Description (EN):

The number of urban regeneration (UR) initiatives promoted by European cities is rising. The new status quo is that UR strategies should encompass an integrated approach. Cities face challenges to develop a culture that generates public/private synergies to promote SMEs & stimulate creative urban communities. They need to tailor their UR policies to local specificities and assets & integrate local stakeholders. In line with the Programme, we identified 2 main challenges: -Lack of transnational cooperation & coordination on institutional level hindering R&I potential of the Danube region (DR), -Insufficient capability of SMEs to adapt to innovation needs, These challenges convey following needs: -Establish a transnational creative UR network to improve cross-linkages & optimize internal synergies between creative & cultural industries (CCIs), R&D & public sector in UR in the DR, -Institutionalize exchange of good practice in UR, -Implement pilot actions based on open innovation via smart specialization strategies (S3) & KETs, -Strengthen service, social & eco-innovation capacities of SMEs, 25 partners from 12 countries will support RESTART_4Danube’s main objective to improve the framework conditions & policy instruments supporting S3 for a new model of UR involving CCIs. The project includes quadruple helix partnership to develop new types of governance & public policies in an innovative approach combining tandems & follower cities. The envisaged result is significantly improved transnational & institutional cooperation, enhanced capacity building thanks to Local Action Plans (LAPs) & innovative trainings in UR. The activities will produce 10 outputs improving innovative framework conditions in UR (SO 1.1): 1 common strategy, 1 training toolkit, 5 LAPs, 1 package of cooperation agreements between entreprises/R&D, 1 set of tools (SO, SR, Readiness Level tool).

Expected Outputs (EN):

The lack of innovative public policies, effective cooperation between cities & institutionalized cross-border cooperation are major obstacles for the successful & harmonized development of UR policy in the DR. RESTART_4Danube aims to improve framework conditions & policy instruments developing a common strategy, effective tools (Danurban taskforce, transnational network) & implementing knowledge exchange (5 study visits, 2 city summits, 2 policy dialogue workshops) to alleviate the most important administrative barriers in a coordinated & transnationally integrated way. The project main result will be significantly improved cooperation & coordination of UR policies on a transnational political level due to 5 thematic LAPs in Craiova, Maribor, Rijeka, Sarvar & Vratsa (New spaces for experimentation in CCI sector, Sustainable regeneration of industrial buildings, Transit-oriented development, Refurbishing heritage buildings, Green UR). The LAPs will generate 25 CAs between SMEs/R&D institutions. SMEs in the Southeastern part of the DR need support to increase their competitiveness through better innovation management capacities & internationalization of their activities. The project will enhance SMEs’ capacities by performing a package of 60 Readiness Level Audits & organizing 6 training sessions on Urban Innovation Management & Creativity and Urban Governance with a focus on SMEs & public authorities. Finally, it will jointly develop strategic documents for creative UR including 1 Danubian baseline study, 3 Urban Green Papers, 1 Urban Renaissance Agenda providing policy recommendations on LAP themes & 1 report on role of creative industries in economic, social & physical regeneration. The project will increase interdisciplinary cooperation between ITT, CCIs, political, environmental & urban actors in the frame of 3 major dissemination events, 9 policivil workshops, capitalization events & activities and 1 Creative Danurban competition.
