Description (EN):

Landslide and flash flood protection measures will be jointly developed in participating countries. Project is a follow up of previous project safEarth. Good practices and experiences lead to continuation of established partnership and work on current, similar challenges. Main project’s objective will be creation of Early Warning System (EWS) for risk prevention management. EWS is a set of capacities needed to generate and disseminate timely and meaningful warning information to enable individuals, communities and organizations threatened by a hazard to prepare and act appropriately and in sufficient time to reduce the possibility of harm or loss (UNISDR, 2009). However it must be clear that an EWS is not just a cluster of monitoring systems or the forecast of failure, but it also involves other aspects such as the identification of risk scenarios, emergency plans, societal considerations, public awareness, etc. Each one of these components is necessary; if any element fails, the whole chain would collapse and would render the system useless (Interieri et al., 2012). Introducing EWS in pilot areas will increase population safety and economic losses. Through continuous communication with our key stakeholders (local communities, civil protection and meteorological service) it was decided that project’s main outputs will be: i) Landslide inventory and flash flood triggering areas; ii) EWS for landslide and flash flood risk prevention. Main beneficiaries are people from local communities. Implementation of RESPONSa will lead to higher level of cooperation between academic/scientific, civil protection organizations, municipalities and other relevant institutions. Added value are knowledge transfer and increased reliability of EWS system that will be developed in different geological and climatologic settings. Positive effects of this system could then directly be transferred in other areas, not covered by this project’s eligible area, thus giving it an added incentive.

Expected Results (EN): Disaster response capability in the programme area

Expected Outputs (EN):

The RESPONSa is focused on two main outputs. The outputs will directly contribute to the achievement of the following project results: For the first output - landslide inventory and flash flood triggering areas, following results for study area will be accomplished: - Landslide and flash flood events forecasting, - Geohazard and risk assessment, - Development of cross-border most efficient remote sensing methodology for geohazard monitoring, - Basis for development of landslide and flash flood inventories on National level, - Increase awareness of risks and public availability of geohazard data. The RESPONSa will enable the analysis of the data collected with LIDAR and periodical terrain scanning of the pilot polygons using remote sensing technologies (UAV, TLS). Therefore, the programme result indicator will be extracted from explored area and expressed in square km. The data for that result indicator can be verified from the reporting documents within Implementation work package. For the second output - Early warning system (EWS), following results will be accomplished: - Increasing population safety in vulnerable areas for 4 local communities (Kutina, Tuzla, Brčko, Budva), - Improvement of cooperation between civil protection, meteorological service, geological institutions and local communities, - Increase response capabilities of municipalities (human resources, shelters, fireman and police capacities), - EWS application in wider areas (outside of project pilot areas). The target value for programme result indicator related to this output is based on number of inhabitants in pilot areas (cities and municipalities) where EWS will be applied. The indicator will be accomplished with EWS implementation in pilot communities, which will be announced (and can be verified) within Communication work package.
