Description (EN):

The recent unfavourable demographic processes left their significant stamp on the labor force in whole Danube region. The mobility opportunities left whole regions without qualified persons. The young people seek better work opportunities in bigger cities or abroad, which has left the elderly people living in rural and urban areas living alone. In order to revive the regions and to encourage the population to be a part of the labor market and at the same time to quarantee the access to general services for elderly population we have to admit that new, innovative and cross-sectoral services are needed. Therefore D-CARE action is focused on establishing a transnational cooperation network that will design, test and implement the model of Innovative Learning Environments for elderly people 55+, in 9 Danube regions, in order to facilitate the creation, validation and deployment of smart care services that will strenghten and integrate regional social and healthcare systems by improving competences and generating innovative smart care models. Danube region needs to better capitalize on the potential of of its increasingly changing and diverse population. The project vision is applied from the consortium building stage. This means that it envisages a strategic integration at horizontal, vertical and geographical levels: i.e competences, activities and sectors. The project addresses the upper mentioned societal challenges through its three main action pillars: 1) Innovative Learning Networked Environments 2) Smart Care Pilots deployed in 5 project regions for development, testing, validation and implementation of smart care models 3) Transnational Policy Learning Center for smart care policies design Thorugh D-CARE results, 8 Danube regions will have improved capacities and skills to meet the employment needs of its population and elderly people will receive new smart care services.

Achievements (EN):

D-CARE E-LEARNING PLATFORM Never heard of AAL? You work in health and care and would like to know more about how telemedicine can support you? You care about your health while you grow wiser and older? Whatever your background - if you care about your own, the health of your older relatives or your patients we can offer a holistic resource of knowledge and exchange. The D-CARE E-learning and interaction platform has gone live offering a broad variety of courses for medical personnel, older adults and their support networks. Moreover, the platform presents experience gathered in the D-CARE project and invites you to get in touch with care experts and organisations from nine different EU countries. The D-CARE E-learning platform is the centerpiece of our innovative learning environment. It transfers knowledge, presents the experiences and lessons learnt in the project and connects users to likeminded experts, organisations and governmental authorities from nine european states. It has been developed by D-CARE project partners who put together the content drawing back on their longterm expertise in the fields of smart care and health. Each country has assembled a national training programme specifically tailored to regional challenges and target audiences. Users can follow these or simply roam around freely and complete any modules that are insightful for them. SMART CARE LABS Smart care labs have been built in each D-CARE project country - networks of stakeholders from all four helix branches of the quadruple helix model (governance, academia, business and users/civil society) facilitating and fostering innovation in the smart health and care field. The model entails a network of relationships, where public and private stakeholders interact in value-creating processes to transform various inputs into valuable outputs for themselves and others. The smart care labs build the context of our project activities in each country: for the innovative learning environments, the innovation programme as well as the transnational policy strategy and learning center. D-CARE TRANSNATIONAL POLICY LEARNING CENTER: Smart Care Policy is an essential element of advancing and rolling out smart care models on a broad range. In order to provide policy makers with tools, knowledge and best practice insights from other countries we established a Transnational Policy Learning Center for policy makers on all levels of administration and governance as well as interest groups working to advance smart care policy in their region. Throughout the project, several transnational and national events took place on the topic of smart care policy such as our virtual conference and the regional workshops. This reflects the two pronged approach our project took to advance smart care policy: a transnational, meta-level approach which is articulated in the Transnational Smart Care Strategy and the regional counterpart in which concrete priorities and action points have been elaborated. The outputs of the efforts on both transnational and national level are collected in our digital transnational policy learning center. The knowledge and practical tools are useful for policy makers of different levels as well as actors from health and care aiming to advance smart care policy in their region and beyond. The Transnational Smart Care Strategy defines a vision for smart care in Europe and identifies action fields and implementation methods which need to be operationalised on a regional level. The Best Practice Manual gives an in-depth overview over successful smart care policy implementation in European regions and countries. They offer a great inspiration and valuable learning insights. The knowledge diffusion toolkit encompasses a variety of tools and strategies to spread smart care knowledge and advance smart care policy.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to increase competences for business and social innovation (survey based composite indicator)

Expected Outputs (EN):

The main result is improved skills and competences among elders, employment agencies, trade unions, labor market organizations, entrepreneurs, social and healthcare units for provision of smart services in 9 Danube regions to meet the needs of elderly 55 +population. Thus we will encourage the employment as the new smart services will need workforce and therefore our first activity is the creation of innovative learning environment. Later we will identify through a competition innovative solutions for smart service provision and we will share the knowledge among the regions. The last but not least step in our result-oriented approach is the sensitizing and raising awareness among local and regional authorities for the benefits of the smart services and we will promote the inclusion of smart services in local/regional plans. We expect visible impact on the inhabitants in the regions where we intervene as the elderly people will have an easier access to integrated smart social – health services, the member of their families will be able to work, not to take care for them. The local business, institutions, employment agencies will enlarge their portfolio and more people will have an access to labour market.
