Culture as a resource is a growing economic factor and an important locational advantage for individual regions. The Upper Rhine region has an above-average potential for cultural resources in the segments of pop music, visual and performing arts. The actors are locally well structured and networked in bands, clubs and institutions. However, cross-border cooperation is limited to mostly occasional encounters, and there is clearly a lack of continuous cross-border exchange. This is where the ""Planète Neuf Brisach"" project comes in, with a focus on pop music. The project promotes the cross-border cooperation of the German-French music actors by establishing a cross-border pop music working group and consolidating it by holding a three-day festival in the summer in the border towns of Neuf Brisach and Breisach. The festival allows the musicians to get to know each other and to exchange ideas and at the same time promotes the desired cross-border exchange on the Upper Rhine through the bilingualism of the actors and the music. In the preparatory phase, the groups and musicians meet for rehearsals and smaller, publicly accessible ""jam sessions"" e.g. in music schools, smaller event rooms and public places on both sides of the Rhine. As part of these rehearsals, during which the musicians can introduce themselves with their respective instruments and also demonstrate their individual styles and playing skills, a real workshop atmosphere will be created that will promote getting to know each other and the exchange of experiences linguistically, personally and musically across borders. The Neuf-Brisach World Heritage Site and the town of Breisach - located in the heart of the Upper Rhine metropolitan region - are the ideal location for visualizing the Upper Rhine as a cross-border cultural region. The unique architecture of the festival site allows for simultaneous performances of different music genres. The festival presents actors from pop music, visual arts and theater who live in the Upper Rhine. The three event days of the festival (July 13, 14 and 15, 2018) will be an important measure for the further professionalization of all participating musicians and artists. This platform, which is visible in the media and in real life, creates cross-border branding for the numerous actors who have mostly only acted locally up to now. The innovative orientation of the festival - interdisciplinary and multimedia - underlines the artistic potential of the metropolitan region in a way that appeals to the public.

Les ressources culturelles sont un facteur économique qui représente un avantage de plus en plus important pour les régions concernées. La Région du Rhin supérieur dispose d'un potentiel supérieur à la moyenne dans les domaines de la musique populaire, des arts plastiques et des arts de la scène. Les acteurs sont bien structurés et reliés localement dans des groupes, des associations et des institutions. Cependant, la coopération transfrontalière se restreint à des rencontres généralement ponctuelles, il manque clairement un échange transfrontalier continu. C'est ici qu'intervient le projet "Planète Neuf-Brisach" centré sur la musique populaire, qui vise à instaurer une coopération transfrontalière permanente des acteurs franco-allemands en constituant un groupe de travail transfrontalier permanent sur la musique populaire autour d'un festival culturel annuel de trois jours dans les villes frontalières de Neuf-Brisach et Breisach. Le festival permet aux acteurs de la musique de faire connaissance et d'échanger dans les deux langues. Dans la phase de préparation les groupes et les musiciens se rencontreront pour des répétitions et des « jam sessions » petit format accessibles au public, par exemple dans des écoles de musique ou de petites salles, ainsi que dans des lieux publics des deux côtés du Rhin. À l’occasion de ces répétitions, au cours desquelles les musiciens avec leurs instruments respectifs feront connaissance et pourront montrer leur style individuel et leurs compétences, il se créera une véritable atmosphère d’atelier qui favorisera l’échange d’expériences transfrontalières sur le plan linguistique, humain et musical. Neuf-Brisach inscrite au patrimoine culturel mondial et la ville de Breisach situées au cœur de la région métropolitaine du Rhin supérieur sont le lieu idéal pour rendre visible le Rhin supérieur en tant que région culturelle transfrontalière. L'architecture unique autorise la tenue simultanée de performances des diverses formes artistiques. Le festival présentera des acteurs de la musique populaire, mais aussi des arts visuels et du théâtre résidant dans le Rhin supérieur. Les trois jours du Festival (13, 14 et 15 juillet 2018) seront une mesure importante pour la poursuite de la professionnalisation de tous les musiciens et artistes participants. Cette plateforme médiatique et visible dans le monde réel créera un label transfrontalier pour les nombreux acteurs qui jusqu'ici ne sont actifs que localement. L'orientation innovante du festival - interdisciplinaire et multimédia - souligne ici efficacement auprès du grand public le potentiel artistique de la région métropolitaine

Die Ressource Kultur ist ein wachsender Wirtschaftsfaktor und wichtiger Standortvorteil für einzelne Regionen. Die Oberrheinregion weist ein überdurchschnittliches Potential an kulturellen Ressourcen in dem Segmenten Popmusik, Bildende und Darstellende Kunst auf. Die Akteure sind lokal in Bands, Vereinen und Institutionen gut strukturiert und vernetzt. Die grenzüberschreitende Zusammenarbeit beschränkt sich aber auf zumeist punktuelle Begegnungen. Es fehlt hier eindeutig ein kontinuierlicher grenzüberschreitender Austausch. Hier setzt das Projekt "Planète Neuf Brisach" mit Schwerpunkt Popmusik an. Das Projekt fördert die grenzüberschreitende Zusammenarbeit der deutsch-französischen Musikakteure durch die Realisierung einer grenzüberschreitenden Arbeitsgruppe Popmusik und verstetigt diese durch die Durchführung eines jährlich im Sommer stattfindenden, dreitägigen Festivals in den Grenzstädten Neuf Brisach und Breisach. Das Festival erlaubt das Kennenlernen und den Austausch der Musikakteure unter einander und fördert zugleich durch die Zweisprachigkeit der Akteure und der Musik den gewünschten grenzüberschreitenden Austausch am Oberrhein. Dabei treffen sich in der Vorbereitungsphase die Gruppen und Musiker zu Proben und kleineren, öffentlich zugänglichen "Jam-Sessions" z.B. in Musikschulen, kleineren Veranstaltungsräumen sowie öffentlichen Plätzen beiderseits des Rheins. Im Rahmen dieser Proben, bei denen sich die Musiker mit ihrem jeweiligen Instrument vorstellen und auch ihre individuellen Stile und Spielfähigkeiten demonstrieren können, wird eine reale Workshop Atmosphäre entstehen, die das Kennenlernen und den Erfahrungsaustausch sprachlich, menschlich und musikalisch über die Grenzen hinweg fördert. Das Weltkulturerbe Neuf-Brisach und die Stadt Breisach - mitten im Herzen der Metropolregion Oberrhein gelegen, sind die ideale Verortung für die Visualisierung des Oberrheins als grenzüberschreitende Kulturregion. Die einzigartige Architektur der Festival Gelände erlaubt simultan stattfindende Performances der verschiedenen Musikrichtungen. Das Festival stellt Akteure der Popmusik aber auch der visuellen Kunst und des Theater vor, die ihren Wohnsitz am Oberrhein haben. Dabei werden die drei Veranstaltungstage des Festivals ( 13., 14. und 15. Juli 2018) eine wichtige Maßnahme zur weiteren Professionalisierung aller teilnehmenden Musiker und Künstler sein. Durch diese medial und real sichtbare Plattform wird ein grenzüberschreitendes Branding für die zahlreichen bisher zumeist nur lokal agierenden Akteure geschaffen. Die innovative Ausrichtung des Festivals - interdisziplinär und multimedial –unterstreicht hierbei publikumswirksam das künstlerische Potential der Metropolregion.
