Description (EN):

Many valuable ecological corridors of the Carpathian and other mountain ranges in the Danube region are impeded or threatened by economic development such as linear transport infrastructure construction or intensive agricultural, forestry, or water management practices. The reason for this conflict is that they are not sufficiently planned with the goal to maintain ecological connectivity and flow of multiple ecosystem services that these Green Infrastructure elements provide. Mitigation measures such as green bridges are often missing or dysfunctional because of inadequate design, location and inappropriate management of surrounding land use by e.g. agriculture or forestry. The impacts are traffic-kills and lowered reproductive success of key species dependent on functional corridors. The project SaveGREEN aims to demonstrate ways of designing appropriate mitigation measures and maintaining or improving the functionality of ecological corridors through integrated planning. It thereby builds on key results of the DTP projects TRANSGREEN, ConnectGREEN, and HARMON. Monitoring the impact of such measures will help us to learn and derive proper recommendations for follow-up action and policy design. The focus of the project will be on critical ecological corridors of the Alpine-Carpathian Corridor, SW-Carpathians, Zakarpattia, Beskydy, Lyulin and Balkan mountains impacted by linear transport projects and unsustainable land use. We will foster cross-sectoral collaboration, build capacity for replication of pilots and upscale results through improved policy frameworks. The project partnership covers key sectors to be involved in integrated planning of mitigation measures: nature conservation (ministries, agencies, authorities, NGOs), research and education (universities, research institution), transport (ministries, motorway companies) and consultancy business (limited company) and ASPs from complementary sectors from AT, BG, CZ, FR, GE, GR, HU, RO, SK and UA.

Achievements (EN):

For the past two-and-a-half years, the SaveGREEN project has focused on identifying, collecting, and promoting the best solutions for safeguarding ecological corridors in the Carpathians and other mountain ranges in the Danube region. Ecological corridors in the region are currently under threat, due mostly to a lack of adequate planning for economic development initiatives. Basing its work on integrated planning, SaveGREEN has monitored the impact of mitigation measures in eight pilot areas and has drafted relevant recommendations for follow-up actions and policy design.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to foster restoration and management of ecological corridors (survey based composite indicator)

Expected Outputs (EN):

Contributing to the programme-specific result indicator, improved cross-sectoral cooperation in the fields of nature conservation, natural assets management (wildlife, forests, water), transport and land use/spatial planning will enhance GI coherence in Carpathian, Alpine and Balkan mountain valleys by planning and implementing coherent integrated mitigation measures for minimising negative impact of economic development. Key stakeholders incl. public authorities will be trained on 1) SEA targeting ecological connectivity, 2) EIA for projects in ecological corridors (based on TRANSGREEN and ConnectGREEN outputs), 3) developing integrated mitigation measures for maintenance of corridors (based on TRANSGREEN and ConnectGREEN results), 4) developing action plans for GI improvement in pilot areas, 5) securing funding for implementation of mitigation measures. They will use this new knowledge in their professional environment. Local cross-sectoral operational plans developed for 7 locations across 7 countries will present innovative and integrated solutions for increasing ecological functionality. The participatory approach of development will create ownership decision makers. Pilot area stakeholder groups will benefit from lessons learnt from other pilot areas with complementary foci and results of ConnectGREEN and TRANSGREEN at the transnational level. Policy-wise, decision-making bodies will be influenced to include financial allocations for environmental measures in new national programmes for disbursements of EU funds in line with EUSDR PA6 and EU Biodiversity Strategy 2030. The Carpathian Convention Action Plan on Sustainable Transport and the Strategy on Ecological Corridors will be adopted at COP6; ecological connectivity mainstreamed into EU, EUSDR and cross-macro-regional policy. The link between the revised Directive on Combined Transport (2021) under the Green Deal and project results will have been understood by transport stakeholder reached by this project.
