Description (EN):

The abolition of controls at internal borders was completed and the threat of trans-national crime increased. Current situation in the world show that there remains a strong need for ongoing preparedness to reintroduct border control at the internal borders at any time, as it can be a key tool to help manage an emergency situation. Project is implemented by Border Guard Service under the Ministry of the Interior of Republic of Lithuania and Podlaski Border Guard Regional Unit. The project is oriented to enhance institutional capacities of partners and effectiveness of implementation of transnational LT and PL agreements in the areas of management of emergency situation. The aim of the project is to reinforce the capacities Lithuania and Poland cross border guard services jointly to respond to emergency situations in cross-border area. The objectives are: to increase the institutional abilities of Lithuanian and Polish service in order to implement joint activities; to strengthen the cooperation of LT and PL Service directed to manage emergency situations in cross border regions. Main expected results are: provided training regarding management of joint operations directed to manage crisis situations in the Lithuanian - Polish border region (128 participants); purchased of specialized equipment; prepared the Memorandum of understanding for joint management of emergency situation in LT-PL cross border region; organized 1 international conference.

Proces zniesienia kontroli na granicach wewnętrznych został zakończony, natomiast zagrożenie przestępczością międzynarodową wzrosło. Obecna sytuacja na świecie pokazuje, że nadal istnieje silna potrzeba ciągłej gotowości do przywrócenia kontroli granicznej na granicach wewnętrznych w dowolnym momencie, ponieważ może to być kluczowe narzędzie pomagające w zarządzaniu sytuacją kryzysową. Projekt jest realizowany przez Służbę Straży Granicznej podlegającą Ministerstwu Spraw Wewnętrznych Republiki Litewskiej oraz Podlaski Oddział Straży Granicznej. Projekt jest ukierunkowany na wzmocnienie zdolności instytucjonalnych partnerów i efektywności wdrażania międzynarodowych porozumień LT i PL w zakresie zarządzania sytuacjami kryzysowymi. Celem projektu jest wzmocnienie zdolności służb ochrony pogranicza Litwy i Polski do wspólnego reagowania na sytuacje kryzysowe w obszarze transgranicznym. Cele szczegółowe to: zwiększenie zdolności instytucjonalnych litewskich i polskich służb w celu realizacji wspólnych działań oraz wzmocnienie współpracy służb Litwy i Polski w zakresie zarządzania sytuacjami kryzysowymi w regionach transgranicznych. Główne oczekiwane rezultaty to: przeprowadzenie szkoleń dotyczących zarządzania wspólnymi operacjami zarządzania sytuacjami kryzysowymi na pograniczu polsko-litewskim (128 uczestników); zakup specjalistycznego sprzętu; przygotowanie Memorandum o porozumieniu w sprawie wspólnego zarządzania sytuacjami kryzysowymi na pograniczu litewsko-polskim; organizacja 1 konferencji międzynarodowej.

Description (LT):

Panaikinus vidaus sienų kontrolę, padidėjo tarptautinio nusikalstamumo grėsmė. Dabartinė situacija pasaulyje rodo, kad ir toliau nuolat būtina būti pasirengus bet kuriuo metu atnaujinti vidaus sienų kontrolę, nes ji gali būti viena pagrindinių priemonių, padedanti suvaldyti nepaprastąją padėtį. Projektą įgyvendina Valstybės sienos apsaugos tarnyba prie Lietuvos Respublikos vidaus reikalų ministerijos ir Podlaskės pasienio apsaugos regioninis padalinys. Projektas "Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų bendradarbiavimo plėtojimas" orientuotas į partnerių institucinių gebėjimų stiprinimą ir tarptautinių Lietuvos ir Lenkijos susitarimų ekstremaliųjų situacijų valdymo srityse įgyvendinimo efektyvumą. Projekto tikslas - sustiprinti Lietuvos ir Lenkijos pasienio apsaugos tarnybų gebėjimus bendrai reaguoti į ekstremalias situacijas pasienio teritorijoje. Projekto uždaviniai: didinti Lietuvos ir Lenkijos tarnybų institucinius gebėjimus siekiant įgyvendinti bendrą veiklą; stiprinti Lietuvos ir Lenkijos tarnybų bendradarbiavimą, nukreiptą į ekstremaliųjų situacijų valdymą pasienio regione. Pagrindiniai laukiami rezultatai: surengti mokymai, susiję su bendrų veiksmų, nukreiptų į krizinių situacijų valdymą Lietuvos ir Lenkijos pasienio regione, valdymu (128 dalyviai); įsigyta specializuota įranga; parengtas susitarimo memorandumas dėl bendro ekstremaliųjų situacijų valdymo LT ir PL pasienio regione; surengta tarptautinė konferencija.

Achievements (EN):

State Border Guard Service and Podlaski Border Guard Regional Unit Of Maj. Gen. Henryk Minkiewicz (2 public institutions) improved institutional capacities to ensure the security of internal borders and strengthen cooperation. Memorandum of Understanding as proposals for improvement of management of emergency situations in LT–PL cross border region has been signed. Partners developed joint training program for improvement of specialized competencies of joint actions in the border region. Specialized equipment units for enhancing institutional capacities and joint actions performance was purchased.
