The Danube Region is lacking a fully multimodal network (road, rail, water transport) and suffers from transport bottlenecks mainly in the area of road transport causing negative impact on citizens and nature. In addition the high administrative fragmentation of the transport sector is a big obstacle in the realisation of effective multimodal networks. The integration of coordination mechanisms and better alignment of transport operators and travel information operators from different levels in a technical and organisational manner is in the heart of our project in order to develop a multimodal cross-border travel information network. Particular focus is put to main railway corridors that are connected to regional and local networks, and to cycling routes and cycling relevant travel information for better accessibility. This will allow multimodal local trips as well as long-distance journeys with environmentally- friendly modes, including cycling and inland waterways. Such multimodal chains are highly demanded by tourists, but also by commuters within and across the borders. In this project we will create the required digital infrastructure, the innovative novel methods and tools to facilitate an operational network of services and – above all – create in the Strategy and Actions Plans the long-term organisational structure for the network. By applying the innovative method of Open Journey Planning (OJP Standard) in an operative environment, we are able to provide end-user services. We bring together 14 partners from 8 Danube Region countries that tackle the common challenge. As the objectives are ambitious, we need to stress that we do not start from scratch, but can build on the implementations, learnings and well established cooperation from LinkingDanube project, that will get an innovative boost through the involved research organisations. The transfer of knowledge to the policy level, future adopters and expert level are a main scope of the project.

Achievements (EN):

DEPLOYMENT STRATEGY AND OJP PROFILE: The strategy of OJP4Danube intends to ensure a harmonised deployment of OJP (Open Journey Planning) in the involved countries and will set out the organisational and technical framework for a long-term operation of cross-border information exchange between the key actors in multimodal travel information (VAO, ZSSK, LUR, GYS, GLI, ELS, PUT, and KOR). The strategy map (see figure 2) describes the OJP4Danube deployment strategy and the interrelationships of its individual components. Based on the legal framework defined by the EU and the technical standards developed from EU specifications, stakeholders and future adopters can derive policy and IT requirements that they must fulfil to become part of the OJP network. To perform distributed journey planning, the technical standard requires to select between a decentralised (centrally distributed) or fully distributed system architecture. Based on the selected architecture, an appropriate governance structure (e.g. network, platform, or association) is needed to enable the collaboration and operation of the OJP service (the collaboration structure). Together, the governance and collaboration structures enable the definition of organisational processes. These processes regulate concrete operational processes and lead to the full description of stakeholder roles, responsibilities and tasks in an OJP network. The OJP4Danube deployment strategy is compliant with the overall EU legislative framework in terms of policy, standards, system architecture, governance, collaboration and process. It will help decision makers and OJP (Open Journey Planning) API implementers to learn and share knowledge about standard solutions for exchanging information and ensuring interoperability between transnational journey planning services already implementing OJP. Considering the very important role of exchanging information between implementers enabling cross-border information exchange, the OJP4Danube OJP profile was jointly developed by the OJP implementers and partners of the project. In the course of the development of the OJP profile, regarding the linking of rail and bicycle as well as the stronger integration of bicycle routing, OJP4Danube builds on existing standards, specifications and profiles in order to promote a harmonised, Europe-wide implementation. Organisational action plans within OJP4Danube defines measures on how the strategy can be implemented on an operational and institutional level on a wider scale in order to pursue further integration of journey planners across Europe.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to strengthen environmentally-friendly, safe and balanced transport systems (survey based composite indicator)

Expected Outputs (EN):

Main result is a strengthened and interconnected digital infrastructure that is aligned on organisational and technical level between key actors across the borders and eases the integrated supply of cross-border multimodal traveller information on transport corridors crossing the DR and the connected regional and local networks by the novel approach of OJP. This digital infrastructure consisting of inter-linked travel information platforms in 6 different countries which are operated by key players in the field of multimodal travel information (i.e. PT operators, railway operators, PT information operators) will allow to exchange most up-to-date travel information between the connected systems as the data are requested and provided by the source systems, which maintain the data in highest quality, granularity and up-to-dateness. Building on the learnings and interfaces developed in LinkingDanube this project will go two steps further by exploiting the advantages of considering the full multimodal transport chain with bike routing as central aspect. Along the exchange infrastructure built up in the project the data sources can be interconnected on demand. This is highly beneficial as it will be possible to access information outside of the coverage area of the single systems. For travellers in the DR this digital traveller information network will strengthen the accessibility of sustainable transport options (also outside of the own town or region) with emphasis on bike (esp. for local and regional mobility) and on public transport (rail, bus, ferries). Travellers will get detailed information for local multimodal trips as well as for multimodal long distance trips within one single service incl. all available modes, routing and details of their journey. OJP4Danube will pay particular attention to bike mobility for tourists, but also for daily commuters. The digital traveller information network will close information gaps on missing links in the transport chains.
