a great interest from the target groups (especially municipalities) to visit these pilot centres even after the end of the implementation. Currently, the project results are also used as a basis for a follow-up project submitted to the latest Interreg Central Europe call. WAS THE PROJECT'S IMPACT ON POLICY MAKING AS EXPECTED? This project was also exceptional in terms of its impact on policy-making in the partner countries. Speaking for the Czech Republic, the activities and outputs have precisely met the initiatives of professional institutions at a time when the most significant update of the legislative conditions for the use of RES since 2004 is being prepared. Thanks to the project, a close partnership has been established, for example, with the national association for energy storage (AKUBAT) or with the researchers of the national research programme that is preparing legislative changes at executive and implementation level. HAVE THE PROJECT RESULTS INFLUENCED POLICY DECISIONS OR LED TO ANY CHANGES IN THE FIELD? Whether our project has influenced any political or strategic decisions in this area will become apparent in approximately two years, when it is expected that the last legislative barriers will be removed in the EU countries and the full potential of community energy and sector coupling will be fully developed. In any case, our initiatives have prepared a set of six key strategic recommendations. WAS THERE ANY RESISTANCE OR CHALLENGES IN INCORPORATING THE PROJECT RESULTS INTO THEIR WORK? One of the great "advantages" of the project was its timing. We noticed a huge increase in interest in the topics of the project immediately after the start of the conflict in Ukraine and the European energy crisis that immediately followed. The topic became a priority even for entities for which we expected to have to make additional marketing efforts. HOW CAN FUTURE PROJECTS BETTER SUPPORT USE OF THE RESULTS TO DRIVE POSITIVE CHANGE? In our current experience, projects are ideally built on practical pilots, ideally of an investment nature. Illustrativeness and replicability are then much more accessible and scalable.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to contribute to energy security and energy efficiency (survey based composite indicator)

Expected Outputs (EN):

The CSSC LAB Project increase the knowledge of municipalities and relevant actors of Danubian cities about urban energy storage and sector coupling applications and will lay the ground for an accelerated up-take of CSSC Solutions in typical medium-sized and smaller cities of the Danube area. It will establish a knowledge hub, the transnational CSSC LAB, in order to provide target cities with the necessary know-how & tools to enable them for replication of the project results and implementation of concrete CSSC Projects in their specific local context. To create good practice evidence directly in the Danube Region, the Project will establish demo-centers in four Locations in different parts of the Project Region. The CSSC LAB will develop and build upon a set of model solutions & toolkit for assessment of CSSC projects, capacity building activities & materials for city actors, CSSC pilot investments and different on-site learning interactions, and a transnational online CSSC LAB platform with hub character. All to be jointly developed in the course of the project, implying the engagement, know-how transfer & peer cooperation within the transnational partnership in conjunction with local/regional awareness raising, training and Demonstration activities and wide involvement of target cities in a cooperation with project Partners, to facilitate the way to replication of the project results. By putting these CSSC activities into action, a significant contribution to a more efficient, resilient & integrated urban energy system will be made.
